Staff Recommendation
Appoint Clarence Swalve to the Commission's Citizens
Advisory Committee.
C. SunLine Transit Agency Performance Audit Responses.
The Roles and Responsibilities Report, the Booz-Allen &
Hamilton Phase IIb Report and the SunLine Performance
Audit Responses will be presented to the Commission in
November.
D. Report on Approval of AB 2184 (Eaves) in Relation to
Transportation Planning Funds.
Receive and file.
E. Report on Proposed Joint RCTC/OCTC Meeting.

F.) SCAG Proposed Principles for the Post -Interstate
% Programs.
RCTC should endorse the Proposed Principles for the Post -
Interstate Program for approval by the SCAG Executive
Committee.
G. RCTC Continued Support for Route 60 Roadway
Reconstruction Protect with Cost Increase Exceeding 20%
(Resolution 89-7).
RCTC should approve Resolution 89-7 as proposed.
H. Revised Local Transportation Fund (LTF) Allocations for
Transit.
Approve the revised FY 1989-90 LTF allocations for
transit in Riverside County as shown on the table
attached to the staff report.
I. Progress Report on Transit Operators Response to RCTC
Unmet Transit Needs Requirements.
Receive and file.
J. Proposal for Development of Integrated RCTC, SCAG, Local
Governments Program to Improve and Adapt RIVSAN and
Related Traffic Models for Long -Range Planning, Traffic
Impact Analysis, and Measure A Project Development.
Budget/Finance Committee Recommendation
This item will be reviewed with the Budget/Finance
Committee prior to the Commission meeting. If the
Committee has any problems with this item, it will be
pulled from the Consent Calendar.
Staff Recommendations
1. The $20, 000 in remaining matching funds for FY 1989-
90 be programmed with Riverside County to improve
the data base on the unincorporated areas of the
County. RCTC should request an equal match of
$20,000 from the County consistent with previous
actions with the Cities of Perris, Moreno Valley,
and Riverside.
2. The $105,000 ($709,000 from 1988-89 and $35,000 from
1989-90) be programmed with SCAG to:

o Convert RIVSAN II to PC use using TRANSPLAN
software.
o Obtain PC hardware for the Riverside SCAG
Office and install RIVSAN II for common use.
o Obtain additional staff support for updating
the RIVSAN II model and database as well as to
provide user support service.
3. Determine any additional requirements to support the
Measure A projects. This work is to be funded from
the Measure A project development funds.
5. Report on Proposed RCTC Programs Workshop for Western County
Local Governments.
Marilyn Williams, RCTC Staff Analyst III, will present a
report to the Commission.
6. Budget Items.
A. FY 1989-90 RCTC and Measure A Budget Revisions.
To approve the recommendations relating to budget
revisions as stated on the staff report.
B. Financial Status Reports.
1. Measure A - Statement of Revenues and Expenditures
through September 30, 1989.
Budget/Finance Committee Recommendation
The Budget/Finance Committee will provide its
recommendation during the October 11, 1989 meeting.
Staff Recommendation.
Accept these as preliminary reports on Measure A
revenues and expenditures through September 30, 1989
and authorize continued preparation of such timely
reports each quarter.
REVISED STAFF RECOMMENDATIONS FOR RCTC AGENDA ITEMS
6. Budget Items.
A. FY 1989-90 RCTC and Measure A Budget Revisions
(Add) To transfer $100,000 from the Measure A
Contingency Account to the Office
Furniture/Equipment Account to purchase
furniture and equipment for the Caltrans
office.
9. Measure A Items.
A.3 Measure A Regional Arterial Program/TUMF - CVAG Request
(Correction) To adopt a policy, as recommended by CVAG,
that Measure A funds in the Coachella Valley
area allocated to the regional arterial
program for the local street and road program
as a result of a local agency not meeting the
Transportation Uniform Mitigation Fee (TUMF)
requirement of Measure A are to be considered
as local match in lieu of TUMF.
(Add) Authorize Legal Counsel to make appropriate
revisions to the Maintenance of Effort Policy
for local Streets and Road Program.
C. Measure A Specialized Transit and Commuter Services
PROGRAM FUNDING - Program Measure "A" funds for the
specialized transit and commuter services in the
Western County Area, on an interim basis, 50% for
Specialized Transit Services and 50% for Commuter
Services.
COMMUTER BUSPOOL FUNDING
1. Adopt a policy that at least 50% of the costs for
commuter buspools should be covered by fares and
employer contributions.
2. Adopt a policy that subsidies for commuter
buspools operating should be between Measure "A"
areas and/or counties should be split equally
between the counties and/or Measure "A" Areas.
F. Coachella Valley Arterial & Highway Project Funding
1. To grant preliminary approval to fund initial
environmental and engineering studies for 6
regional arterial projects proposed by CVAG, with
final approval to be granted when policy issues
related to administration of the Measure A/TUMF
Regional Arterial Program are approved by CVAG and
the Commission.
2. To include the 3 Route 111 highway projects
proposed by CVAG on the list of projects for RCTC
environmental and preliminary engineering work.
ROTC and Caltrans should meet with the Cities of
Cathedral City, Rancho Mirage, and La Quinta to
develop the appropriate scope of work for RCTC
consultant contracts.

