Call to Order. 2. Approval of Minutes. 3. Public Comments. 4. Executive Director's & Commissioners' Reports. A. Report on RCTC Workshop. B. Report on November 30, 1989 RCTC/OCTC Meeting. C. Other Items. 5. Consent Calendar - All matters on the consent calendar will be approved in a single motion unless a Commission member request separate action on specific items. A. General RCTC Consent Calendar Items. (1) 1990 Legislative Agenda. Approve the proposed 1990 Legislative Agenda, as presented, as the basis for direction to D.J. Smith and Commission staff in dealing with the California Legislature. (2) FY 1990 Transportation Development Act Unmet Needs Hearings. That the Commission hold the FY 1990 unmet transit needs hearings in Lake Elsinore and Riverside in February and Palm Desert in March, and designate staff to serve as a hearing board in Blythe. That the Commission direct staff to locate appropriate facilities for the hearings. (3) Report on Caltrans Transportation Management Associations Informational Workshops. Receive and file. Page Two (4) Delay in State Transportation Improvement Program Development Schedule. Receive and file. (5) Airport Site Consensus Program for Orange County. Receive and file. (6) Provision of Short Term Disability Insurance to RCTC Employees and Consolidation of Life. Short Term and Long Term Disability Insurance. Personnel Committee Recommendation The Personnel Committee will meet prior to the Commission meeting. If the Personnel Committee recommendation is different from the staff recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation That the Commission: Consolidate short and long term disability insurance and life insurance under one provider, and accept the proposal from Pacific Benefits to provide the Commission's consolidated employee insurance. B. SAFE Consent Calendar Items. Authorization to Re-release the Request for Proposals for Cellular Radiotelephone Service Staff Recommendation That the Riverside County Service Authority for Freeway Emergencies authorize the re-release of the Request for Proposal to obtain cellular telephone service for callbox systems in Orange, Riverside, and San Bernardino Counties. C. Measure A Consent Calendar Items. (1) RCTC/Caltrans Measure A Cooperative Agreement. Staff Recommendation That the Commission give final 'approval to the Cooperative Agreement. This will allow RCTC to move ahead with the Measure A highway program using Page Three Measure A funds with a formal understanding that Caltrans will recognize those expenditures and make "good faith" efforts to achieve the 50 percent minimum match provision of Measure A over the life of the Measure A program. (2) Consultant Selection for Category 3, Traffic Engineering. Receive and file. Bechtel Right -of -Way for the 60/91/215 Interchange. Receive and file. (3) 6. Booz-Allen & Hamilton, Inc. Performance Audit Phase IIB Report. Staff Recommendation Approve the Phase IIb Report prepared by Booz-Allen & Hamilton and the process for incorporating their recommendations into the FY 1991-95 Short Range Transit Plan development process, and the Productivity Improvement Program for FY 1989/90. 7. South Coast Air Quality Management District - Program for Additional Registration Fee in Riverside County. Staff Recommendation That the Commission authorize the Chairman to sign the attached letter to the Chairman of the SCAQMD requesting approval and authorization for the Commission to develop this program for Riverside for submittal and approval to the SCAQMD by May 1, 1990. 8. Resolution 89-011: Support for Feasibility Study and Tier 1 Environmental Document for Cajalco Corridor. Staff Recommendation That the Commission adopt Resolution 89-011 as proposed. 9. "Road to the Coast" - Pre -feasibility Study Presentation. Receive and file. Page Four 10. Measure A Program Items. A. Route 91 Project Items. (1) Report on Route 91 Environmental Assessment. An oral report on the environmental assessment being prepared for Route 91 will be presented at the meeting for information. (2) Route 91 HOV Study by Parsons, Brinckerhoff, Ouade and Douglas, Inc. (3) Receive and discuss. Survey of 91 Freeway Commuter Patterns and Attitudes. The Commission should: 1) Review the survey results in preparation for discussion of Item 9A(4), Project Implementation Policy Issues; and, 2) Request proposals for additional research as suggested by the Wirthlin Group. (4) Route 91 Project Implementation Policy Issues Related to Interim HOV as Construction Mitigation and Transportation Management Plan Programs. That the Commission consider the policy options listed in the staff report and provide some direction to staff, Caltrans, and consultants. B. Proposed Measure A Policy - New Cities Receipt of Local Streets and Roads Funds. Western County Policy Advisory Committee Recommendation The Committee recommendation will be presented to the Commission at the meeting. Staff Recommendation That the Commission use the State method for distributing the State Sales Tax subventions to cities/counties to allocate Measure A Local Street and Road Program Funds to newly formed cities in Riverside County. Page Five C. Authorization to Issue Reauest for Proposal for Engineering Assessment of Commuter Train Intearation Into Santa Fe Railway Freight Operation on the San Bernardino Subdivision. Budget and Finance Committee The recommendation of the Budget and Finance Committee will be presented during the meeting. Staff Recommendations To: 1) Authorize the Executive Director to issue the Request for Proposal to the firms identified; and, 2) Transfer $500,000 from Measure A Contingencies to Measure A Consultant and Specialized Services for the proposed study. D. Measure A Local Interchange Funding Request - County of Riverside. Western County Policy Advisory Committee Recommendation Committee recommendation will be presented during the meeting. Budget and Finance Committee Recommendation E. Committee recommendation will be presented meeting. during the Application of Measure A Consultants to the Highway Projects. Receive and file. F. Addendum to RCTC/CVAG Agreement. Measure A The results of the Special CVAG Executive Committee meeting and staff recommendations will be presented during the meeting. G. Bechtel Contract Amendment. Budget and Finance Committee Recommendation The Committee recommendation will be presented during the Commission meeting. Staff Recommendation That the Commission: 1) Approve the amendment to Page 6 Staff Recommendation That the Commission: 1) Approve the amendment to Bechtel's contract as presented; and, 2) Authorize staff to transfer $561,000 from the Contingency Account to the Professional and Services Account. H. CVAG Request for Measure A - State Highway Program Funding for Portion of Route 111 in Cathedral City. CVAG (Coachella Valley Measure Policy Advisory Committee) Recommendation That the Commission approve the $600,000 request on behalf of Cathedral City. Staff Recommendation That the Commission: 1) First determine the issue of "funding flexibility" in relation to the RCTC/CVAG Agreement Addendum (see Agenda Item No. 10F). If RCTC is not provided sufficient flexibility to shift funds between areas and/or programs, no funding should be allocated to Route 111 projects, at least until formal review and action is taken on the Measure A Short Range Financial Plan for Implementation of Highway and Commuter Rail Projects. 2 Defer action, at least until it has determined how quickly Cathedral City might need the highway funds in relation to the corridor concept planning and engineering which RCTC will sponsor for Route 111. An interim source of revenue for Cathedral City might be its "local street and road" share of Measure A funds. 11. RCTC Representative and Alternate to the Interagency AQMP Implementation Committee. That the Chairman appoint an RCTC Representative and Alternate to Interagency AQMP Implementation Committee. 12. Adjournment.
