L -' WHEREAS, it is vital to the City to maintain and provide critical and basic services to 'Lynwood residents such as, but not limited, to, law enforcement, fire, paramedic, road and street maintenance, recreation and parks, and WHEREAS, the City has limited authority to raise revenues and further erosion of that authority is detrimental to the delivery of critical and basic services to Lynwood residents, and WHEREAS, diversion of local tax dollars harms the City iri the delivery of such services, and WHEREAS, advocacy of the City's interests at the county, regional, state and federal level is needed to stop legislations and elected officials' actions that would harm the City's ability to deliver services and to advance 'legislations and elected officials' actions that would enhance the City's ability to deliver services, and WHEREAS, the City has limited advocacy resources, and WHEREAS, to effectively and efficiently focus the City's advocacy resources, the City Council has established the Legislative Priorities of 2010, attached hereto as Exhibit "A" NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVES AS FOLLOWS: Section 1. That the City Council authorizes the adoption of the Legislative Priorities of 2010, attached hereto as Exhibit "A", as part of this Resolution Section 2. This Resolution shall be effective immediately upon its adoption 'Section 3. COUNTY OF LOS ANGELES ) I, the undersigned City Clerk of the City of Lynwood, and the Clerk of the City Council of said City, do hereby certify that the above foregoing is a full, true and correct copy of Resolution No 2010.042 on file in my office and that said Resolution was adopted on the date and by the vote therein stated Dated this 16t" day of February, 2010 ~ ---- Maria Quinonez, ity Clerk ','vv ~;=,~y`~ City of Lynwood ~ `- ' Intergovernmental Relations Program '~~~~~ Legislative Priorities of 2010 EXHIBIT "A" The Legislative Priorities of 2010 are annual policy statements that provide general direction to members of the City Council, staff members and advocacy firms to advance the City of Lynwood's core values, principles and interests in legislative affairs at the State and Federal level • Supports efforts on preserving local autonomy and local control of resources. • Support efforts to protect City revenues from diversion by the State • Support measures that maintain the City's autonomy in financing of public services, allowing for greater flexibility in generating revenue from a variety of different fees and taxes. • Oppose any legislation at the State and Federal levels that would threaten local taxation authority • Oppose all efforts that will allow the State or any other public agency to defer, withhold or delay City revenues that are administered by the State. • Continue to receive and utilize funding the City has been awarded from the American Recovery and Reinvestment Act of 2009 (ARRA) and fulfill all reporting requirements. • Pursue grant opportunities that require minimal or no matching fund requirements, mitigating impacts to the General Fund. • Oppose state and federal legislation that imposes unfunded mandates on cities. • Oppose actions by the state or federal government that would reduce or erode local`revenues. • Support any regional, state or federal funding programs for the development of parks, recreational activities and facilities, community programming, and preservation of open space that will improve the quality of life for Lynwood residents. • Support any legislation and grant opportunities that provide funding for community arts programs in order to enhance the aesthetic beauty of the City • Pursue grant funding to construct aone-acre mini park across the street from Yvonne Burke-John D. Ham Park • Pursue grant funding from Proposition 84 to construct and build a community center in the newly constructed Yvonne Burke-John D. Ham Park. • Support efforts to improve local law enforcement agencies, fire suppression and prevention services, hazardous materials mitigation and disaster preparedness initiatives. • Support legislation that provides funding for hospitals, emergency medical services and healthcare programs. • Support efforts to improve coordination and telecommunications for homeland security and emergency response efforts among federal, state and local agencies to safeguard against and prevent terrorism. • Pursue funding opportunities to enhance and make necessary infrastructure improvements to Lynwood's Emergency Operations Center (EOC), as well as for ofher disaster preparedness initiatives and supplies. • Oppose all efforts and legislation that proposes to divert or reduce COPs program funding. • Support legislation that provides funding for crime prevention, public outreach and intervention programs. ~- - .. • Support efforts and funding opportunities that are geared toward job creation/retention programs that will reduce the City's high unemployment rate. • Support efforts to promote and develop strategies that foster greater economic opportunity