4A1. D.J. Smith Monthly Report
Staff Recommendation
Receive and file.
4A2. FY 1990-91 SB 821 Program.
Recommendations
Administrative Committee: That the Commission approve the proposed FY 1990-91
SB 821 Program as recommended by the SB 821 Evaluation Committee.
Staff Recommendation: The same as the Administrative Committee
recommendation.

4A3. RCTC Modeling Technical Support to SCAG RIVSAN.
Recommendations
Administrative Committee: That the Commission: (1) Approve the staff proposal,
in concept; and (2) Authorize the Executive Director to proceed to negotiate a
contract with SanBAG to be presented to the Commission at the November meeting.
Budget & Finance Committee: If the Budget and Finance Committee's
recommendation differs from recommendations by the Administrative Committee and
staff, the item will be pulled from Consent Calendar.
Staff Recommendation: The same as Administrative Committee recommendation.
4A4. RCTC Support for a Regional Origin/Destination Study.
Recommendations
Administrative Committee: That the Commission support SCAG's efforts to find
adequate resources to conduct an expanded Origin/Destination Study in conjunction
with Caltrans, and authorize the Executive Director to commit a "fair share" portion
of the funding in an amount not to exceed $105,400.
Budget & Finance Committee: If the Committee's recommendation differs from the
Administrative Committee and staff, this item will be pulled from the Consent
Calendar.
Staff Recommendation: The same as Administrative Committee recommendation.
4A5. Revisions to Local Guidelines for Implementing the CEQA and Adopt Resolution No.
90-014, Amending and Adopting Local Guidelines for Implementing the CEQA.
Recommendations
Administrative Committee: Receive and file the revisions to local guidelines for
implementing the CEQA and adopt Resolution No. 90-014, Amending and Adopting
Local Guidelines for Implementing the CEQA.
Staff Recommendation: The same as Administrative Committee recommendation.
4A6. Combined Road Program Revisions.
Recommendations
Administrative Committee: That the Commission approve the amendments to the
Annual Element of the FY 1991-95 Combined Road Program subject to the
conditions related to accounting for the use of Combined Road Program funds.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4A7. Amendments to the RCTC Model Consultant Agreement.
Recommendations
Administrative Committee: That the Commission approve the minor changes as
incorporated by legal counsel and the substantive changes to the •RCTC Model
Consultant Agreement'.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4B. Measure A Consent Calendar.
4B1. Contract Status and Commitment Reports.
Recommendations

4B2. Contract with Nolte and Associates for Digital Mapping and Preliminary Survey
Services for State Route 91.
Recommendations
Administrative Committee: That the Commission authorize the Chairman to sign
the contract with Nolte and Associates for the amount of $237,972 with a 15%
contingency amount of $35,696 for a maximum contract amount of $273,668. This
contract amount will be the total compensation provided Nolte and Associates for the
present scope of work expressed in the contract terms and conditions as currently
drafted.
Budget & Finance Committee: If the Committee recommendation differs from the
Administrative Committee and staff, this item will be pulled from the Consent
Calendar.
Staff Recommendation: The same as Administrative' Committee recommendation.

463. Contract with Robert Bein, William Frost and Associates (RBF) for Digital Mapping
and Preliminary Survey Services for State Route 79.
Recommendations
Administrative Committee: That the Commission authorize the Chairman to sign
the contract with Robert Bein, William Frost and Associates (RBF) for the amount of
$327,225.50 with a 15% contingency amount of $49,084 for a maximum contract
amount of $376,309.50. This contract amount will be the total compensation
provided RBF for the present scope of work expressed in the contract terms and
conditions as currently drafted.

