The goal of these sessions was to gather input to help Fraser develop a stra- tegic vision and promote community resiliency. Thanks to everyone who provided their input and collaborated with other locals so that DART can best focus their expertise to strengthen our community. We look forward to their recommendations! Fraser River Corridor Planning Sessions P a g e 2 Bi-W e e k l y U p d a t e P a g e 3 Bi-W e e k l y U p d a t e Public Works During the week of September 18th through the 22nd, a portion of lower Rendezvous Road in the Town of Fraser will be closed to vehicular travel for the replacement of a sanitary sewer manhole. Alternate route and access to the Rendezvous subdivision will be via Rendezvous Way in Winter Park at Hideaway Park. Access to Citywide Bank, Cozens Museum and the Rendezvous Sales office will remain open through the US40 and Rendezvous Road intersection. Recycling and Trash Drop-Off Facility We are pleased to note that the Colorado Department of Public Health and Environment (CDPHE) has contacted us to offer additional grant funding for this project. In addition to having some surplus funding, they view this project as a model and hope our success provides a template for other com- munities. The additional funding is very timely, because as we work to acquire a one acre site, the site devel- opment costs have also increased. We could have scaled back site development costs, but this pro- vides for a site that allows for growth in scale and programs. Our schedule anticipates site acquisition before the end of 2017 (the parcel needs to be subdivided and deeded to the Town). Final site design will also be completed within that timeframe. Site devel- opment would commence in early 2018 with the facility being operational in July of 2018. P a g e 4 Bi-W e e k l y U p d a t e Public Works Facility As Fraser continues to grow, so do our duties and responsi- bilities in Public Works. Along with those duties comes addi- tional equipment and staff. Our crews have done a marvel- ous job of organizing and reorganizing in the Public Works Shops, but we are busting at the seams. Also, that facility is not contributing to our sustainability goals due to the age and type of construction. Accordingly, we’ve been studying rede- velopment opportunities over the last few years. While we haven’t initiated any final design plans or financing tools, this is work we are hoping to complete in 2018. A component of our sustainability initiative is looking at re- newable energy for our operations. While the Wastewater Treatment Plant is our biggest electricity consumer, the Public Works Shops present another opportunity. In addition to improving the energy consumption related to a poorly insulated structure, a new facility provides an excellent opportunity to host new rooftop solar facilities. This evaluation is ongoing and we hope 2018 provides the oppor- tunity to position us to strengthen the Town’s operational capacity and set an example for building efficiency as we work towards our sustainable goals. Preliminary Site Design Current Site Diagram Site Location P a g e 5 Bi-W e e k l y U p d a t e Saving the 4 Bar 4 The Board of Historic Fraser, Inc (HFI) is excited to announce that the Colorado State Historical Fund (CSHF) has awarded $200,000 in grant money towards the restoration of the Ford Barn and the Stagecoach Hotel on the historic 4 Bar 4 Ranch! HFI is currently in the process of dismantling the Stagecoach Hotel in preparation for the project. Final restoration is expected to be complete in 2020. The Ford Barn and the Stagecoach Hotel dates back to 1895 when the 320 -acre 4 Bar 4 Ranch was homesteaded by Dick McQueary to provide a stop for the Georgetown Stage Line, which ran from Idaho Springs to Hot Sulphur Springs over Berthoud Pass. We are proud to have provided letters of support for their grant request to preserve this historic Fra- ser Valley landmark. P a g e 6 Bi-W e e k l y U p d a t e Trails Expansion The U.S. Forest Service Sulphur Ranger District has released its final de- cision for the Sulphur Ranger District Trails Smart Sizing Project. The de- cision approves up to 18 miles of new trail construction in the Winter Park and Fraser areas, in addition to improved signage and enhanced trail- heads. This project is the culmination of the first phase of Headwaters Trails Alli- ance Master Trails planning effort to improve the trail system near the towns of Fraser and Winter Park while minimizing impacts to the wildlife habitat. For more specific information about new trial construction and improvements, click the link below for the press release: Below is the link to the press release for the TSS project: https://www.fs.usda.gov/detail/arp/news-events/?cid=FSEPRD557443 Monthly Police Report For the month of August, our Police Department responded to a total of 531 calls for service with 356 calls in Winter Park and 165 calls in Fraser. 63 incident reports were generated and 69 traffic citations (22 in Fraser) were issued. 13 traffic crashes were investigated, 10 arrests were made due to 2 controlled substance and 8 DUI inci- dents. The most notable incident during the month was a bicycle crash that occurred on the trail across from Rocky Mountain Moonshine on August 25th. The intoxicated rider suffered multiple traumatic injuries and was airlifted to Denver for treatment. He is expected to make a full recov- ery. During the month of July, our Police Department responded to a total of 557 calls for service with 358 calls in Winter Park and 174 calls in Fraser. This compares to 513 calls in July, 2016 and 401 calls in July, 2015. A total of 53 citations were issued for traffic violations in Winter Park and 13 in Fraser for July. Our officers completed 85 incident reports during July; the major reports being 18 accidents, 9 criminal traffic violations, 7 harassment/disorderly Conduct, 4 assaults and 1 death investigation.
