CALL TO ORDER
The Council Budget Committee Work Session meeting of September 6, 2007, was
convened at 5:35 P.M. by Finance Chairman, Councilman Kenneth Ferguson.
ATTENDANCE
The following Council Members were present:
Present: Brown, Ferguson, Harvey, Klindt, Koon, Layton, Medin, and Penfold
Absent: Crane and Smith
A quorum was present.
DISCUSSION
Councilman Ferguson turned the floor over to City Administrator Steve Rasmussen who
announced the order of the items which will be discussed. He also went over answers to the
questions which were asked at the last meeting. A memo was also distributed from the
Jefferson City Police Department regarding overtime, as well as a handout containing
information about salaries of the Mayor and City Council members of ten other cities.
Community Development Director Pat Sullivan made a presentation regarding the
downtown circulator and transfer point issue.
A motion was made by Councilman Jim Penfold that the staff prepare a study in an
expeditious manner to look at the alternatives of moving the transfer point from High and
Jefferson Street to a suitable location where restrooms are available and give the
advantages, disadvantages, and costs of the alternatives. A motion was made by
Councilman Rich Koon asked Councilman Jim Penfold to amend the motion to place this
issue on the list of "Parking Lot" items. Councilman Jim Penfold stated he would so amend
his motion to include Councilman Koon's request. The motion was then seconded by
Councilman Rich Koon and approved.
Staff was asked to notify the Downtown Association when the meeting will be held at which
this issue is discussed again.
Public Works
Community Development Director Pat Sullivan presented the Public Works budget.
Councilman Jim Penfold moved to amend the Parking Lot by adding back in the two
positions for code enforcement which had previously been removed. The motion was
seconded by Councilman Rich Koon and defeated by the following vote:

Nay: Brown, Harvey, Klindt, Koon, and Medin
Councilman Kevin Brown left the meeting at this point in the meeting (6:55 P.M.).
City Administrator Steve Rasmussen summarized proposed expense increases.
A motion was made by Councilman Rich Koon to add the VRP to the Parking Lot with a
"zero" on it right now just for discussion purposes, seconded by Councilman Jim Penfold,
and approved unanimously.
Councilman Jim Penfold stated he would like to see a Public Works plan. Mayor John
Landwehr would like to address the issue of Cole County's only turning over to the City 25%
of taxes they collect from City residents. He believes they should turn over at least 50 %.
ADJOURNMENT
A motion was made by Councilman Jim Penfold, seconded by Councilwoman Cindy Layton,
to adjourn, and approved unanimously at 7:25 P.M.
