CITY COUNCIL
MINUTES
MARCH 7, 1978
INITIATION:
1. CALL TO ORDER:
Mayor Merritt called the regular meeting of the City Council to
order at 7:33 p.m. on Tuesday, March 7, 1978, in the Council
Chamber of the City Hall.
2. The invocation was given-by Reverend Marshall Ketchum, First
United Methodist Church,•5957 N. Golden West Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Merritt.
4. ROLL.CALL:
Present: Councilmen- Atkins, Dennis, Tyrell, Merritt
Absent: Councilmen- Greenberg
Also Present: City Manager Koski, City Attorney Martin, Assistant
City Manager Pucci, Planning Director Dragicevich,
Parks and Recreation Director Kobett, Marie Evitt,
Temple City Times.
Councilman Atkins moved to excuse Councilman Greenberg for cause,
seconded by Councilman Dennis and carried,
APPROVAL OF MINUTES:
Mayor Merritt requested the minutes :of:the City Council meeting held
February 21, 1978, be corrected to reflect Mr'. Cutler urged the City
not to adopt a bingo ordinance. 'Councilman Dennis moved to approve
tTie minutes of February, 21, 1978 ;° as corrected, seconded by Councilman
Atkins and carried.
At this time Mayor Merritt administered the Oath of Office to Flora
Burlingame, Parks and Recreation Commissioner, welcoming her into the
City family, and introducing her to the members of the City Council and
those who were in the audience.
UNFINISHED BUSINESS:
6 ACCEPTANCE OF WORK: SLURRY SEAL PROJECT - FY 1977 -78
MAINTENANCE AREA 3A
City Manager Koski advised the work to.be accomplished under Contract
No. TC 77 -06, slurry seal. project,: maintenance,area 3A, by Ted Jenkins
was completed January 28, 1978. The'Los Angeles County Road Depart -,
ment inspected the work and the District Engineer recommends acceptance
of the work:
Councilman Atkins moved to accept the work performed and authorize
payment in the amount of $18,436.05,: authorize filing of Notice of
Completion and release of the 10% retention at the end of the 35 -day
lien period, seconded by Councilman Dennis and carried.
ACCEPTANCE OF BID: LIVE OAK PARK TENNIS COURT DEVELOPMENT
City Manager Koski presented background information, stating at
their regular meeting held December 6, 1977, City Council authorized
to solicit bids for tennis courts at Live Oak Park; eighteen bid
packages were distributed with three bids returned and opened on
March 1, 1978. The complete bid spread sheet is attached to staff
memo dated March 3, 1978. Staff contacted the three bidders and
had them submit information pertaining to comparable jobs within
the last five years which is set forth in memo dated March 7, 1978.
Council expressed some concern regarding the qualifications of the
two low bidders, and continued the matter for further review to a
study session, to be further continued for determination at the
regular Council meeting to be held March 21t 1978,

