(BUDGET COMMITTEE)
CALL TO ORDER
The Council Budget Committee Work Session meeting of August 27, 2007, was convened
at 5:34 P.M. by Finance Chairman, Councilman Kenneth Ferguson.
ATTENDANCE
The following Council Members were present:
Present: Brown, Crane, Ferguson, Harvey, Klindt, Koon, Layton (arrived at 6:10
P.M.), Medin, Penfold, and Smith
Absent: None
A quorum was present.
DISCUSSION
A motion was made by Councilwoman Jane A. Smith to accept the Mayor's budget as
presented, seconded by Councilman Jim Penfold, and following discussion, the motion was
defeated with Councilwoman Jane A. Smith being the only "Aye" vote.
Parks and Recreation:
Councilman Kenneth Ferguson turned the meeting over to Parks & Recreation Director Bill
Lockwood who introduced members of the Parks and Recreation Commission who were
present at the meeting to answer any questions.
Police Department:
A staff presentation was made by Captain Doug Shoemaker. Police Chief Roger Schroeder
made opening remarks regarding the Police Department's proposed budget. Councilman
Kevin Brown asked to see figures regarding the cost justification for the motorcycle fleet.
A motion was made by Councilman Dan Klindt, seconded by Councilman Rich Koon, to put
the Detective Position ($48,242) on the "Parking Lot" to discuss whether that position could
be funded back in. Following a lengthy discussion, the motion was approved with
Councilwoman Jane A. Smith voting "Nay."
A motion was made by Councilman Rich Koon, seconded by Councilman Dan Klindt, to put
the lighted rifle mounts on the "Parking Lot" to fund in the amount of $3,750. Motion was
approved with Councilwoman Jane A. Smith voting "Nay."
Fire Department:
Fire Chief Bob Rennick made a presentation, after which City Administrator Steve

Rasmussen stated he will provide the Council a map showing the location of all the fire
stations.
Councilwoman Jane A. Smith left the meeting at this point (7:32 P.M.)
Mayor John Landwehr stated he would like to have a work session devoted to the issue of
the two fire stations #3 and #6. City Administrator Steve Rasmussen stated he will set up
an informational briefing with Human Resources Director Gail Strope on the fire list.
Finance Director Steve Schlueter gave a presentation regarding the Firefighters Retirement
Fund.
ADJOURNMENT
A motion was made by Councilman Kevin Brown, seconded by Councilman Rich Koon, to
adjourn, and approved unanimously at 8:00 P.M.