Administrative Committee and staff, this item will be pulled from the Consent

Staff Recommendation: The same as Administrative Committee recommendation.
4B4. Contract with Engineering Science for Environmental Services for Measure •A• Route
74 Projects.
Recommendations
Administrative Committee: That the Commission approve the environmental
services contract with Engineering Science for Route 74 with the understanding that
the proposed cost for all three projects will range between $300,000 and $400,000 -
actual cost to be reported at the meeting - that they fully comply with the insurance
provisions of the model agreement as modified by ARMtech, and that any additional
cost to procure the insurance will be taken from the extra work portion of the
contract funding. If Engineering Science fails to meet the above conditions, they will
be skipped over and another environmental firm will be provided the opportunity to
provide the requested services for State Route 74.

4B5. Contract with Daniel, Mann, Johnson & Mendenhall (DMJM) to Perform Preliminary
Engineering Services for State Route 74.
Recommendations
Administrative Committee: That the Commission authorize the Chairman to sign
the contract with Daniel, Mann, Johnson, and Mendenhall for $1,144,056 with a 15%
extra work amount of $171,608 for a maximum allowable value of $1,315,664. The
final completed contract will be subject to approval by BBK for Legal form and
content.

4B6. FY 1991-92 Transportation Capital Improvement Grant Applications.
Recommendations
Administrative Committee: That RCTC endorse the FY 1991-92 TCI applications.
Staff Recommendation: The same as Administrative Committee recommendation.
4B7. Measure 'A' Draft Park-n-Ride Lease Agreement.
Recommendations
Administrative Committee: That the Commission: 1) approve the attached draft
lease agreement as prepared by Legal Counsel to establish formal park-n-ride lots
pending approval by Caltrans and that any languages changes as may be further
required by Caltrans shall be subject to review and approval by Legal Counsel, and
2) authorize the Executive Director, on behalf of the Commission, to sign all lease
agreements having a cost per space consistent with Budget and Finance Committee
guidelines.
Staff Recommendation: The same as Administrative Committee recommendation.
4B8. Fullerton Commuter Buspool
Recommendations
Administrative Committee: That the Commission approve, pursuant to existing
commuter buspool policy, the expenditure of Measure "A" Commuter Assistant funds
in the amount of $13,500 annually for the Hughes/Fullerton commuter buspool as
contracted for the Riverside Transit Agency.
Budget & Finance Committee: If the Committee recommendation differs from the
Administrative Committee and staff, this item will be pulled from the Consent
Calendar.
Staff Recommendation: The same as Administrative Committee recommendation.
4B9. Murrieta Springs Mall - Measure 'A' Funding Request
Staff Recommendation: That the Commission defer action on the proposed policy
for one month to enable WRCOG to consider additional information.

5A. Route 91
5A1. Route 91 Toll Road Public Opinion Survey.
Recommendations
Administrative Committee: That the Commission: 1) Endorse its recommendation
to authorize the Executive Director to immediately engage the Wirthlin Group to
perform the public opinion survey of the Route 91 toll road; and, 2) Approve transfer
of $29,000 from Contingencies to the Professional and Specialized Services Account.
Budget & Finance Committee: The Committee recommendation will be presented
at the meeting.
Staff Recommendation: The same as the Administrative Committee
recommendation.
5A2. Proposal to Use Measure 'A' Funds to Advance the Route 91 STIP Project Segments
in Orange County.
Recommendations
Administrative Committee: The Committee deferred action until such time as the
public opinion survey information is available. (It is anticipated that the information
will be provided at the meeting.)
Staff Recommendation: That the Commission: 1) exercise its option under
Government Code Section 14529.7 and authorize the use of Measure 'A' funds to
advance the timing for the alternative Route 91 STIP project in Orange County
(Route 57 to Riverside County line) to FY 1991; 2) seek concurrence from OCTC and
a further commitment to assume RCTC's commitment to advance the Orange County
Route 91 project in the event Measure 'M' is approved by the voters on November
6, 1990; and, 3) authorize the Executive Director and legal counsel to work with CTC
and Caltrans to secure their concurrence for advancing the Route 91 STIP project.
5B. Sales Tax Revenue Bonding.
5B1. Resolution No. 90-15 to Authorize Bonds.
RECOMMENDATIONS
Administrative Committee Recommendation: The RCTC Administrative Committee
recommends that this item be deferred one month to provide CVAG the requested
time to more fully consider the 'gross revenue pledge' issue.
Staff Recommendation: Despite the fact that delay may pose some unknown
opportunity costs, I agree that it is more important to assure that CVAG and other
local agencies are comfortable with RCTC's proposed bond issuance, including the
'gross revenue pledge'.

