New Snow Plow Murals
Check out the new murals on our snow plows! Fraser’s own Public Arts
Committee (PAC) painted a couple of our snow plows utilized by our
Public Works Team with some cool murals depicting the character of the
Fraser Valley.
Also Fraser Valley Elementary School’s Art Department are currently
working on painting two more of our snow plows for snow season! This
has been a great way to show off some of the local talent from some of
our upcoming artists! Since the plows were in need of a paint job any-
way, we were thrilled to pay for just a little more paint to add a cool, ar-
tistic touch to our snow plows and keep this fun Town program alive.
We’d like to give a huge thank you to the PAC and the Fraser Valley El-
ementary School Art Department for making this happen and helping
keep Fraser funky!
New General Manager at Ski Broker
Exciting news regarding the Ski Broker business in Fraser! Ski Broker has been in Fraser for over 33
years and now they enter the 2017/2018 ski season with a new general manager. Paul Jones, who
founded and still owns the Ski broker, has brought in Chris Olivier to run the shop for him this sea-
son. Chris brings many years of retail and sports experience to his new position. Over his career he
has managed big box retail stores and for the last eight years has operated PlusSizeBMX.com, an
online mountain bike media website and event company that he founded. Chris said that the Ski
Broker will operate much like it has in the past but will be expanding it's products this season to in-
clude backcountry products, fat bike rentals and more.

Public Works
Water
Our water engineers and staff are preparing the end of the water year augmentation accounting for
the Rendezvous/Grand Park water system for submittal to the Division Water Resources this month.
We are also working on a diligence filing with the water courts for three of our municipal wells.
Streets
Grand County Road & Bridge has requested that Fraser add a short section of roadway (bus route)
in the Winter Park Ranch area to our intergovernmental agreement (IGA). This addition will create a
loop requiring a one-way pass over it that will minimally increase our time and materials for this addi-
tion. An amendment to the IGA will be forthcoming for Town Board consideration.
Monthly Police Report
As expected in October, our call load decreased significantly. We responded to a total of 411 calls
for service with 155 calls from Fraser and 247 calls from Winter Park. The remainder were assists to
other agencies.
We completed 67 incident reports with the following being the more significant events:
Traffic Crashes: 12
Criminal Traffic Violations: 8
Assaults: 3
Thefts: 3
Disorderly Conduct/Harassment: 3
We saw the departure of Sgt. Matt Harmon who left us to
move to the front range on October 14th. As a result, we now
have one vacant position that we will be attempting to fill
soon. Our newest Officer, Tyler Kupser, successfully com-
pleted our 14 week field training program and is now working
as a solo officer.
On October 31st, we hosted several hundred people at the
Fraser Historic Church for our annual “Trick or Treat With a
Cop” event. Our police department had a great time and real-
ly enjoyed meeting all the miniature super heroes, princess-
es and pirates that stopped by to visit.

Fraser River Corridor Master Plan Public Workshop #2
We invite you to join us for our second public workshop on Tuesday, Dec. 12 th from 5-7pm at the
Fraser Historic Church (107 Eisenhower Drive) to provide your input on ways to develop a long -term
vision to protect and enhance the Cozen’s Ranch Open Space. At the meeting, we will review and
discuss up-to-date results of the online community survey, present design alternatives, and brain-
storm additional ideas in a collaborative workshop. For more information, please contact Catherine

Fraser River Corridor Master Plan Community Survey
If you haven’t had a chance to complete the online
survey for the Fraser River Corridor Master Plan,
please take five to ten minutes to click the link below
and submit your input. Your input is important to the
master planning process! A key piece of this planning
process includes involving local residents to leverage
their knowledge about where they live and the envi-
ronment around them. The feedback you provide will
help guide the Master Plan Team in understanding
how you currently use the Cozens Ranch Open
Space, how you would like to use it in the future and
how you would like to see this area improved overall.
The outcome of the project is to protect, connect and inspire! We want to focus on incorporat-
ing the Fraser River more into the Town of Fraser and into the lives of the residents and visitors. Our
desired outcome is to showcase Cozens Ranch Open Space to everyone and allow the natural
beauty of the river corridor to positively impact people of all ages without negatively impacting the
wildlife population.

Master Plan report.

The survey will run from October 13, 2017 – November 30, 2017. The results of the survey will

Development Code Public Outreach Event
The Town of Fraser is updating its land development
regulations and Town residents and property owners
were encouraged to attend a public workshop regard-
ing the project last Thursday, November 2nd. The
meeting was structured as an open house event at
the Fraser Historic Church. Fraser’s development
code update will consolidate all land use-related regu-
lations into one document for ease of reference. The
objective is to create a unified development code that
is user-friendly and reduces some of the regulatory
barriers to development. This project is partially fund-
ed by a Colorado Department of Local Affairs admin-
istrative grant. A consultant team led by Plan Tools,
LLC of Loveland, Colorado is assisting Town staff

Professional Development
Caselle Conference
Our Finance Department attended the Annual Caselle Conference
in Salt Lake City, Utah, last month. Caselle is a government ac-
counting software that we use as our main financial software. We
utilize Caselle for all of our financial needs including payroll, utility
management and various permits. At the conference, there were
various breakout sessions where we learned about new modules
Caselle is offering and more about the module we are currently
using including recent updates to the software. We also have the opportunity to network with other
governments who use Caselle. These conferences also give us personal face time to the many Ca-
selle employees we interact with throughout the year that help us with anything from the smallest
question to implementing a new module. The Town of Fraser has been using Caselle for 16 years
and their software and service is second-to-none!
International City Managers Association Annual Conference
Last week, Town Manager Jeff Durbin attended the International City Managers Association (ICMA)
Annual Conference in San Antonio Texas. As a Credentialed Manager, Jeff has made a commit-
ment to the ICMA Code of Ethics and professional development. The annual conference brings
managers together from around the world to discuss current trends and learn from each other.
During his travels, he visited our former Town Clerk, Lu Berger, who sends everyone a big “howdy”
from Texas!
