To adopt Resolution No. 90-011, Resolution of the Riverside County Transportation

4D1. Measure 'A' Interchanges
4D1A. Designation of Cook Street Interchange In Palm Desert as Measure'A'
Project.
Staff Recommendation
That RCTC adopt Resolution No. 90-009 designating the Cook Street
Interchange as a Measure 'A' Project, with the city of Palm Desert acting as
RCTC's designated lead agency for project development.
4D1B. Designation of Monterey Avenue Interchange at 1-10 as Measure 'A'
Project.
Staff Recommendation
That RCTC adopt Resolution No. 90-010 designating the Monterey Avenue
Interchange as a Measure 'A" Project, with the County of Riverside acting as
RCTC's designated lead agency for project development.
4D2. Unaudited Measure'A' Financial Statements.
Budget and Finance Committee Recommendation
If the Budget and Finance Committee amends the staff recommendation, this item
will be pulled from the Consent Calendar.
Staff Recommendation
That the Commission accept these unaudited financial reports as presented, and
authorize the transfer of previously approved Measure 'A' budget amounts from the
old Measure 'A' funds No. 372 to the new Measure 'A' fund Nos. 741-744.

4D3. Memorandum of Understanding with the City of Riverside for Construction of the
Eastridge Interchange.
Budget and Finance Committee Recommendation
If the Budget and Finance Committee amends the staff recommendation, this item
will be pulled from the Consent Calendar.
Staff Recommendation
That the Commission approve the MOU with the City of Riverside for Measure 'A'
funding of an urban interchange on 1-215 at Eastridge Avenue, contingent upon
adoption of policies for implementation of the Measure 'A' local interchange
program.
4D4. Status of Programmed Improvement Projects - Route 91.
Staff Recommendation
Receive and file.
4D5. Approval of 1990-91 OWP, and Pass -Through of TDA and Measure 'A' Funding
for CVAG.
Budget and Finance Committee Recommendation
If the Budget and Finance Committee amends the staff recommendation, this item
will be pulled from the Consent Calendar.
Staff Recommendation
Based upon the CVAG's 1990-91 OWP, staff recommends that RCTC authorize
disbursement of $92,400 of TDA pass -through and $376,595 Measure 'A' funds to
CVAG.
5. Measure NAN Items.
5A. Expenditure Policy Issues for Measure 'A' Highway Projects.
Staff Recommendation
1. That the Commission support moving ahead with the Measure 'A' projects as
approved in Measure 'A' and as outlined in the Western County Scope and Cost
Review by Bechtel.

2. That the Commission support using Measure 'A' funds to focus the project specific
environmental process on the intended projects and not on right-of-way preservation
efforts for ultimate build -out projects. That the Commission encourage Caltrans to
develop right-of-way preservation programs (possibly including development of
corridor level EIR/EIS studies).
5B. Consultant Agreement with Greiner, Inc. for Preliminary Engineering Services for the
Route 91 Magnolia - SR 60/1-215 Interchange Median Widening Project.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
Approve the Agreement with Greiner, Inc. in an amount not to exceed $907,337 including
$788,989 for the base contract work and $118,348 for extra work to be expended only upon
authorization by the Executive Director. Funds for this contract have been included in the
1991 RCTC Budget under Professional Services.
5C. Proposed Contract with Rick Engineering RO-9106 for Route 74 Survey and Mapping
Services Between 1-15 and 1-215 (PM 17.24 to PM 27.51), and Between Winchester and
Warren (PM 34.34 to PM 36.93).
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
That the Commission approve the contract amendment with Rick Engineering for the amount
of $306,176 with a 15% contingency amount of $45,926 for a maximum additional contract
amount of $352,102. Funding for this contract amendment has been included in the
approved FY 1991 budget for Route 74.
5D. Route 91 Construction Traffic Management Program.
Staff Recommendation
1. Receive and approve the TMP Study Draft Report subject to approval by Orange
County Transportation Commission, with any significant changes proposed by OCTC
to be presented to the Commission for their review and approval;
2. Approve, in concept, the proposed projects, preliminary budget, and funding split
and direct staff to work with OCTC and Caitrans staff to prepare a final list of projects
and implementation schedule for approval by the Commission at the September
meeting, and;

3. Direct staff to prepare a scope of service and request bids for the News Bureau and
Fact Sheets/Brochure elements of the Group 1 - Public Awareness Measures
recommended in the report for the purpose of awarding a contract.
6. SAFE - Service Authority for Freeway Emergencies.
6A. Public Information Program for Riverside County Call Box Project.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
The Riverside County SAFE Board direct staff to implement the Riverside County SAFE
Public Information Program.
6B. Cellular Telephone Service Coverage for 1-10 East of Indio.
Staff Recommendation
The Riverside SAFE Board authorizes staff to develop and execute agreements to provide
cellular telephone service for the call box project on 1-10 East of Indio, subject to Legal
Counsel review and approval.
7. FY 1991-97 RTIP Re -Adoption - SUGITA
Staff Recommendation
That the Commission approve a realignment of the FY 1991-97 RTIP with the 1990 Update of the
Western County Area Transportation Expenditure Plan Scope and Cost Review, and transmit to
SCAG and the CTC.
8. Route 01 Toll Road Proposal in Orange County.
Staff Recommendation
For information and discussion.

9. TDA Funds
9A. Policy to Dedicate All Available Western County TDA Funds to Transit.
Staff Recommendation
RCTC should propose that all of the TDA funds available for transit within the Western
County area should be dedicated for transit purposes with the Western County area.
Sufficient time for consideration by the Western Riverside Council of Governments, and
RCTC's Technical and Citizens Advisory Committees should be provided before taking action
on the proposal.
9B. Proposal to Provide Additional TDA Planning Funds to CVAG.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
That RCTC provide an additional $90,000 to CVAG for improvement to the CVATs model
Qualified RCTC staff should provide technical assistance to CVAG.
10. Ernst & Young Audit Engagement for FY 1990-91.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission meeting.
Staff Recommendation
RCTC should approve the Ernst & Young engagement letter as presented.
11. Additional Office Space.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission meeting.
Staff Recommendation
To authorize the Executive Director to proceed with negotiations with the Property Manager of the
office space located at 3642 University Avenue to secure additional office space for RCTC.

RCTC should consider the options outlined to deal with the growing volume of RCTC's agenda items.
