RESOLUTION NO. 2002.090 •
A RESOLUTION OF THE CITY COUNCIL OF THE
- CITY OF LYNWOOD AUTHORIZING THE CITY
MANAGER 'OR -HIS. DESIGNEE TO APPROPRIATE •
$5,000.00 TO PARTICIPATE IN ~ FEASIBILITY
STUDY FOR COMPLETION OF ~AN ECONOMIC
• _ IMPACT STORM WATER TREATMENT; AN
AGREEMENT BETWEEN THE CITY OF DOWNEY
AND THE UNIVERSITY •OF .SOUTHERN
CALIFORNIA (USC)
WHEREAS, the Regional Water Quality Board adopted the latest NPDES
Permit in December of 200.1, regulating Storm Water,treatment; and
WHEREAS, the NPDES Permit requires cities to implement reduction
limits, otherwise known as Total Maxrmum Daily Loads (TMDL) for items such as trash
and bacteria that pass through rivers and flood contro'1 channels, and
WHERAS, a number of cities, mcl'udmg Downey have formed the
Coalition for Practical Regulation to collectively appeal the Permit and the implications
of the TMDL, and '
WHEREAS, the results~of the Permit could potentially cause
` extraordinarily expensive mitigation measures that no city could possibly afford, and
WHEREAS, the Coalition is seeking practical alternatives for
implementing the Permit and its many requirements; and
WHEREAS, one option is to seek federal funding for a pilot project, which
would address measures to meet the TMDL requirements,
WHEREAS, the City of Downey has contracted with USC to conduct a
feasibility study; and
WHEREAS, the cost ofthe study is.$.100,579, and $5',000 for each
participating city. "
- NOW, THEREFORE, the City Council of Lynwood does hereby find,
proclaim, order and resolve as follows•
Section 1 That the City Manager or his designee is hereby authorized to
appropriate $5,000 from the Water Fund for the City of Lynwood to participate m the
study
Section 2 This resolution shall take effect immediately upon its adoption.. {
