HomeMy Public PortalAbout20070817 BB work sessionCOUNCIL WORK SESSION AUGUST 17, 2007 1 CALL TO ORDER The August 17, 2007, "Brown Bag" Work Session was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Brown, Crane, Klindt, Koon, Layton, Medin, and Smith Absent: Ferguson, Harvey, and Penfold A quorum was present. DISCUSSION OF AGENDA ITEMS Mayor John Landwehr stated that Gilbert Cole from Missouri American Water was present and asked him to give a brief report on the status of the water supply in the city. Mr. Cole stated that the water situation appeared to be in good shape and distributed a printout showing the water levels on a daily basis for the last several weeks. He stated that the demand has remained consistently below the supply so far. Appointments: Mayor John Landwehr announced he would like to appoint at least two Council Members to the Economic Development Committee within the Chamber of Commerce in the next couple of weeks. He asked anyone interested to contact him as he would like to make those appointments within the next 30 -45 days. Bills: 2007 -65 (landlord registration): Questions were asked pertaining to revocation. 2007 -67 (recycling contract): Councilman Kevin Brown asked staff to check out the number of containers which do not appear to agree between the bill and bill summary. 2007 -71 (contract for City Hall renovation): City Administrator Steve Rasmussen emphasized that this does not include any furniture, and that staff will be coming back to the Council about the issue of furniture at a later date. 2007 -72 (accepting Green Meadows as street): Councilman Kevin Brown and Councilwoman Jane A. Smith asked staff to advise the Council what the options would be COUNCIL WORK SESSION AUGUST 17, 2007 2 for establishing a policy for similar events in the future. Mayor John Landwehr asked for a brief staff report on this issue by the second meeting in September. 2007 -73, 74 and 75 (Bassmann house): Mayor John Landwehr stated that if other proposals come in before the deadline of 5:00 today that the Council would want those to appear as bills on Monday night's agenda as well. He also asked the Council to have any questions or suggestions about this issue to get those to staff before 5:00 p.m. today. Airport Leases: 2007 -57, 2007 -45 and 2007 -46 - A lengthy discussion was held on what staff and Council need to do to move this issue forward. 2007 -59 (contract to paint 500 East Capitol): City Counselor Nathan Nickolaus stated that staff will have pictures of the status of the painting job as it would appear on Monday, August 20, so that the Council can decide whether it needs to move forward with this contract or place it on the Informal Calendar. Mayor John Landwehr asked Assistant Community Director Charles Lansford to see if the contractor can wait another two weeks if the Council decided to place this issue on the Informal Calendar. Mr. Lansford stated the Contractor has already advised he would be able to extend his contract, but that he may have to do another job before he could come back and do this one in a month or so. Resolution RS2007 -17 (contract with Williams Keepers): Councilman Brian Crane stated that if any Council Members are absent Monday night, he will ask that this resolution be tabled until all ten members can be present to discuss and vote on it. Staff requested that if this is delayed that the Council give staff some specific direction regarding the issue of sending out Requests for Proposals for the audit project.
