CALL TO ORDER
The September 28, 2007, "Brown Bag" Work Session was convened at 12:07 P.M. by
Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Brown, Harvey, Klindt, Koon, Layton, Medin, and Penfold
Absent: Crane, Ferguson and Smith
A quorum was present.
DISCUSSION OF AGENDA ITEMS
2007 -92 (Flexible Benefits Plan): Mayor John Landwehr asked Human Resources Director
Gail Strope to provide a summary on how the health benefits bids were handled on both this
bill and RS2007 -27 at Monday night's meeting.
2007 -95 (Open Burning informational ad): Discussion was held regarding whetherthe city
can educate voters regarding the effects of the petition.
2007 -96 (Bassmann House demolition): Councilman Jim Penfold requested that Bill
2007 -96 be added to the agenda under Bills Introduced, and the bill was distributed to the
Council, staff, and media. The City Clerk was directed to add the item to the agenda.
2007 -45 and 2007 -46 (airport lease bills passed September 17): Councilman Ron Medin
stated he intended to move to reconsider these two bills Monday night. Mayor John
Landwehr suggested taking it up under Miscellaneous Agenda Items, and asked someone
on staff to contact all of the affected parties to make them aware of this. City Counselor
Nathan Nickolaus will research whether they can be placed on the Informal Calendar after
they are reconsidered.
2007 -70 (budget bill): Councilman Mike Harvey requested that at the October 4 budget
meeting a list of cities be provided to see what they are charging for restaurant inspection
fees. Councilman Rich Koon suggested also getting business license fees as well as
property tax rates. Mayor John Landwehr suggested using data we get from about six
comparable -sized cities. He also asked Finance Director Steve Schlueter to run the
numbers on the city capping the restaurant inspection fees at $1,000, and going down by
$100 increments to $500.

Pat Sullivan asked if this item could be brought up early in the meeting since the two
recipients would be present at the meeting.
Airport Lease resolutions: A lengthy discussion was held. Mayor John Landwehr asked
if any Council Members would like to help him meet with staff and come up with some
direction to staff regarding these leases. The following persons asked to serve in that
capacity: Council Members Klindt, Medin, Penfold, and Brown. Mayor John Landwehr asked
City Planner Janice McMillan to make courtesy calls to tenants and let them know that the
resolutions may not be voted on Monday night.
