Golf Carts
The Town Ordinance regarding the operation of golf carts on Town streets has been revised.
The revision is in response to numerous complaints of reckless and dangerous activities
conducted by both drivers and passengers of golf carts, which were received during 2009. Each
year more than 10,000 golf cart related accidents requiring emergency room treatment occur
nationwide; the highest number of those injuries occurring among persons 10 to 19 years of
age. Please be mindful of these statistics and the provisions of the Ordinance when you or your
family members are operating or riding in golf carts on our public streets. The provisions of
the Ordinance are governed under provisions of Florida State Statute 316.212. All streets
within the Town and east of the waterway (WITH THE EXCEPTION OF A1A) are designated for
the use of golf carts. Golf cart operators must observe all traffic rules and regulations
applicable to the drivers of any motor vehicle. All golf carts must be equipped with efficient
brakes, reliable steering apparatus, safe tires, rearview mirror and red reflective devices on the
front and rear. Golf carts operated after dark must have functioning headlights, taillights, turn
signals and windshield. The golf cart may not be occupied by more passengers than for whom
there are seats in the golf cart. Standing in or on a golf cart while in motion is prohibited.
Children are prohibited from sitting in the driver's lap while the golf cart is in motion. It is
prohibited to tow any scooter, bicycle, skateboard, wagon or other conveyance. Golf carts that
exceed 20mph may not traverse Town roads unless registered, equipped with seat belts and
operated by a licensed driver.
Building Permits
As of November 2009, the Town entered into an agreement with the City of Delray Beach to
provide building permitting and inspection services to the Town and its residents. All applicants
must fill out the applicable City of Delray Beach Building Permit and submit it to the Town with
three sets of drawings, product approvals, etc., as required by the City of Delray Beach, for
approval. After approval from the Town of Gulf Stream, all permits are picked up by the
applicant and submitted to the City of Delray Beach for review and inspections.
Census 2010
Census questionnaires will be mailed or delivered to every household in the United States in
March 2010. The questions ask you to provide information that is accurate for your household
as of April 1, 2010. People should be counted where they live and sleep most of the year. The
population totals determine each state's Congressional representation. The numbers also affect
funding in the community. Households that do not respond will be called or visited by a census
worker.
Temporary Storage Units
Temporary roll off storage units such as portable on demand units or temporary storage units
are permitted on a property for a maximum for 48 hours without a permit. Units on site for a
period longer than 48 hours shall require a permit from the Town. After acquiring the permit,
the unit may remain on the property for a maximum of seven cumulative days during any
twelve month period. The permit fee is $150.00 per unit.
Flood Zone Information
The floodplain management activities of the Town qualifies residents for a 15% discount in the
premium cost of flood insurance for NFIP policies issued or renewed in Special Flood Hazard
Areas on or after May 1, 2009. Please contact your insurance agent to verify that you are

receiving this credit. As a public service, the Town also provides additional flood data, such as
Special Flood Hazard Area, Flood Insurance Rate Map and some elevation certificates.

COMMUNITY
In order to preserve our unique community character, the Town adopted Design Guidelines that
addresses the exterior aspects of your home. If you are planning any changes to the exterior of your
property, including but not limited to paint color or major landscaping or tree work, please contact
Town Hall to determine what requirements may apply. While the Town wants everyone to be
vigilant in maintaining and trimming trees near the road so as not to obstruct driver's views, please
note that special rules may apply to homes abutting AIA. Please call the Town Hall at 276-5116 for
further information.
All workers hired to perform services at your property (employees and deliveries not included) must
be registered to do work in the Town. If you are hiring a contractor (for example, to do lawn work or
make improvements to your home) please ask them to register at Town Hall if they are not currently
on file. Occupational registration is designed to ensure workers are properly licensed and insured,
which enhances the safety of our community.
The Town Code prohibits commercial uses of all types, including still photography and filming.
Please notify the Town Hall if you are contacted by a firm wishing to use your home for a photo
shoot or film location so that the Town may make the firm aware of this restriction.
When walking your dog, please be courteous to other residents and pedestrians by taking
responsibility for your dog's waste.
