A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE IMPLEMENTATION OF STREET PROJECTS TO BE FUNDED WITH THE
ADDITIONAL AMERICAN RECOVERY AND REINVESTMENT ACT FUNDS;
DELEGATING THE AUTHORITY TO AWARD AND EXECUTE A PROFESSIONAL
DESIGN CONTRACT FOR RELATED PROJECTS TO THE CITY MANAGER AND
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO MAKE THE NECESSARY
FUNDS APPROPRIATION AND TRANSFER FOR THE DESIGN OF THESE
PROJECTS
WHEREAS, The additional American Recovery and Reinvestment Act provides
funds for federal and state programs to stimulate the nation stagnant economy; and
WHEREAS, the City of Lynwood may receive up to approximately an additional
$2 million for its share of the infrastructure improvement program, and
WHEREAS, said funds are to be used for the construction of the following street
pro~ects~
1 Agnes Avenue (Bulbs Road to Atlantic Avenue)
2 Josephine Street (150 feet East of Long Beach Boulevard to Bullis Road)
3 Josephine Street (Muriel Drive to Atlantic Avenue)
4 State Street (Tweedy Boulevard to Long Beach Boulevard)
5 California Avenue (Martin Luther King Boulevard to Imperial Highway)
WHEREAS, it is necessary to solicit consulting design services to complete
design of these project; and
WHEREAS, staff has identified available Prop C and .Measure R funds that can
be used to pay for the design work of said projects, and '~ ~ ~
WHEREAS, the design of said street needs to be started expeditiously, and
WHEREAS, the Lynwood Municipal Code Section 6-3 10 limits the authority of
the City Manager to award and execute professional contracts that do not exceed
$15,000
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Lynwood City Council approve the use of the City's
allotment of American Recovery and Reinvestment Act (ARRA - 2) funds for the
construction of the following projects
1 Agnes Avenue (Bulbs Road to Atlantic Avenue)
2 Josephine Street (150 feet East of Long Beach Boulevard to Bullis Road)
3 Josephine Street (Muriel Drive to Atlantic Avenue)
4 State Street (Tweedy Boulevard to Long Beach Boulevard)
5 California Avenue (Martin Luther .King Boulevard to Imperial Highway)
Section 2. That the City Council delegate the authority to award and execute
the professional design contract for these street improvement projects to the City
Manager, subject to the City Attorney's approval as to the form of the contract, which
authority shall not exceed $320,000
Section 3. That the City Manager or designee is authorized to make the
necessary fund appropriations and transfers of Proposition C and unallocated Measure
R funds the new ARRA II Improvement Projects
Section 4. That this Resolution shall take effect immediately upon its adoption
Section 5. The City Clerk shall certify as to the adoption of this Resolution