8. REQUEST FOR JURISDICTION: SANTA ANITA AVENUE, LIVE OAK AVENUE TO
GRAND AVENUE - COUNTY SLURRY SEAL PROJECT
City Manager Koski presented background information stating the
City Council, at their regular meeting held October 18, 1977,
approved the City jointly participating in the County's slurry seal
program for the west side of Santa Anita Avenue from boundary to
boundary and to appropriate funds in the amount of $3,440 as the
City's share of the project. The County Road Department is now
requesting jurisdiction by resolution which provides the slurry
seal project is categorically exempt from the provisions of the
State Environmental Quality Act of 1970.
Councilman Atkins moved to adopt Resolution No. 78 -1713 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, CONSENTI
TO ESTABLISHMENT OF A PORTION OF SANTA ANITA AVENUE WITHIN SAID CITY
AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES,
seconded by Councilman Dennis and carried.
NEW BUSINESS:
9. RECOMMENDATION FROM PARKS & RECREATION COMMISSION — Meeting of
February 15, 1978 - REQUEST TO USE LIVE OAK PARK, Temple City YMCA
City Manager Koski advised the Parks and Recreation Commission, at
their regular meeting held February 15, 1978, recommended to the City
Council that the request received from Temple City YMCA Indian Maidens
for use of the grassed area near the picnic shelter at Live Oak Park
on Saturday, April 22, 1978 from 2 p.m. to 4:30 p.m. for the purpose
of having a Costume Review be approved subject to the Conditions for
Use of the Park.
Councilman Tyrell moved:to ap.pr.ove "request from :YMCA, subject to the
required certificate of .insurance, seconded by.Councilman'Atkins and
Carried:
10. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of March 1, 1978
A, CORPORATION YARD; PENTLAND. STREET - GREEN CURB MARKING
City Manager Koski advised the Traffic Engineer, pursuant to request
from staff to investigate•location,of the corporate yard housing
Maintenance and Parks and Recreation personnel and equipment,
recommended to Traffic Commission green curb marking for activity
generated by those offices, Traffic Commission, at their regular
meeting held March 1, 1978, found that it was reasonable and met
the requirements for short time parking outlined in the Policies
on Traffic Regulations, and recommended -to City Council 30- minute
green curb markings be placed on the north side of Pentland Street,
commencing 23 feet east of Fratus Drive, to a point 85 feet east of
said east curb line of Fratus Drive, to provide three parking spaces
within the green curb limits.
Councilman Tyrell moved to approve recommendation from Traffic
Commission, seconded by Councilman Atkins and carried.
B. TRAFFIC REGULATIONS - LIVE OAK PARK
City Manager Koski advised the Traffic Commission considered recom-
mendation from Traffic Engineer that traffic control devices which
would alleviate problems which were of concern to residents in and
around the park and forwarded their findings to the Parks and Recrea n
Commission for review. Both Commissions found that in the interest
of traffic safety, the following regulations would be recommended
for Council consideration: 1) red curb markings on the east curb of
the off - street parking lot extending from the parallel curb to Bogue
Street, north to Bogue Street, a distance of + 50 feet; 2) a
boulevard stop sign and stop and bar markings on Bogue Street at the
west approach to Glickman Avenue; 3) a speed bump in the middle of
the northerly off - street parking lot extending between Glickman Avenue
and Gracewood; and 4) "Bump Ahead" signs to eliminate city liability
on the west side of Glickman Avenue extension 50 feet south of Bogue
Street for southbound traffic, and north side of off - street parking
lot at the west line of Gracewood.

Councilman Tyrell moved to approve recommendations 1 through 4
as set forth in memo dated March 2, 1978 and to add a reduced
speed sign, seconded by Councilman Atkins and carried.
City Attorney Martin introduced Resolution No. 78 -1717 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISHING REGU-
LATIONS TO PUBLIC PARKING LOTS ADJACENT TO AND SERVING PUBLIC
FACILITIES by title only. Councilman Tyrell moved to adopt, seconded
by Councilman Atkins and carried.
11 SET PUBLIC HEARING :. STREET IMPROVEMENTS - FARAGO AVENUE, 5300 BLOCK
(Installation of Street Lights pursuant to Chapter 27, Improvement
Act of 1911, Streets and Highways Code)
City Manager Koski presented background, stating a petition has been
received for installation of two 7,000 lumen lights on existing wood
poles within subject limits representing .73% of the property owners
in the block; if the request for lighting is approved, the area will
be annexed into Zone A of the Municipal Lighting District at the end
of the calendar year; assessment costs at this time are estimated to
be $10.33 per property.
Councilman Tyrell moved to accept petition for installation of two
7,000 lumen lights, concur with filing of categorical exemption,
and set public hearing April 4, 1978, seconded by Councilman Dennis
and carried.
12. RESOLUTION NO. 78 -1714; ESTABLISHING VOTING PRECINCTS FOR THE
GENERAL MUNICIPAL ELECTION, APRIL11,' 1978
Councilman Atkins moved.to. adopt Resolution No. -78 -1714 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE' CITY,_ CALIFORNIA, ESTABLISHING
VOTING PRECINCTS FOR GENERAL MUNICIPAL.ELECTION TO BE HELD IN.SAID CITY'
ON TUESDAY, THE 11TH DAY OF APRIL; 1978 ;.;FOR THE ELECTION OF CERTAIN
OFFICERS OF SAID CITY: AS.REQUIREDBY'THE.PROVISIONS.OF THE CHARTER OF
THE CITY OF TEMPLE CITY, seconded by Councilman Tyrell and carried.
13. RESOLUTION NO 78 -1715: EMPLOYMENT OF-PERSONNEL
Councilman Tyrell moved to adopt Resolution No. 78- 1715.A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL,
seconded by Councilman Dennis and carried,_ City Manager Koski
introduced Richard Pucci, newly,appointed Assistant.City Manager, to
members of the City Council.
14. RESOLUTION NO 78 -1716: WARRANTS-& DEMANDS, DEMAND NOS. 8721 THRU
8827 IN THE AMOUNT OF $109;218,69.:`
Councilman Tyrell moved to adopt: Resolution No. 78 -1716 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE. CITY ALLOWING CLAIMS AND
DEMANDS IN THE SUM OF $109,218.;69;` DEMAND NOS. 8721 THRU 8827,
seconded by Councilman Atkins.and'carried.
15. COMMUNICATIONS;
A. Registrar- Recorder - Request to use:City Hall as Check -in Center,
Primary Election June 6, 1978
City Manager. Koski presented request from the Registrar of Voters
to use City Hall as a Check -in Center for the Primary Election to be
held June 6, 1978, Councilman 'Dennis moved to approve request,
seconded by Councilman Tyrell and carried.
B, Chamber of Commerce - Request to conduct Art Festival, May 6, 1978
City Manager Koski presented communication from Temple City Chamber
of Commerce requesting permission to conduct Arts Festival #4,
Saturday, May 6, 1978 on Las Tunas Drive from Camellia Avenue to
Cloverly Avenue, from 9 a.m. to 5 p.m, to include hanging a banner
across Las Tunas Drive and Temple City Boulevard to advertise the
event.
Councilman Tyrell moved to approve request, seconded by Councilman
Dennis and carried.

