4A. Measure A Items.
4A1. Consultant A reement w Dames & Moore for Prelimina En ineerin &
Environmental Services on Route 79.
RECOMMENDATIONS:
Administrative Committ Recommendation: Approve the Agreement
with Dames 8 Moore which will be in the range of $900,000 to
$1 ,100,000. Funds for this contract have been included in the 1991
RCTC budget under Professional Services.

4A2. Consultant Agreement w/Centennial Engineering for Preliminary
Engineering Services on Route 79.
RECOMMENDATIONS:
Administrative Committee Recommendation: Authorize the Chairman
to sign the contract with Centennial Engineering for the amount of
$498,446.36 with a 15% contingency amount of $74,766.95 for a
maximum contract amount of $573,213.31. This contract amount will be
the total compensation provided Centennial Engineering for the present
scope of work expressed in the contract terms and conditions as
currently drafted.
Budget and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget
and Finance Committees recommendation.
4A3. Contract Amendment for Agreement No. R-89-2 with Parsons Brinckerhoff
Ouade & Douglas, for Advertisement and Construction Support Services.
RECOMMENDATIONS:
Administrative Committee Recommendation: That the Commission
approve Amendment No. 2 to Contract R-89-2 in the amount of $62,500.
Budget and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget
and Finance Committees recommendation.
4A4. San Timoteo Canyon Corridor Study MOU.
RECOMMENDATIONS:
Administrative Committee Recommendation: That the Commission: 1)
Participate with SanBAG in the funding (approximately $117,500) and
sponsorship of the San Timoteo Canyon corridor study; 2) Approve the
draft MOU between RCTC and SanBAG defining RCTC's funding
participation and making SanBAG the lead agency for the study, and 3)
Approve designation of the corridor as a potential alternative to future
projects on Route 215 between Route 60 and Route 10.
Budget and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget

4A5. Need for RCTC Position of LACTC Award Bids for Commuter Rail Cars.
RECOMMENDATIONS:
Administrative Committee Recommendation: RCTC should authorize Chairman
Kay Ceniceros to submit a letter to LACTC Chairman Edmund Edelman to
strongly urge LACTC to act in the best interest of their regional partners in future
commuter rail and award the commuter rail car contract and options for addition
to UTDC.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4A6. LACTC Acquisition of Southern Pacific Properties and Relationship to Santa Fe
Negotiations.
RECOMMENDATIONS:
Administrative Committee Recommendation: Receive and file.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4A7. Renewal of Contract with Carl Schiermever and Associates.
RECOMMENDATIONS:
Administrative Committee Recommendation: To authorize the Executive
Director to amend the existing contract with Carl Schiermeyer and Associates with
the hourly rate to increase to $85 and the limit to be set at $80,000.
Budaet and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget and
Finance Committees recommendation.
4A8. Ernst & Young Contract for Appraisal of Santa Fe Properties.
Administrative Committee Recommendation: Request Commission approval of
Ernst & Young contract to provide appraisal of Santa Fe properties at a cost of
$115,000. Approve transfer of funds from Contingencies to Specilized and
Professional Services Account.
Budoet and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget and

Leonard for Outstanding and Dedicated Service.

4B6. Social Service Transportation Delivery Study (Final Report).
RECOMMENDATIONS:
Citizens Advisory Committee/Social Service Transportation Advisory
Council Recommendation: The Commission accept the Final Report on
the Social Service Transportation Delivery Study and subsequent
adoption of the recommendations listed in the report.
Administrative Committee Recommendation: The Commission accept
the Final Report on the Social Service Transportation Delivery Study and
subsequent adoption of the recommendations listed in the report.
Staff Recommendation: The same as the Administrative Committee

467. FY 1990/91 LTF Allocations for Streets and Roads
A. Westem Riverside County.
RECOMMENDATIONS:
Administrative Committee Recommendation: 1) Rescind
previous action to reserve 25% of LTF funds available for streets
and roads for elderly and handicapped services expansion; 2)
Reserve $80,000 as requested by Riverside Transit Agency for
service expansion and fuel costs increases; 3) Allocate
$6,628,919 for local streets and roads as shown in the table
attached to the staff memorandum.
Staff Recommendation: The same as the Administrative
Committee recommendation.
B. Palo Verde Valley.
RECOMMENDATION:
Staff Recommendation: Approve the Local Transportation Fund
(LTF) allocations for streets and roads as shown on the table
attached to the staff memorandum.
468. Contract With Conaestion Manaaement Plan Consultant.
RECOMMENDATIONS:
Administrative Committee Recommendation: Authorize the Executive
Director to amend the existing contract with Valley Research and
Planning Associates to have them assist in the preparation of the
Congestion Management Plan for an amount not to exceed $40,000.
Budget and Finance Committee Recommendation: The same as the
Administrative Committee recommendation.
Staff Recommendation: The same as the Administrative and Budget
and Finance Committees recommendation.

4B9. Landscaping Environmental Enhancement and Mitigation Program (AB
471).
RECOMMENDATIONS:
Administrative Committee Recommendation: That the Commission: 1)
Endorse participation in the grant application for landscaping of Route 91
between Magnolia Avenue in the City of Riverside through the 91 /1-15
interchange to Serfas Club Drive in the City of Corona; and 2) Authorize
the Executive Director to sign and submit the application by approving
the Resolution.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4B10. FY 1991-92 Transit Capital Improvement Program Regional Guideway
Financial Plan.
RECOMMENDATIONS:
Administrative Committee Recommendation:Approval of the FY 1991-92
Regional Guideway Financial Plan and authorizes staff to forward the
financial plan to the CTC prior to the formal RCTC action because the
due date is November 1, 1990.
Staff Recommendation: The same as the Administrative Committee
recommendation.
4811. Environmental Clearance for FY 1990-91 State Transit Capital
Improvement (PCI)
RECOMMENDATIONS:
Administrative Committee Recommendation: Recommend Commission
approval of a categorical exemption for the FY 1990-91 RCTC Transit
Capital Improvement Grant for Commuter rail panning and engineering
pursuant to Section 21080(B)(11) of the Public Resources Code and
authorize the Executive Director to sign and file the documents as
required.
Staff Recommendation: The same as the Administrative Committee
recommendation.

5. Measure A Interchange Program for Job Development and for Local Circulation
Improvements.
RECOMMENDATIONS:
WRCOG Recommendations:
Job Development Program: 1) Recommend that the Commission approve funding the
projects identified in Tier I; 2) Recommend that the Commission should provide Measure
A funds for Project Study Reports (PSRs) for the Tier II projects; 3) Recommend that the
Commission review the Measure A financial plan and provide additional Measure A funds
for this program.
Local Circulation Program: 1) Recommend that the Commission provide Measure A funds
to do Project Study Reports (PSRs) to better define the scope and costs for these
projects; 2) Recommend that the Commission should review the Measure A financial plan
to determine if there will be additional funds for this program and provide this information
to the WRCOG in three months (February 1991); and 3) Refer this program back to the
WRCOG Technical Advisory Committee for review of project criteria, funding availability
and final prioritization recommendation.
Staff Recommendation: Approve the recommendations to the Commission from the WRCOG
and direct staff to hire consultants to prepare the required PSRs for the Local Circulation Program
Projects in Tier I and II and the Job Development Projects in Tier II.
6. Continuation of Route 91 Tollroad Discussion.
Staff Recommendation

7. Resolution No. 90-15 to Authorize Bonds.
RECOMMENDATIONS:
Administrative Commlttes Recommendation: That the Commission approve Resolution No.
90-015 as presented.
