HomeMy Public PortalAbout20070717 work sessionCOUNCIL WORK SESSION JULY 17, 2007 1 CALL TO ORDER The Work Session meeting of July 17, 2007, was convened at 5:30 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Ferguson ( *arrived at 5:50 P.M.), Koon, Layton, Medin, and Penfold Absent: Brown, Crane, Harvey, Klindt, and Smith A quorum was present. DISCUSSION Mayor John Landwehr turned the meeting over to City Administrator Steve Rasmussen to explain the format of tonight's meeting. He stated that the topics which will be covered tonight, building permit fees, restaurant inspection fees, and sewer connection fees, will are not necessarily be discussed in the order they appear on the agenda. He indicated that staff will make a brief overhead presentation, and the Council and public will then be invited to make comments or ask questions for the remainder of the time allotted to each of those topics. The following citizens present made comments and asked questions at various points in the meeting Mr. Jason Jordan, owner of Mortimer Kegley's Restaurant and Bar Mr. Heath Clarkston, Home Builders Association Mr. Leonard Steinman Mr. Larry Benz, Cole County Public Works Director Mr. Shaun Sappenfield, Chamber of Commerce Economic Development Dept. 1: Food Service Permits (restaurant inspection fees) Community Development Director Pat Sullivan made a presentation, then answered questions, and allowed Assistant Community Director Charles Lansford to also answer questions on the topic. Mr. Jason Jordan stated increased inspection fees would probably impact the smaller establishments such as his, whereas they might not even be noticeable COUNCIL WORK SESSION JULY 17, 2007 2 to the larger restaurants, yet he must compete with both small and larger restaurants. 2. Building Permit Fees (inspection fees) Following Mr. Sullivan's presentation, questions were asked by the Council and citizens. Mr. Larry Benz stated that the County currently operates on the same building fee rates as the city and that the City and County attempts to maintain that consistency for the benefit of both. Mr. Heath Clarkston stated that the fees were increased just a few years ago (2003), and he would request that they not be raised again this soon. 3. Sewer Connection Fees Mr. Sullivan explained how the sewer connection charges are currently structured and compared them to other communities in the area. He then answered questions asked by the Council and the public. Mr. Sappenfield stated that sewer connectivity is a major consideration when attempting to bring new businesses and industries into a community. ADJOURNMENT The meeting adjourned at 7:00 P.M.
