Home My Public Portal About20070813 budget work sessionCOUNCIL WORK SESSION AUGUST 13, 2007 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of August 13, 2007, was convened at 5:30 P.M. by Mayor John Landwehr, who turned the meeting over to Councilman Rich Koon, Finance Committee Chairman. ATTENDANCE The following Council Members were present: Present: Brown, Crane, Klindt, Koon, Layton, Medin, Penfold, and Smith Absent: Ferguson and Harvey A quorum was present. DISCUSSION Councilman Rich Koon asked Mayor John Landwehr to make a presentation of the Mayor's Budget. Following his presentation, City Administrator Steve Rasmussen gave an overhead visual presentation summarizing the Mayor's budget. Following the staff presentation, Councilman Kevin Brown stated he had four things which had been held over from last year's budget: (1) the bus transfer station, (2) outdoor warning sirens, (3) buildings and grounds expenses, (4) the 9 -1 -1 center expenses. Discussion was held about the 9 -1 -1- agreement between the City and County. Finance Director Steve Schlueter stated the County has not paid anything since the new 9 -1 -1 operator was hired. City Administrator Steve Rasmussen stated the City did not get in writing the oral commitment made by the County to pay half of that expense. The City will be communicating with the County Commission regarding this issue to work out an agreement. Councilman Dan Klindt suggested breaking down the budget process this year into four meetings, possibly a fifth if needed. The Council discussed the property tax levy rate which has been proposed to remain at the same rates as last year's. The Council members present stated they would be prepared to vote on the levy at the August 20 Council meeting if it is going to remain at the same rate. After discussion, the following schedule was tentatively set for the budget committee meetings, all of which would be held from 5:30 to 7:30 P.M. in the City Annex.
