(BUDGET COMMITTEE)
CALL TO ORDER
The Council Budget Committee Work Session meeting of August 30, 2007, was convened
at 5:30 P.M. by Finance Co- Chairman, Councilman Rich Koon.
ATTENDANCE
The following Council Members were present:
Present: Brown, Crane, Klindt, Koon, Layton, Medin, Penfold, and Smith
Absent: Ferguson and Harvey
A quorum was present.
DISCUSSION
Co- Chairman Koon turned the meeting over to City Administrator Steve Rasmussen for staff
presentations.
Mr. Rasmussen explained the answers to questions which had been asked at the August
27 meeting, and distributed handouts.
A motion was made by Councilman Kevin Brown to add to the "Parking Lot" the following:
1. Restore $12,000 to the Police Department Building- Grounds budget; and
2. Add $25,000 to the Fire Department Building- Grounds budget.
The motion was seconded by Councilman Dan Klindt and approved with Councilwoman
Jane A. Smith voting "Nay."
A motion was made by Councilman Ron Medin to add Neighborhood Reinvestment
Program to the Parking Lot, seconded by Councilman Jim Penfold, and approved with
Councilman Kevin Brown voting "Nay."
A motion was made by Councilwoman Cindy Layton, seconded by Councilman Jim Penfold,
to add $10,000 to the Parking Lot for "Special Events - Arts ". The motion was approved
unanimously with Councilmen Klindt, Brown, and Crane voting "Nay."
A motion was made by Councilwoman Jane A. Smith to raise the amount previously
approved under item (1) of Councilman Brown's motion from $12,000 to $21,000 for the
Police Department Building- Grounds budget. The motion was seconded by Councilman
Dan Klindt and approved unanimously.
A motion was made by Councilman Ron Medin, seconded by Councilman Kevin Brown, to
add proposed revenue changes to the Parking Lot as follows:
1. Eliminate Firemens' Pension Contribution in the amount of $19,542
2. Property tax increased by $33,570

The motion was then approved unanimously.
Councilman Kevin Brown moved to strike the 1% merit increase for city employees,
seconded by Councilman Brian Crane, and approved with Councilwoman Jane A. Smith
voting "Nay."
Councilwoman Jane A. Smith moved to eliminate salaries for elected officials, seconded by
Councilman Ron Medin. Following discussion, Councilwoman Jane A. Smith moved to
amend her motion to include the Mayor and City Council only. Motion to amend died for lack
of a second. The original motion was then defeated unanimously.
ADJOURNMENT
A motion was made by Councilwoman Cindy Layton, seconded by Councilwoman Jane A.
Smith, to adjourn, and approved unanimously at 7:00 P.M.
