Provided below is a summary of several recent news items that may be of interest to Town residents. Millage Rate Rolled Back For the second year in a row, the Town Commission has rolled back the tax millage rate. This fiscal year it was rolled back from 4.0424 to 3.7853 mills. The adopted budget represents only a 1.3% increase over the previous year's budget. The Commission and Town staff strive to maintain fiscally conservative budgeting practices. Cleaning House In an effort to hold steady the Town's space needs for records storage, we are in the process of cleaning out our files. On January 31, 2000, the staff will be disposing of any building plans on file that are more than 15 years old (dated January 1985 or older). Property owners who would like to keep these older plans for their own records may pick them up at Town Hall during business hours prior to January 3151. If you will not be in town this next month but would like us to hold the plans for you, please call us at (56 1) 276 -5116. There are not plans on file for every home and some files may be incomplete. Drainage Engineering Studies Following the severe flooding experienced in the "core" part of Town (south of Town Hall) during Hurricane Irene, the Town hired an engineering firm to assist us in evaluating potential drainage improvements. On December 10th, the Town Commission directed the Town's engineering firm to proceed with several important drainage items. These include the following: • The design, cost estimates and permitting process for a storage pond, pump station and generator at the south end of the Little Club property. • Investigation of available technology for out - falls, including new types of flap gates and weirs (to help prevent back up onto streets during high tide). • Work with the school's engineer to explore potential improvements to the campus drainage and interface with the Town's system. • Investigation of the area north of Golfview to determine if there are sub -basin problems, or problems isolated to specific properties. 100 SEA ROAD, GULF STREAM, FLORIDA 33483 December 1999 Page 2 Drainage, Continued These efforts will require extensive coordination with the Little Club. The cooperation of several property owners may also be necessary. For example, easements for drainage outfall may be needed from property owners along the ICWW or the northernmost Cove, swales may be needed along some streets, and properties adjacent to Little Club may be asked to allow a portion of their rear yard to be used for expansion of Elsie's pond. This next stage will take several months. The engineers are scheduled to provide a status report to the Commission in March. Reminders for Residents ❑ Please check with Town Hall prior to making any changes to the exterior of your home, including landscaping, color, mailbox, and architectural features. The Town Manger will be pleased to explain any requirements that may apply. • Please do not place garbage curbside. In order to maintain our community's appearance, the Town has contracted for pickup at the back door or just outside the garage door. • Please check your irrigation system to insure that you are not over irrigating. Excessive water irrigation contributes to roadside sogginess and fails to meet our water conservation goals. As a rule of thumb, you should irrigate no more than every third day, and each zone should not run more than 15 minutes. Wishing you a safe and joyful holiday season, F.
