Design Services Expenditures
MATTER BEFORE BOARD:
A Resolution approving the Bowman Consulting Group (BCG) proposal for Consulting
Engineering Design Services for the ‘US40 Pedestrian Safety Improvement Project’ grant.
ACTION REQUESTED:
A motion to approve a Resolution authorizing the expenditure of not-to-exceed (NTE)
$91,125.00 for the preliminary (30% and 75%) and final Engineering Design Services for the
US40 Pedestrian Safety Improvement Project as outlined in the BCG proposal for Consulting
Engineering Design Services dated November 3, 2017.
EXECUTIVE SUMMARY:
Staff is recommending that the Town Board authorize the expenditure of engineering design
funds starting with preliminary design and taking it to final design, in advance of executing an
Intergovernmental Agreement with CDOT as a part of our continued efforts to complete this
project in 2018.
BACKGROUND:
On October 13th, 2017, staff along with our consulting engineer, JRSEC, advertised a Request
for Proposal soliciting qualified engineering firms interested in our project to provide proposals
for the engineering design services related to this project. There were three firms present at the
mandatory pre-proposal meeting held at the Town Hall on October 20, 2017 with only one local
firm responding with a proposal, Bowman Consulting Group. The other two firms were JVA
(local) and David Evans & Associates (Denver).
In January 2017, the TB approved the Community Builders Final Report, entitled “2017
Downtown Fraser Strategic Plan”. Link to report:

The community expressed a desire for an eclectic, vibrant, family-friendly, safe and walkable
downtown. The following goal is one of the guiding principles for future projects within, and
adjacent to, the downtown area: increase mobility choices, from getting around town on foot to
regional travel via mass transit. The recommendations for US40 f ocused on improving
pedestrian safety and traffic calming functions of the highway.

After the Town Board approved the Downtown Fraser
Strategic Plan, Staff applied for two CDOT grants seeking
funding in order to move forward with some of the design
recommendations and implementation actions specified in
the plan.
Fraser received both the Highway Safety Improvements
Project and the Safe Routes to School grants!
Phase 1 involves enhancing the existing school zone crosswalk at Fraser Avenue and adding a
new crossing at US40 at Byers Avenue. Safe Routes to School grant funding was awarded to
assist with implementation of these improvements. Phase 2 will add pedestrian safety
enhancements to a third, existing crosswalk located at the Fraser Post Office and will implement
additional overall traffic calming measures intended to slow vehicular travel speeds and reduce
the number of crashes resulting in injuries. The Highway Safety Improvement Program grant
funding was awarded to assist with implementation of these improvements.
With both projects now combined into one CDOT grant agreement we are finalizing budget
numbers in advance of the execution of an Intergovernmental Agreement (IGA) grant with
CDOT. All costs associated with these projects are reimbursable costs which does not allow for
the expenditure of any of the funding prior to execution of the IGA which may take over 6
months to be approved by CDOT. In an effort to move this project forward, Staff had previously
requested to have Fraser pay for the surveying work estimated not to exceed $40,000.00. Staff
is now requesting that Fraser pay for the engineering design work estimated NTE $91,125.00.
The survey field work has been completed and the data is being uploaded to files necessary for
the design work to proceed. It is important to stress that this engineering design work must be
completed as soon as possible in order to get this project out to bid by early spring 2018 in an
effort to complete the US40 Pedestrian Safety Improvements in 2018.
ALTERNATIVES:
Move forward with Fraser expending pre-grant funds for the engineering design services in an
amount NTE $91,125.00.
Re-advertise the RFP to solicit additional proposals.
Wait 6 months for an executed CDOT grant agreement and then wrap the engineering design
costs into the CDOT agreement.
STAFF RECOMMENDATION:
Approval of Resolution No. 2017-11-02 authorizing Consulting Engineering Design Services
pre-grant expenditures for the US40 Pedestrian Safety Improvement Project.

A RESOLUTION AUTHORIZING PRE-GRANT EXPENDITURES FOR ENGINEERING
DESIGN SERVICES FOR THE US40 PEDESTRIAN SAFETY IMPROVEMENTS PROJECT.
WHEREAS, the Town of Fraser has been awarded two CDOT grants to assist with funding to
construct the US40 Pedestrian Safety Improvements Project; and
WHEREAS, on August 16, 2017, the Town Board approved pre-grant expenditures for
preliminary survey work in an amount not-to-exceed $40,000; and
WHEREAS, in an effort to construct this project in 2018, Staff is requesting that Fraser pay for
the engineering design services with pre-grant funds in an amount of $91,125.00.
THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
FRASER, COLORADO THAT:
1. The Town Board of Fraser, Colorado hereby authorizes the expenditure of not-to-exceed
$91,125.00 for Engineering Design Services by Bowman Consulting Group associated
to the US40 Pedestrian Safety Improvement Project.
