Call to Order. 2. Approval of Minutes. 3. Public Comments. 4. Consent Calendar - All matters on the consent calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 4A. D.J. Smith Monthly Report. Staff Recommendation Receive and file. 48. Minimum Fare Revenue Ratio for the RTA and SunLine TransR Agency. Staff Recommendation Approve the FY 1990-91 minimum required fare revenue to operating expense ration of 17.7% for the Riverside Transit Agency and 15.3% for the SunLine Transit Agency, and request SCAG concurrence. 4C. FY 1990-91 UMTA Section 9 Program of Projects. Staff Recommendation Approve the proposed FY 1990-91 UMTA Section 9 Programs of Projects for Riverside County subject to the public hearing. 4D. FY 1990-91 UMTA Section 18 Rural Transit Assistance Program. Staff Recommendation Approve the proposed FY 1990-91 UMTA Section 18 Program of Projects for Riverside County. Page 2 July 11, 1990 RCTC/SAFE Agenda 4E. FY 1991-95 Combined Road Program Amendment Request. 4E1. County of Riverside Staff Recommendation Approve the County of Riverside's request to amend the FY 1991-95 Combined Road Program for Riverside County to add the Van Buren Boulevard Project and to delete or reduce federal funding for other identified projects. 4E2. City of Palm Springs. Staff Recommendation Approve the City of Palm Springs request to amend the FY 1991-95 Combined Road Program for Riverside County to add the Tahquitz-McCallum (El Cielo to Indian) pavement overlay project and to delete the Vista Chino widening project. 4F. SB 821 Time Extension - City of Palm Springs Staff Recommendation Approve a six-month extension for the City of Palm Springs to complete the Gene Autry Bikeway project which is funded under the Commission's SB 821 Program. 4G. Affirmation of Jack Clarke as RCTC's Commuter Rail Representative. Staff Recommendation RCTC should affirm Jack Clarke as its representative on the Southern California Commuter Rail Coordinating Council. 5. FY 1990/91 Local Transportation Fund Allocations for Transit Staff Recommendation Approve the FY 1990/91 LTF Allocations for Transit in Riverside County as shown on the attached table, with the condition that SunLine should be disbursed only the amount needed to continue services as operated in FY 1989/90 until amendments for service expansion are approved for the FY 1991-95 SRTP. 6. FY 1991-95 Short Range Transit Plan of SunLine Transit Agency. Citizens Advisory Committee Recommendation The Citizens Advisory Committee recommendation will be presented at the Commission meeting. Staff Recommendation Recommend the approval of the FY 1991-95 Short Range Transit Plan for the SunLine Transit Agency. Page 3 July 11, 1990 RCTC/SAFE Agenda 7. FY 1991-95 Short Range Transit Plan of Palo Verde Valley Transit Agency. Citizens Advisory Committee Recommendation The Citizens Advisory Committee recommendation will be presented at the Commission meeting. Staff Recommendation Recommend the approval of the FY 1991-95 Short Range Transit Plan for the Palo Verde Valley Transit Agency. 8. Designation of RCTC as AB 471 County Congestion Management Plan Agency. Staff Recommendations 1. RCTC should support Alternative 3, to seek designation as the lead agency responsible for the congestion management program in Riverside County. 2. RCTC should solicit resolutions supporting such designation from the Board of Supervisors and all cities within the county. 3. RCTC should authorize staff to initiate the process, in cooperation with local govemments and responsible regional agencies, to prepare the congestion management program by December 1991. (In the event another institutional alternative if favored by the Board of Supervisors and City Councils, the work will not be lost or delayed.) 9. Proposed Contract with Georgiena Vivian of Valley Research and Planning Associates for Development of Congestion Management Plan Work Program. Budget and Finance Committee Recommendation The recommendation of the Budget and Finance Committee will be presented during the meeting. Staff Recommendation RCTC should approve a contract with Valley Research and Planning Associates for development of a detailed work program for preparation of the initial Congestion Management Program, with costs not to exceed $10,000. 