16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Chuck Kohnle, 9435 La Rosa Drive, speaking on behalf of the Y's
Mens Club inquired whether it would be possible for their organi-
zation to conduct two fireworks stands.
Mayor Merritt was of the opinion there was a limit of one stand
per organization.
Councilman Dennis stated that any organization considering the
operation of more than one stand would necessarily need to make
plans well ahead of time and he suggested Council make a policy
decision on this matter.
Councilman Tyrell stated he thought there was a limit to the number
of stands approved within City limits and felt the matter should be
discussed at a study session and invite the groups who have
participated in the past to give them the opportunity to express
their opinion.
Daniel Yahnian, 5702 Rowland Avenue, stated he was attending the
Council meeting regarding his appeal to the Traffic Commission denial
for overnight parking permit. He stated he could not park his
Cadillac in the garage and close the garage door which makes his
home easily accessible.
Councilman Tyrell moved to continue the matter to March 21, 1978
to allow staff to verify measurements of the garage and access area .
to the garage as to the adequacy of the garage size to accommodate
the Cadillac, seconded by Councilman Atkins and carried.
Mrs. Marianne Milch, Temple City Chamber of Commerce, expressed the
Chambers appreciation for City support of the Camellia Festival;
advised that .Beth Jacobs, Miss Temple City, would be representing
the City in the National Orange Show March 30; reminded the Council
of the Chamber luncheon at. Tiffany's March 8, 1978; and also stated
the response to the Mr. Clean program has been very good and is
a continuing project,
RECESS TO CRA

The City Council recessed at 8;15 p.m. to meet as the Community Redevelop-
ment Agency, Mr. Greenberg being absent; approved the minutes of the regular
meeting held February 21, 1978; and adopted resolution approving warrants
and demands. The minutes are set forth in full in the records of the Agency.
RECONVENE AS CITY COUNCIL:

There was no action to be taken.
18. MATTERS FROM CITY OFFICIALS:
A. MILESTONE REPORT
City Manager Koski advised the Planning Commission, at their regular
meeting held February 28, 1978, reviewed The Milestone Report - A
Regional Profile, as submitted by the Southern California Association
of Governments, stating the Los Angeles County Flood Control Distric
has expressed some concerns. City Council continued the matter to
March 21, 1978 to give staff an opportunity to review the Flood Cont
letter and submit an amended report.
B. Councilman Atkins stated he has been approached by a citizen
who has expressed an interest in having a bandshell for concerts in
Live Oak Park and suggested Council discuss the matter at an appro-
priate study session.
C. Mayor Merritt stated Gordon Browning, Assistant to Senator
Richardson, spoke to the Kiwanis Club and advised they are supporting
Proposition 13.

19. ADJOURNMENT:
On motion by Councilman' Tyrell, seconded by Councilman Atkins,
meeting adjourned at 8:25 p.m. Next regular meeting of the City
Council will be held Tuesday, March 21, 1978, 7:30 p.m. in the
Council Chamber of the City Hall.
