HomeMy Public PortalAbout20070709 work session special meetingCOUNCIL WORK SESSION MEETING JULY 9, 2007 1 CALL TO ORDER The Work Session meeting of July 9, 2007, was convened at 5:30 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Brown, Crane, Ferguson (arrived at 5:50 P.M.), Klindt, Koon, Layton, Medin, Penfold, and Smith Absent: Ferguson (absent at roll -call, arrived at 5:50 P.M.) A quorum was present. DISCUSSION Mayor John Landwehr announced that the pending bill (2007 -34) which is on the agenda to be voted on tonight will be taken up following the public forum and discussion on airport fees. Fees and Fines Mayor John Landwehr asked City Administrator Steve Rasmussen to make a staff presentation regarding fees and fines currently charged for city services. Mr. Rasmussen explained the topics which will be addressed tonight, and introduced City Planner Janice McMillan who will give a visual overhead presentation on behalf of staff concerning airport user fees. Mayor John Landwehr asked for some history regarding the sales tax of what the city taxpayers spend out of sales tax. Finance Director Steve Schlueter shared figures representing the past three years which he shared with the Council. Councilman Dan Klindt asked for information regarding the Fulton airport. *Councilman Kenneth Ferguson arrived at this point in the meeting. PUBLIC COMMENTS Mr. Grant Shorthose, President of Jefferson City Flying Service, made a presentation regarding his company's operation at the airport and how it would be affected by airport fee COUNCIL WORK SESSION MEETING JULY 9, 2007 2 increases. He stated that a fuel flowage fee would perhaps be the best way to increase revenues for the city with the least negative reaction from users. He stated he believed some of the fees at Columbia are lower than the proposed fees in Jefferson City. He feels landing fees are the ones that should not be instituted because charging those would be discouraging growth and economic development. Mayor John Landwehr asked staff to give more information on who pays the landing fees in the cities which charge landing fees. Mr. Tony Winkleman, Hartsburg, MO, owner of a hangar at the airport, stated he believes landing fees are the ones that affects how the public views the city the most. He said it is an attitude thing which is very high profile and sends a negative comment to users. Councilman Kevin Brown asked if we could find out what the per capita cost of the airport operation is in Jefferson City as compared to other cities. Mr. Pete Abbott, Ashland, MO, stated his company was the successful bidder on the Missouri Highway Patrol hangar. He stated that due to the fact that the Jefferson City airport is in a flood zone, and does not provide several amenities to hangars which the Columbia airport provides, increasing fees would serve to cause users to move their operations from Jefferson City to Columbia. Mayor John Landwehr stated that since Mr. Randy Allen was in the audience, he would like to hear his comments from the perspective of Jefferson City's economic development. Mr. Randy Allen, Director of the Jefferson City Area Chamber of Commerce, stated that a viable airport is crucial to economic development. Mayor John Landwehr asked staff to get a matrix of the leases to see when each one would be affected. Councilman Jim Penfold asked for a breakdown of the $367,000 figure presented by City Planner Janice McMillan as it pertains to salaries. Councilman Ron Medin left at this point in the meeting. PENDING BILLS Bill 2007 -34, sponsored by Councilman Smith, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH THE HAWTHORN FOUNDATION FOR THE CITY TO BE A HOST CITY FOR THE TOUR OF MISSOURI BIKE RACE EVENT. Bill 2007 -34 was read third time by title and placed on final passage. Following discussion about the insurance associated in the contract, Councilman Brian Crane made a motion to amend the contract by deleting the following language on page 10 of the contract: (4) Umbrella and /or Excess Liability insurance with limits not less than COUNCIL WORK SESSION MEETING JULY 9, 2007 3 $3,000,000 each occurrence shall apply in excess of an on a following form basis to the primary Commercial General Liability, Automobile Liability and Employer's Liability policies; Motion was seconded by Councilman Mike Harvey, and approved unanimously. Bill 2007 -34 was then passed, as amended, by the following roll -call vote as Ordinance 14219: Aye: Brown, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Penfold, and Smith Nay: None Absent: Medin Mayor John Landwehr left at this point in the meeting and asked President Pro Tempore Kevin Brown to assume the Chair for the remainder of the meeting. OTHER BUSINESS City Administrator Steve Rasmussen stated he has three proposed topics of discussion for the July 17 Work Session as follows: Building Permit Fees, Restaurant Inspection Fees, and Sewer Connection Fees. President Pro Tempore Kevin Brown asked if Council had any discussion regarding those proposed topics. If not, staff would be asked to prepare the agenda according to Mr. Rasmussen's recommendation. No additional discussion occurred regarding the topics; Mr. Rasmussen said staff would advertise the meeting accordingly. He stated that the builders and restaurant owners will be invited to make comments at the meeting. ADJOURNMENT The meeting adjourned at 7:15 P.M.