10. Social Service Transportation Delivery Study. Staff Recommendation The Citizens Advisory Committee/Social Service Transportation Advisory Council and Commission Staff, recognizing that conflicting recommendations from affected agencies may be received; recommended adoption of Alternative #3 (of the attached Memorandum #10 from the June 11, 1990 RCTC Agenda) as the policy direction for the Social Service Transporation Delivery Study. Measure A Revenues and Local Streets and Roads Disbursements Staff Recommendation Receive and file. The Measure A Local Streets and Roads Program - Five Year Capital Improvement Programs. Staff Recommendation Approve the attached Measure A Local Street and Road Program FY 1991- 1995 Five year Capital Improvement programs for the cities of Desert Hot Springs, Hemet, Indian Wells, Palm Springs, Rancho Mirage, and Temecula. Contract Status Report. Staff Recommendation Receive and file. 11A4. Monterey Interchange Cooperative Agreement. Staff Recommendations 1. That the Commission approve the draft Cooperative Agreement for the Monterey Avenue Interchange project subject to final review and approval by Riverside County. Minor modifications which may arise from review by County Counsel may be made subject to review by RCTC legal counsel. 2. That the Commission approve entering into a contract with J.F. Davidson for the Monterey Interchange project development work and direct staff to negotiate a contract for RCTC approval within two months. 118. 1990 Update of Western County Scope and Cost Review. Staff Recommendation Staff recommends that the Commission approve the 1990 Update of Western Scope and Cost Review. This report will be used as the basis for future project and financial planning for the Western Riverside County Measure A Highway Page 5 July 11, 1990 RCTC/SAFE Agenda Improvement Program. 11 C. Measure 'A' Specialized Transit Services Program - City of Riverside Allocation to Maintain Reduced Fares. Staff Recommendation Approve an allocation of $9,000 in Western County Area Measure •A' Specialized Transit Services Program funds for the City of Riverside special Services Program to maintain the current fare at least until the Social Services Transportation Study is completed and final policies are developed. 11 D. Supplement No. 1 to the Master Agreement between Caltrans and RCTC for Measure A Highway Improvement Program. Staff Recommendation Staff recommends approval of Supplement No. 1 to the Master Agreement between RCTC and Caltrans. 11 E. Consultant Agreement with Parsons, Brinckerhoff, Quade and Douglas for Preliminary Design and Environmental Analysis of the 1-215 Project. 11F. Budget and Finance Committee Recommendation This item will be reviewed by the Budget and Finance Committee and recommendations will be presented at the Commission meeting. Staff Recommendation Subject to ratification of the Cooperative Agreement with Ca!rans, staff recommends that the Commission approve the Consultant Agreement with Parsons, Brinckerhoff, Ouade and Douglas, Inc., in the amount of $2,810,682, with a 15 percent contingency amount of $421,602 for a maximum contract amount of $3,232,284. Funds for this contract are included in the FY 1990-91 Budget. Proposed Amendment to Psomas and Associates Contract RO90007 Budget and Finance Committee Recommendation This item will be reviewed by the Budget and Finance Committee recommendations will be presented at the Commission meeting. Staff Recommendation Staff recommends the Commission approve the contract amendment with Psomas and Associates for the amount of $1,462,244 with a 15% contingency amount of $219,336 for a maximum additional contract amount of $1,681,580. Funding for this contract amendment has been included in the approved FY 1991 budget for each Page 6 July 11, 1990 RCTC/SAFE Agenda of the routes. The support for Cafrans will be drawn from the Cattrans allowances in the budget. 11 G. Selection of Underwriters. The Selection Committee will present its recommendation at the Commission meeting. 12. RCTC Staff Salary and Fringe Benefits for FY 1990-91. 13. Determination of Amount of Merit Compensation Award for Executive Director. 14. Closed Session. Instruct negotiators concerning acquistion of property. 15. Adjournment.
