Re: Proposed Ordinance to Modify Administration Building Hours
The Honorable Town Council has previously adopted Ordinances temporarily modifying
hours of operation of the Administration Building beginning in 2002 and through 2012 as
outlined in the attached Ordinance 2012-17. These Ordinances were the result of negotiations
with the Town Hall Associates as documented in the attached Side Letter of Agreement dated
April 29, 2002.
Enclosed please find correspondence from Ms. Lori Moran, on behalf of SEIU 888,
requesting the summer hours for 2013 be from Memorial Day to Labor Day.
Additionally, enclosed please find correspondence from Gayle M. Shattuck, Personnel
Director and Steven Magoon, Director of Community Development & Planning regarding a
request for modification of the Building Department Inspectors' hours.
Therefore, I am requesting the Honorable Town Council adopt the attached Ordinance
modifying Administration Building hours. The attached Ordinance includes a provision
modifying the Building Department Inspectors' hours; and contains the same provisions and
requirements of the previously adopted Ordinance by the Honorable Town Council for the
summer of 2012.

Ordinance# 2013-
An Ordinance to Modify Hours of Operation of the Administration Building.
Whereas: The hours of operation for all offices in the Administration Building are
established by Chapter 30.03 of the Ordinances of the City known as the Town of
Watertown; and,
Whereas: Through the collective bargaining process with SEIU, Local 925,
Watertown Town Hall Associates, the Town Manager agreed through a Side Letter of
Agreement dated April 29, 2002 to provide for a trial period of modified Summer Hours
for the months of July and August, 2002, subject to Town Council approval.
Whereas: The Honorable Town Council approved the modification of
Administration Building hours for the months of July and August 2002, with the adoption
of Ordinance#2002-30, and the months of July and August 2003, with the adoption of
Ordinance#2003-32, and the months of July and August 2004, with the adoption of
2004-29, and from Memorial Day to Labor Day 2005, with the adoption of 2005-31, and
from Memorial Day to Labor Day 2006 with the adoption of 2006-20, and from
Memorial Day to Labor Day 2007 with the adoption of 2007-16, and from Memorial Day
to Labor Day 2008 with the adoption of 2008-39, and from Memorial Day to Labor Day
2009 with the adoption of 2009-40, and from Memorial Day to Labor Day 2010 with the
adoption of 2010-39, and from Memorial Day to Labor Day 2011 with the adoption of
2011-21, and from Memorial Day to Labor Day 2012 with the adoption of 2012-17, the
Town Manager recommends that the modification of hours previously adopted continue
from Memorial Day to Labor Day 2013; and,
Whereas: Through the Collective Bargaining process with the Town Hall Associates,
the Town Manager has agreed to provide for a trail period of modified Building
Department Inspectors' hours, subject to Town Council approval;
Now Therefore Be It Ordained: That Chapter 30.03, of the Ordinances of the Town of
Watertown is amended to add the following new Sections (c) and(d):
(c) Notwithstanding the above hours of operation, the Building Inspectors'
Office shall be open for the transaction of business beginning at 7:30 AM until 5:00 PM
or 7:00 PM, when all offices in the Administration Building are open. The modified
hours provided herein will begin on Tuesday, May 21, 2013 and this section (c) can be
rescinded at the discretion of the Town Manager.
(d) Notwithstanding the above hours of operation, for a temporary period
beginning Tuesday, May 21, 2013 and ending on Friday, August 30, 2013, all offices in
the Administration Building shall be open for the transaction of business during the hours
provided in Section(a), except that on Tuesday the hours shall be from 8:30 AM to 7:00
PM and on Fridays from 8:30 AM to 2:00 PM. In addition, the terms and conditions of
employment for the temporary period as set out in the Side Letter of Agreement dated
April 29, 2002 are incorporated herein. The modified hours provided herein shall expire
as of midnight August 30, 2013 and this Section(d) shall be automatically rescinded.

We have had eleven successful years of summer hours during the months of July and August, including
the last eight years of extended hours from Memorial Day to Labor Day. The extended period for the last
eight years 2005-2012 went well and without any known issues. In view of that success,we are
requesting that the summer hours for this year(2013)follow that same time period.
I would request the summer hours for 2013 commence on Tuesday, May 21, 2013 and expires midnight
Friday, August 30, 2013

Whereas: The hours of operation for all offices in the Administration Building are established by

Susan G. Falkoff, for a trial period of modified Summer Hours for the months of July and August, 2002, subject to Town
Councilor At Large Council approval.

amended to designate the current language as Section(a)and to add the following new Section(b):

and ending on Friday, August 31, 2012, all offices in the Administration Building shall be open for the
transaction of business during the hours provided in Section (a), except that on Tuesday the hours shall be

of employment for the temporary period as set out in the Side Letter of Agreement dated April 29,2002 are

Re: Request for Modification of Building Department Inspector's Hours
Attached please find the Town Hall Associates' request for modification of the Building
Department Inspectors' hours.
Although the three Inspectors hours would be modified, the office work day would
remain open until 5 pm, or 7 pm on Tuesdays during the summer months.
Also enclosed please find correspondence from Mr. Thompson detailing the office hours
for Inspection offices from several area jurisdictions.
We support moving forward with the trial period modifying the Inspector hours in an
effort to better serve the public.

Dear Mr. Magoon:
I am writing to ask you to consider a change in hours for the Electrical
Inspector, Plumbing Inspector, and the Building Inspector.The
Plumbing Inspector and Building Inspector currently work 8:30 AM to
5:00 PM Monday through Friday, and the Electrical Inspector works
8:30 AM- 1:30 PM Monday- Friday
I am asking that you consider changing the work schedule for the
Plumbing Inspector and the Building Inspector to 7:30 AM to 4:00 PM,
and the Wire Inspector from 7:30 AM - 12:30 PM. The 7:30 AM to 4:00
PM schedule is more closely aligned with the schedule that most
contractors work.
Most contractors begin their day at 7:00 AM which results in a one
and one half hour period of down time in the morning while the
contractors wait for an inspector to arrive.
The Principal Account Clerk's hours for the Inspectors office will
remain 8:30-5:00 Monday through Friday
The contractors and residents would benefit from the changing of
hours, as the job is able to move forward without delays and the
inspectors are allowed to make better use of their time. This change
would appear to be a win win situation for all involved.
It is understood the above mentioned change in hours would be for a
trial period and can be rescinded at the sole discretion of the Town
Manager

would be off the clock at 400 and the Wire Inspector would be off the clock at 1230. Dorothy would
continue to man the office from 400-500.B I and Plumbing Inspector have 1/2 hour lunch.