and employment opportunities in the City • Support efforts that promote and improve the City's economic vitality and prosperity by' attracting and retaining businesses, attracting commercial and business development, and promoting new economic development initiatives. • Support efforts to rehabilitate the City's commercial corridors and develop appropriate infrastructure to attract business and commercial development. City of Lynwood 1 Legislative Priorities of 2010 • Support measures that maintain and enhance local authority to regulate solid waste management and recycling programs. • Support strategies and programs that protect the environment and reduce greenhouse gas emissions through more efficient and sustainable land use and building practices, increased energy efficiency and the use of alternative/renewable energy sources • Support legislation that improves air quality and health issues in the region without impeding local economic growth and development. . ~- .. • Support efforts to change Housing and Urban Development housing value limits to qualify more Lynwood families to receive housing rehabilitation grants, loans and other housing assistances. • Support efforts to increase affordable housing by continuing efforts to maintain local control • Oppose federal legislation that would reduce funding of the Community Block Grant program. • Support all legislation and grants that promote the development and enhancement of affordable, sustainable and accessible housing within the City • Continue to support and utilize funding from the Neighborhood Stabilization Program (NSP) to enhance affordable housing opportunities in the City. • Support measures that maintain and promote the economic vitality of the California Public Employees' Retirement System. • Support legislation that maintains local agencies' jurisdiction in resolving employee disputes and negotiating fair and equitable bargaining agreements with employee organizations. • Oppose legislation that attempts to impose new employee benefits without the benefits of City/employee collective bargaining • Support legislation and grants that provide funding for education and youth services, health services, senior services, and other social services. • Support efforts that provide incentives and encourage partnerships between non-profit, government agencies, and/or the private sector to improve social services and programs. City of Lynwood 4 Legislative Priorities of 2010 -. • - .. • Support legislation that preserves the local cities' jurisdiction over land use, planning, zoning and development decisions. • Support efforts to promote land use patterns that maintain safe residential neighborhoods, bolster economic prosperity, preserve open space and improve overall quality of life for Lynwood residents and patrons. • Support efforts to maintain local agencies' jurisdiction over the use of eminent domain • Support efforts to protect redevelopment funds, as well as the continued collection of Property Tax Increment and other funds, from any and all diversion or taking by the State. • Support efforts that assist or provide incentives to local agencies to eliminate blight and revitalize neighborhoods, as well as clean-up of contaminated areas. .. • Support measures that provide funding for the maintenance, preservation, and improvement of the City's infrastructure • Support efforts to secure the maximum amount of funding for the construction and maintenance of local roads, infrastructure, transportation projects, and major corridors. • Oppose all efforts that will defer and/or decrease funding from Proposition 42, Highway Users Tax Account and Traffic Relief and Congestion Program • Support funding opportunities for transportation infrastructure, such as Proposition 7B • Continue to receive and utilize funding from Measure R, new sales tax revenue dedicated to transportation projects. • Support efforts to preserve, protect or increase funding for local governments' transportation programs. r A • Support efforts that assist local governments to promote green building and other conservation actions that are sensitive to the City's fiscal realities and promote the City's sustainability • Support efforts to protect, expand and preserve the City's water supply and infrastructure City of Lynwood 3 Legislative Priorities of 2010 • Support immigration reform that provides an easier path to citizenship, legal access to healthcare and education, and overall improved quality of life • Support and pursue funding opportunities to make available Wi-Fi technology and capabilities to the general public in City facilities. • Support all efforts to improve and streamline communications and transparency between the City, the residents and visitors as technology continually evolves and expands. • Support efforts that preserve valuable city services. • Support local governments' ability to regulate use of public right of way • Support efforts to maintain local governments' authority in franchise agreement negotiations.
