Durbin, AICP, ICMA-CM, Town Manager DATE: November 8, 2017 SUBJECT: Recycling and PAYT Facility Location MATTER BEFORE BOARD: Direction to Town Staff to continue site and program development for a Recycling and Pay-As- You-Throw (PAYT) Facility. ACTION REQUESTED: Confirmation that the location at Mill and Leonard is not appropriate for the facility and direction to pursue site development at the Town owned property known at 28W (on CR72 below the Fraser Cemetery). BACKGROUND: Following a county-wide Waste Diversion Study, a need and opportunity for a Recycling and PAYT Facility was identified for the Town of Fraser. In support of this program, the Town received funding from the Colorado Department of Public Health and Environment (CDPHE) in March of this year for the project in the amount of $56,900. After noting that this facility could serve as a model for other communities, CDPHE offered additional funding totaling $193,855 for the facility. Throughout the development of our Recycling and PAYT Program, we been challenged to identify the appropriate site location. Along with development of a maintenance facility on the Byers Peak Property, the owners offered to dedicate an acre of land for our facility. On November 1st we hosted an open house to discuss the project and hear from the neighborhood. It was clear that the location presents a variety of concerns to the neighborhood, and while we’ve been considering how to address those anticipated concerns, we have been working to identify another location without such concerns. I feel that the Town owned property known as 28W would be a better location for the facility and we are currently working on engineering and site development plans for that location. RECOMMENDATION: Staff recommends that we no longer pursue the Mill and Leonard location and seeks Board confirmation of that direction.
