No. 07-217 Date or Adnplitln August 2:1, 2007 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&M ASSOCIATES- REMEDIAL TESTING OF CIVIC CENTERPARIC \VHEREAS, the Borough of Carteret is in need of specialized engineeringlenviromnental services related to the remedial investigation of Civic Center Park; and WHEREAS, T &M Associates, I I Tindall Road, Middletown, New Jersey 07748, possesses the requisite experience and expertise to provide said services; and \VHEREAS, T &M Associates ha~ submitted a proposal to provide said services at a total cost not to exceed $12,900.00; and \VHEREAS, the Mayor and the Council have reviewed said proposal; and "'HEREAS, the ChiefFillancial Officer has certified that funds are or will be available for said purpose, NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T&M Associates for related to remedial investigation of Civic Center Park, at a total cost not to exceed $12,900.00 is hereby approved; 2. A copy ofthi8 Resolution be forwarded to the Borough's Purchasing Department and T &M Associates; 3. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:I1-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Dear Mr. DuPont: As you know, a site investigation was conducted OIl the subject properly to characterize the historic fill material delineated by the NJDEP on the Biotaric Fill of the Arthur Kill Quadrangle (2004). Test pits were excavated and soil samples were "o!lected from the tellt pits for laboratory analysis to chara"terize the historic fill. One soil sample collected from the hiotaric fill at an approxim.are depth of 2.$-feet exhibited PCBs in excess of the NJDEP's most stringent Residential Direct Contact Soil Cleanup Crltcrla (RDCSCC). .PCBs are not typical ofhi.toric fill and require delineation. At your request, we arc prepared to assist the Borough by conducting additional evaluation at the property. Proposed assesSlDent acti1.~ties to further identiJy and delineate the contamination, in general accordance with the New Jersey Department of Environmental Protection (NJDEP) Technical Requirements for Site Remediation (as amended July 5, 2005) are described in the full owing Scope of Services. Site Snec:ific Ilealth and Safety Plan T&M Associates will prepare a site SJlec:ific Health & Safety Plan (HASP) for the protection of personnel entering the site to conduct the ",",sessrnent activities contained herein. The HASP will be prepared in accordance with applicable Occupational Safety & Health Administration (OSHA) requirements. The HASP wHl address anticipated hazards that arise from physical conditions at the project site, lllJd the actions of people doing work. It is meant to assist in the prevention of accidents and resulting injuries and property damage as well as to prevent potential liability on behalf of the Borough. We anticipate performing approximately nine borings at the site_ One bOring will be advanced at the lest pit location and four borings will be advanced at each of two h"nrontal intervals around the test pit location. n,e Geoprobe sampling equipment and rods will be decontaminated prior to and betwocl1 sampling. T&M Associates will collect sol! samples from the disposable interi.or aceUite sampling liner. The soil samples for each boring looation will be s=ened in the field using a photoiol1lzation detector (PID). PIb readings will be recorded. We will subm.lt at least one sample from each boring for possible laborat~' analysis. Borings will be advanoecl vertically until native soils are encountered or a depth of 10 feet below ground surface. Between each soH-sampling event the disposable intcrior acetate sampling liner will bc replaced with a new liner. Soils not sclccted for laboratOJy analysis will be returned to the boring location_ We anticipate one day of Gcoprobc activities will be required. Borings will extend horizontally and vertically on the property. The delineation will not extend beyond the property line or into public rights-of-way. Field blanks will be collected for quality assuranoe purposes. Samples will be submitted to an independent NJD~l> certified laboratory ul1der chaio..of-custody protocols for analysis. Sample analysis will conform to the appropriate United States Environmental Protection Agency (SPA) methodology for PCBs, with the results reported in thc New Jersey Tier II Reduced ))elivembJes Format An Electronic Data Dcliverables package will also be provided as required. Standard laborotory analysis turnaround time is two weeks for preliminary results and three weeks for a final report. Based on time concerns we will expedite the laboratmy analysis turnaround time to one week for pNlHmioary results. Reporti!}.ll: T&M Associates will prepare a Remedial Investigation Report. The Report will include a summary of historic ioformation obtained in the performance of the prlor,environmental studies, a discussion of the physical setting, a general profile of the remedial investigation, findings and recommendations, and field and laboratol)' data. Schedule We will schedule work immediately upon receipt of Written authorization_ Subcontractor availability will impact scheduling for the subsurface assessment. The sooner we receive authorization. the sooner fieldwork wilJ be scheduled. Analytical results will be available 14 days after sample receipt at the laboratory. We anticipate issuance of the remedial investigation report (2 copies) within 14 days of receipt of laboratory results.
