HomeMy Public PortalAboutTBM 2017-10-18 FRASER BOARD OF TRUSTEES MINUTES DATE: October 18, 2017 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees: Andy Miller, Katie Soles, Parnell Quinn and Herb Meyring Staff: Town Manager, Jeff Durbin; Town Clerk, Antoinette McVeigh; Public Works, Director Allen Nordin; Town Planner, Catherine Trotter; Financial Manager, Beth Williams; Town Attorney Rod McGowan; Police Officer, Danny Ransom, Others: See attached list Mayor Vandernail called the meeting to order at 6:03 p.m. 1. Rollcall: 2. Approval of Agenda: Trustee Soles moved, and Trustee Miller seconded the motion to approve the Agenda. Motion carried: 6-0. 3. Executive Session: For a conference with the Town's Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e) regarding Intergovernmental Agreement to include TM Jeff Durbin, FM Beth Williams and TA Rod McGowan. Trustee Meyring moved, and Trustee Quinn seconded the motion to enter Executive Session. Motion carried: 6-0. Time In: 6:03 pm Time Out: 6:57 pm Trustee Miller moved, and Trustee Soles seconded the motion to exit Executive Session. Motion carried: 6-0. Town Attorney Rod McGowan was excused after the Executive Session. 4. Consent Agenda: a) Minutes - September 20, 2017 b) Minutes - October 4, 2017 Page 2 of 3 Trustee Miller moved, and Trustee Waldow seconded the motion to approve the consent agenda. Motion carried: 6-0. 5. Discussion and Possible Action Regarding a) Ordinance No. 449 Short Term Rental Registration Program The ordinance will include an opportunity for a homeowner to repeal to the Town Board if the registration has been administratively revoked. Ordinance No. 449 will be on the next TB Agenda. b) Resolution 2017-10-05 Authorizing Execution of a Contract for Short Term Rental Consulting Services Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolution 2017-10-05 Authorizing Execution of a Contract for Short Term Rental Consulting Services. The contract will be written using the Town of Fraser Public Service Contact. Motion carried: 6-0 c) Intergovernmental Agreement regarding Transit Services with the Town of Winter Park The Town Board will write a letter to the Winter Park Council. d) 2018 Budget The 2018 budget was introduced to the Town Board on October 13, 2017 per C.R.S. 29- 1-106. The Budget Hearings will be held on November 1, November 15, December 6 and December 13 if necessary. e) Introduction of Proposed Building Code Amendments Adopting the 2015 International Building Codes The Building Code Amendments hearing will be November 15. 6. Open Forum a) Business not on the agenda Recycling facility location 7. Other Business- 8. Executive Session; Town Manager Evaluation: For discussion of a personnel matter under C.R.S. Section 24-6-402(4)(f)(I) and not involving any specific employees who have requested discussion of the matter in open session to include TM Jeff Durbin Trustee Soles moved, and Trustee Quinn seconded the motion to enter Executive Session. Motion carried: 6-0. Time In: 8:27 pm Time Out: 9:40 pm Page 3 of 3 Trustee Miller moved, and Trustee Soles seconded the motion to exit Executive Session. Motion carried: 6-0. Trustee Quinn moved, and Trustee Soles seconded the motion to authorize the Mayor to execute a 2018 Employment Agreement with the Town Manager Motion carried: 6-0. 9. Adjourn: Trustee Meyring moved, and Trustee Miller seconded the motion to adjourn. Motion carried: 6-0. All presenters are urged to: (1) state the concern; and (2) list possible solutions. Please keep the following guidelines in mind: • Remarks that discriminate against anyone or adversely reflect upon the race,color,ancestry,religious creed,national origin,political affiliation, disability,sex, or marital status of any person are out of order and may end the speaker's privilege to address the Board. • Defamatory or abusive remarks or profanity are out of order and will not be tolerated.
