will be pulled from the Consent Calendar.
Staff Recommendation
That the Commission approve the MOU with the City of Moreno Valley *Measure
'A' funding of right-of-way acquisition for the Pigeon Pass Road/Route 60
interchange improvement project, contingent upon adoption of the Measure iA' local
interchange program.

4C4. County of Riverside Transportation Fair - Request for Funds
Budget and Finance Committee Recommendation
If the Budget and Finance Committee amends the staff recommendation, this item
will be pulled from the Consent Calendar.
Staff Recommendation
To approve the County of Riverside's request for $1,000 for its Transportation Fair,
subject to: 1) The County should be required to structure the award of prizes so
that all participating downtown employees are eligible to win. A reasonable effort
should be made to notify and encourage downtown employees to participate, and
2) An evaluation report documenting funding sources (direct and indirect), costs,
outreach efforts, vendors/agencies participating, program activities, prizes and
winners, etc., should be prepared by the County and submitted in a timely manner
to the Commission for its information.
4C5. SB 821 Extension - County of Riverside.
Staff Recommendation
Approve an extension to December 30, 1990 for the County of Riverside's FY 1989-
90 SB 821 projects.
5. Measure 'A' Items.
5A. Status Report on RCTC/Caltrans Meetings and Negotiations to Reconcile Differences
Related to Highway Projects.
Staff Recommendation
RCTC should review this material and other material which may be provided by Caltrans to
continue its discussion.
5B. Exit Numbers and Mileage Marker Request.
Technical Advisory Committee Recommendation
That the Commission request and encourage Caltrans to implement a program to place exit
numbers and mileage markers on State highways.

5C. Feedback from the Orange County Transportation Commission Regarding PBQ&D's
Proposed Traffic Manatlement Plan.
Staff Recommendation
Review and discussion.
5D. Consultant Agreement with Albert A. Webb and Associates for Environmental Services
for the Route 91 Magnolia - SR 60/1-215 Interchange Median Widening Project.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
Approve the Agreement with Albert A. Webb and Associates in an amount not to exceed
$179,324 including $155,934 for the base contract work and $23,390 for extra work to be
expended only upon authorization by the Executive Director. Funds for this contract have
been included in the 1991 RCTC budget under 'Professional Services'.
5E. Consultant Agreement with JHK and Associates for Traffic Engineering Services for the
Route 91 Magnolia - SR 60/1-215 Interchange Median Widening Project.
Budget and Finance Committee Recommendation.
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
Approve the Agreement with JHK and Associates in an amount not to exceed $335,696
including $291,910 for the base contract work and $43,786 for extra work to be expended
only upon authorization by the Executive Director. Funds for this contract have been
included in the 1991 RCTC budget under 'Professional Services'.
5F. Status Report - Measure 'A' Financing.
Staff Recommendation
Representatives from Goldman Sachs & Company and Doug Auslander, Security Pacific
National Bank will be attending the Commission meeting to make a brief presentation on the
status of the Measure 'A' projects financing.

5G. City of Corona Request to Use Measure "A" Funds for Green River Project
Staff Recommendation
Commission staff will present this item at the meeting, along with their recommendation.
6. Commuter Rail.
6A. Endorse LACTC Process for Advance Acquisition of Locomotives and Railcars for
Commuter Service.
Staff Recommendation
RCTC should acknowledge LACTC's leadership and endorse LACTC's process for advance
acquisition of locomotives and railcars for commuter service.
6B. Proposed Addition to Morrison-Knudsen Contract.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
1. RCTC should approve the Proposed Addition to Morrison-Knudsen Contract.
2. RCTC should approve a transfer of $64,225 from Measure 'A' *Contingencies' to
Measure 'A' 'Consultants/Other.
3. RCTC should authorize the Executive Director to initiate contract amendments with
LACTC/LOSSAN and SANBAG for appropriate sharing of the costs for this additional
work.
6C. Authorization to Share Expenses with Other Commissions for Services of R.L. Banks.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
1. RCTC should agree to pay one -fifth (1/5) of the costs of R.L. Banks services as
facilitator of negotiations with ATSF.
2. RCTC should agree to pay additional appropriate direct charges by R.L. Banks
related to association with Ernst & Young for right-of-way appraisals (San Jacinto
Subdivision and portions of San Bernardino Subdivision use right valuation).

3. RCTC should authorize an additional $50,000 (total of $246,600) to Ernst and
Young's contract to perform right-of-way appraisals.
7. Route 91 Rideshare Marketing Project.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission meeting.
Staff Recommendation
That the Commission approve the proposed two month rideshare marketing project budget totalling
$20,000 from Measure 'A• Commuter Assistance funds and direct staff to: 1) proceed with project
implementation with an employer(s) deemed to have sufficient employee commitment and
management support, and 2) prepare a final report to document the project's costs and benefits.
8. SunLine Transit Agency SRTP Amendments.
Citizens Advisory Committee Recommendation
The Citizens Advisory Committee/Social Service Advisory Council recommendation will be presented
at the Commission meeting.
Staff Recommendation
Recommend approval of the revised FY 1991-95 Short Range Transit Plan for SunLine Transit
Agency.
9. Social Service Transportation Policy - Coachella Valley.
Citizens Advisory Committee Recommendation
The Citizens Advisory Committee/Social Service Advisory Council recommendation will be presented
at the Commission meeting.
Staff Recommendation
That the Commission approve the Policy for Social Service Transportation in the Coachella Valley.
10. FY 1990-91 UMTA Section 16(b)2 Project Applications
Citizens Advisory Committee Recommendation
The Citizens Advisory Committee/Social Service Advisory Council recommendation will be presented
at the Commission meeting.
Staff Recommendation
That the Commission support the FY 1990-91 (Cycle 22) UMTA Section 16(b)2 applications as
recommended by the review committee with the condition that all applicants coordinate their services
with the designated Consolidated Transportation Service Agency (CTSA) for their area.

11. Revised FY 1990-81 LTF Allocations for Transit.
Staff Recommendation
That the Commission approve the revised FY 1990-91 LTF allocations for transit in Riverside County
as shown on the attached table.
12. RCTC Administrative Committee Appointment.
Staff Recommendation
That the Chair appoint three (3) Commissioners to the Administrative Committee.
