HomeMy Public PortalAbout20070803 BB work sessionCOUNCIL WORK SESSION AUGUST 3, 2007 1 CALL TO ORDER The August 3, 2007, "Brown Bag" Work Session was convened at 12:05 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Harvey, Klindt, Koon, Medin, and Penfold Absent: Brown, Crane, Ferguson, Layton, and Smith A quorum was not present. DISCUSSION OF AGENDA ITEMS Councilman Rich Koon stated that although "Reconsideration of Bill 2007 -37" appears on the agenda, he does not plan at this time to bring it up for reconsideration. Mayor John Landwehr stated that Bill 2007 -39 was defeated at the last Council meeting, and Bill 2007 -40 which passed, were directly related to one another, and that is why he plans to veto Bill 2007 -40. Councilman Mike Harvey asked questions about Bill 2007 -55 regarding the number of children which are expected to participate which may need to be dropped off and picked up at the location, and whether there would be sufficient parking. City Planner Janice McMillan stated staff has looked at the parking issue and does not believe that, based on the business plan, there would be a substantial increase in need for parking. Several questions were asked regarding RS2007 -11 and whether the additional funding being requested to pay for a large project should have been bid out rather than adding it onto the annual electrical services contract. Mayor John Landwehr asked if the Council would want to postpone RS2007 -12 to allow it to be part of the budget process. City Administrator Steve Rasmussen explained that resolutions approving contract renewals were being done by resolution instead of Consent Agenda as in the past based on previous discussion by the Council questioning the approval of items related to funding requests by Consent Agenda rather than by ordinance or resolution. Mr. Rasmussen stated if the Council decides it prefers these to be done by Consent Agenda in the future, staff can always go back to that method. Questions were asked regarding the ballot language for the open burning ban which will appear on the November 6 ballot. City Counselor Nathan Nickolaus explained that the ballot COUNCIL WORK SESSION AUGUST 3, 2007 2 language was established, and approved, by ordinance in December, 2006, and that the ordinance was the result of an initiative petition filed in August, 2006. Councilman Jim Penfold asked if the city should have a report on the status of our city's bridges in light of the recent bridge collapse in Minnesota. Community Development Director Pat Sullivan stated he could put that information together for the Council in the near future and send it out to the Council in their packet.