2. Status Report on Commission Allocations, Contractual
Commitments, and Current Expenditures for Western
County Measure A Highway Proiects.
Budget/Finance Committee Recommendation
A recommendation will be presented at the meeting.

821 Program as recommended by the SB 821 Committee.
B. Proposed Resolution for Local Governments Support of
Improved Coordination for Social Services Transportation.
A report and the proposed resolution will be presented
at the meeting.
Combines Road Program - Federal Funds.
Technical Advisory Committee Recommendations
1. That the Commission support the Combined Road Plan Policy
developed by Caltrans, in general.
2. That the Commission strongly oppose the section of the
policy relating to the lapse of eligibility for funds
which is beyond the authority of Caltrans under federal
regulations.
3. That the Commission advise Caltrans that they will oppose
any change in the formulas used to apportion funds under
the current and future federal funding programs that
would decrease the amount of funds apportioned to
Riverside County.
9. Measure A Items.

1. Amendment to State Route 91 Project
Report/Environmental Document Contract.
Budget/Finance Committee Recommendation
This item will be reviewed with the Budget/Finance
Committee prior to the Commission meeting. If the
Committee has any problems with the item, it will
be pulled from the Consent Calendar.
Staff Recommendation
That the Commission approve the Contract amendment
with the Keith Companies for preparation of the
State Route 91 Project Report and Environmental
Assessment to expand the scope of work, increase the
project cost (RCTC's share $15,390), and revise the
project schedule.
2. Cooperative Agreement with City of Perris for the
Improvement of Route 74.
Budget/ Finance Committee Recommendation
The draft Cooperative Agreement will be presented
to the Budget/Finance Committee prior to the
Commission meeting. If there are any problems with
the agreement, this item will be pulled from the
Consent Calendar.
Staff Recommendation
Staff recommends approval of the Cooperative
Agreement with the provision that the final contract
terms and conditions be reviewed by legal counsel.
3. Measure A Regional Arterial Program/TUMF - CVAG
Request
To adopt a policy, as recommended by CVAG, that
Measure A funds in the Coachella Valley area
allocated to the regional arterial program for the
local street and road program as a result of a local
agency not meeting the Transportation Uniform
Mitigation Fee (TUMF) requirement of Measure A are
not to be considered as local match in lieu of TUMF.

4. Measure A Local Street and Road Program - City of
Blythe.
5. Avenue 56/Route 86 Interchange Design.
Budget/Finance Committee Recommendation
The Budget/Finance Committee will review this item
before the Commission meeting. If there are any
problems, this item will be pulled from the Consent
Calendar.
Staff Recommendations
1. RCTC should authorize up to $150,000 for the
stand alone design of the Avenue 56/Route 86
Interchange, with the understanding that such
action does not constitute a commitment for
capital funding.
2. RCTC should authorize Caltrans District 11 to
process any required redivisions to the
contract with CH2M Hill to enable the Avenue
56/Route 86 interchange design to proceed
concurrently with the expressway design
project.
6. Report on List of Firms to be Selected for Surveying
and Aerial Photogrammetry (Category 4) and
Geotechnical Services (Category 5) Highway Project
Development Work.

7. Report on Measure A Sales Tax Receipts.
Receive and file.
B. Application for State Article XIX Funding for Riverside
to Orange County Commuter Rail Planning and Engineering.
Western County Policy Advisory Committee Recommendation
This item has been scheduled for consideration by the
Measure A Western County Policy Advisory Committee. The
Committee's recommendation will be reported to RCTC at
the meeting.

Staff Recommendation
RCTC should endorse the application for State rail
funding ($1 million for FY 90-91) and Guideway Financial
Plan as submitted to CTC by staff.
C. Measure A Specialized Transit and Commuter Services.
Western County Policy Advisory Committee Recommendation
The recommendation by the Committee will be presented at
the meeting.
Staff Recommendations
That the Commission allocate $9,000 from the Measure A
Specialized Transit Services funds to the City of
Riverside Special Services Program to meet the State
required 10% ratio of fare revenues to operating costs.
D. Route 86 Environmental Reassessment and Project Status
Report.
Receive and file.
E. Banning Express Subsidy.
Western County Policy Advisory Committee Recommendation
The Committee's recommendation will be presented at the
meeting.
Coachella Valley Arterial & Highways Project Funding.
"To grant preliminary approval to the 9 projects proposed
for funding under the Coachella Valley Measure A State
Highway and Regional Arterial Projects by CVAG, with
final approval to be granted when policy issues related
to State, TUMF and local match funds are approved by the
Commission.
10. Video on Japan's Urban MagLev Train System.
Commissioner Roy Wilson, who has just returned from Japan,
will make a presentation and show a video on Japan's Urban
MagLev train system.
11. Closed Session - Instruct Negotiators Regarding Acquisition
of Property.