5B2. Reconsideration of Dorado Securities Corporation As RCTC's Underwriter.
Recommendations
Administrative Committee: That the Commission: 1) Remove Dorado Securities
Corporation from the approved underwriter list; and, 2) To require Goldman and
Sachs to achieve and document, at minimum, a 5% goal of marketing this issue
through MBE/DBE firms.
Staff Recommendation: The same as the Administrative Committee
recommendation.
5C. Memorandum of Understanding with the City of Moreno Valley for Loan to Acquire Right -of -
Way for the Pigeon Pass Road/Route 60 Interchange Improvement Project.
Staff Recommendation
That the Commission approve the MOU with the City of Moreno Valley for Measure 'A'
funding of right-of-way acquisition for the Pigeon Pass Road/Route 60 interchange
improvement project, contingent upon adoption of the Measure 'A' local interchange
program.
5D. Route 91 Traffic Management Plan.
Recommendations
Administrative Committee: Receive and file.
Staff Recommendation: The same as Administrative Committee recommendation.
5E. Express Bus vs. Commuter Rail Study - Consultant Agreement
Recommendations
Staff Recommendation: To authorize the Executive Director to negotiate and execute an
agreement with Booz Allen and Hamilton, not to exceed $20,000, for the Express
Bus/Commuter Rail Study as outlined in the proposal.
Budget & Finance Committee: The Committee recommendation will be presented at the
Commission meeting.
6. TDA ITEMS.
6A. Proposed RCTC Policy to Dedicate All Available Western County TDA Funds to Transit.
Recommendations
Western Riverside Council of Governments: 1) That there be no change in fiscal year
1990/91; 2) That a special Technical Study Committee be established comprised of three
(3) members of the WRCOG Technical Advisory Committee and the Executive Directors of

WRCOG, RCTC, and RTA to develop a balance funding program on a five (5) year basis.
(Because RCTC's determination of available TDA funds for streets and roads must depend
upon annual findings related to 'unmet transit needs', the funding program must be reviewed
and updated annually.); 3) That RTA agree to submit its budget request for 1991-92 (and
each year thereafter) in January of the preceding year so the special study committee may
make a preliminary report to the WRCOG in March of 1991 (and each year thereafter) which
would identify recommended funding levels for the fiscal year, thereby identifying funding
levels for the preparation of City and County governments' budgets.
Staff Recommendations
RCTC should accept the WRCOG recommendations and participate to develop the desired
five year funding programs. However, we should note the following possible problems:
1. RTA must agree to accelerate its budget process as proposed.
2. RCTC would also have to accelerate other short-range transit plan development
work, which will require the cooperation of affected cities.
3. It is possible that RCTC may receive "unmet transit needs' testimony which may
require some adjustment to transit services and reduce the preliminary budget
numbers for roads desired by WRCOG.
6B. Social Service Transportation Delivery Study
Recommendations
Citizens Advisory Committee/Social Service Transportation Advisory Council: That the
Commission accept the Final Report on the Social Service Transportation Delivery Study and
subsequent adoption of the recommendations listed in the report.
Staff Recommendation: The same as Committee recommendation.
7. SunLine Transit Agency Request for FY 1990/91 State Transit Assistance Funds
Staff Recommendation:
That the Commission:
1. Approve the SunUne Transit Agency request to program the entire FY 1990/91 STA
apportionment to Riverside County for short term operations and capital and reserve LTF
funds previously programmed for future bus replacement.
2. Direct staff to present a short term and long term financial plan for the Western County and
Coachella Valley Areas as part of the next Short Range Transit Plan Update.
