2. Approval of June 7, 1989 Minutes.
3. Public Comments.
4. Consent Calendar. - (All matters on the consent calendar
will be approved in a single motion unless a Commission/SAFE
member requests separate action on specific items.)
A. D.J. Smith Monthly Sacramento Report.
Receive and file.
B. SB 821 Program Matters.
1. FY 1989/90 SB 821 Program - Requests for Projects.
Direct staff to solicit projects from the cities
and the County for funding under the Commission's
SB 821 Program for FY 1989-90 and to proceed with
development of a program to be presented to the
Commission in September.
2. City_ of_ Palm Desert - SB 821 Project Extension
Request.
Approve the extension for construction of the
Highway 74 sidewalk project as requested by the
City of Palm Desert to September 30, 1989.
3. City of Riverside = SB 821 Project Extension
Request.
Approve the extension for construction of the
Canyon Crest and Santa Ana bikeway projects to
June 30, 1990 as requested by the City of
Riverside.

4. Cif of Banning SB 821 Funding Request.
Deny the City of Banning's request to expand the
sidewalk construction project in the approved SB
821 Program to use excess funds resulting from
lower than expeceted bids for the project.
5. Performance Audit - SunLine Transit Agency
Accept the SunLine Transit Agency Performance Audit Report
prepared by Booz, Allen & Hamilton, and direct staff to: 1)
submit a copy of the report to the State as required; 2)
forward the report to SunLine for their review and response;
and, present the SunLine responses to the audit to the
Commission at the meeting in September.
6. SunLine Transit Agency - Interim FY 1989/90 LTF Allocation.
Approve an interim allocation of $628, 000 to the SunLine
Transit Agency for operations until approval of the FY 1990-
94 Short Range Transit Plan in August.
7. Banning Express Buspool - Request for Funding.
Request SunLine Transit Agency to continue operation of the
Banning Express bus operation, at least until the FY 1989-90
SRTP for SunLine is approved and issues regarding
performance and funding are resolved.
8. Improving Western County Transportation Planning; Some
Initial Proposed Actions.
That: 1) RCTC reaffirm the concept of providing matching
funds to local jurisdictions for traffic modeling which is
coordinated with transportation planning of neighboring
jurisdictions which will be integrated with SCAG's RIVSAN
model; 2) the initial offer of such funding participation
be made to the City of Perris for additional analysis
related to the Evans Corridor; and, 3) RCTC work with the
City ofMoreno valley to develop an acceptable shared funding
proposal for traffic simulation modeling.
9. Report on Western County Policy Advisory Committee.
Discussion. RCTC may wish to consider this information and
provide further guidance to the Committee.
10. Emerging Transportation Funding Package and Delay in
Approval of '89 STIP.
Indicate Commission support for a comprehensive package to
provide additional State funding for transportation,
including the following: A) Support AB 471 (Katz/W. Brown)

and SB 300 (Kopp/Roberti) containing provisions of the
program and revenue increases; B) AB 973 (Costa) which
include general obligation bond provisions for intercity,
commuter and rail transit; and, C) SCA 1 (Garamendi) which
include the Constitutional amendment necessary to resolve
the Gann limit problem.
11. Consideration of Ontario Accord.
Endorse the "Ontario Accord", but express concern regarding
the current inconsistency with other policies advocated by
interests within the State regarding federal gas tax
increases. In order to encourage California's Congressional
delegation to stay together on the next Surface
Transportation Act, it is first essential that the members
receive the same message for transportation interests within
the State.
12. Proposed FY 1989-90 Services From Commuter Transportation
ServicesL Inc.
Approve initial funding to Commuter Computer based upon the
original work proposal (Attachment A), with such funding to
be limited to three months or $45,300. During this period,
RCTC staff should undertake a more detailed evaluation of
Commuter Computer's performance and proposed services and
investigate alternatives for Rideshare Program services.
13. California -Nevada Super -Speed Train - Station Feasibility
Studies.
For information.
14. Social Service Transportation Delivery Study Update.
A status report will be presented to the Commission by Pat
Piras, Consultant tfor the Social Service Transportation
Delivery Study.
15. Measure A Items.
A. Advance Right -of -Way Acquisition for 91/60/I-215
Interchange.
Authorize RCTC and Caltrans to initiate right-of-way
acquisition procedures for all or portions of the
proposed North Gate Project and motel sites to protect
the location of the proposed 91/60/I-215 interchange
from development.

B. Cooperative Agreement with the City of Corona for the
Smith, Maple, and Lincoln Overcrossings.
Approve the Cooperative Agreement with the City of
Corona for the Smith, Maple, and Lincoln overcrossings
provided agreement has been reached with the City prior
to the meeting and subject to final review by legal
counsel.
C. Preliminary Report from Financial Advisors Regarding
Measure "A" Revenue Forecasts.
Jonathan Cooley, Ernst & Whinney, will present
preliminary information to the Commission.
D. Extension of Parsons, Brinckerhoff, Quade & Douglas
Contract.
Approve an amendment to contract R-O-89-1 that will put
all unspent funds into the Extra Work Account that can
be used at the direction of the Executive Director and
extend the duration of the contract to June 30, 1991.
E. Advance of Funds to Route 86 Project.
Authorize revision of the amount- of., the -Advance to the
Route 86 project from '$25,000 to $30,000.
F. Conversion of Route 91 Mixed Flow Lane to HOV at Route
15 Interchange.
Approve a resolution to indicate support for conversion
of the Number 1 general purpose lane to HOV from Main
Street in Corona to the lane drop between Route 15 and
McKinley.
G. Sanderson Avenue Bridge Project Scope and Cooperative
Agreement.
Approve the draft cooperative agreement subject to
review by Best, Best & Krieger and County Counsel.
H. Preserve Station Locations for Riverside to Orange
County Commuter Rail Service.
Authorize staff to develop an advanced acquisition
program for commuter rail station sites for RCTC
consideration in the near future.
16. SCAG Videotape Regarding Regional Plans.
A videotape presentation on the major regional plans will be
shown to the Commission.
