Call to Order. 2. Approval of March 1, 1989 Minutes. 3. Presentation of Plaques to Wayne Stuart and Jean Mansfield. 4. Public Comments. 5. Consent Calendar. (An matters on the consent calendar will be approved in a single motion unless a Commission/SAFE member requests separate action on specific items.) A. RTA STA Claim. That the Commission approve the Riverside Transit Agency's request for State Transit Assistance funds in the amount of $100,000 for the operations of the Downtown Bus Terminal in Riverside. B. SCRTD Service Contracting Update. For information only. C. Callbox Project Update. For information only. D. Commuter Computer Progress Report. For information only. (The Commuter Computer Progress Report is included in the Commission's agenda packet.) E. Set Public Hearing Date for FY 1989-90 RCTC/SAFE/Measure A Budgets. That public hearing for FY 1989-90 RCTC/SAFE Measure A Budgets be set for the Commission's May 3, 1989 meeting. Page 2 F. D.J. Smith - Monthly Sacramento Report. For information only. G. Quarterly Financial Report. For information only. 6. SB 821 Funds - City of Riverside. This is a request from the City of Riverside for Sb 821 funds in the amount of $75,000 for the construction of the Fairview Avenue Bikeway project between Central Avenue and Chicago Avenue. Staff recommendation will be presented at the Commission meeting. 7. Revised LTF Street and Road Allocations - Western County Area. Commission approval of the revised FY 1988/89 LTF allocations for street and road purposes for the Western County apportionment area is requested. 8. Regional Transportation Improvement Program (RTIP) - Highway Program. RCTC approval of the staff recommended RTIP highway projects listed for State/Measure A and locally funded projects as summarily shown on the attachment of the staff report. 9. Authorization for the Executive Director to Apply for State Matching Funds Under the SB 140 Program. That the Commission approve this resolution authorizing the Executive Director to apply for State funds under SB 140. 10. Proposed Budget Revisions. That the Commission approve the Finance and Budget Committee's recommendation on RCTC budget revisions. 11. Measure A Program Items. A. Progress Report. B. Final Design PS&E for the Route 91 Project Segment from Magnolia Avenue to Main Street in the City of Corona. Review the cost proposal in preparation for review and consideration of a contract with PBQ&D to be distributed prior to the meeting. Page 3 C. Proposed Revision to OCTC/RCTC Memorandum of Understanding for Route 91 Project Development. To approve the proposed MOU revisions and continued use of Bechtel for Route 91 project management services. D. Moreno Valley Request for Measure A Funding for Pigeon Pass Road/Route 60 Ramp Relocation - Right -Of -Way Acquisition. The Commission could "loan" Moreno Valley $600,000 to $800,000 of Measure A funding for right-of-way acquisition at the Pigeon Pass/Route 60 interchange pending determination of the policies and procedures for the Measure A interchange assistance funding programs by the Western County Policy Advisory Committee. E. Evaluation of the 60/91/215 Interchange Right -of -Way Requirements Relative to the Proposed Commercial Development in the NW Quadrant. It is recommended that Bechtel's contract be amended to add an additional task to perform the evaluation of the 60/91/215 interchange right-of-way requirements relative to the proposed commercial development in the NW quadrant. 12. SCAG Related Items. A. Regional Planning Organizational Issues. That RCTC reaffirm the written "Principles" and negotiate proposed amendments with the affected parties that are generally consistent. B. Other. 13. Southern California to Las Vegas, Superspeed Mag-Lev Train - Suggestions for Alternative Routing. That RCTC suggest that an alternative routing of the California -Nevada superspeed Mag-Lev from Las Vegas to Palm Springs to Orange County (along the Route 91 corridor) be considered. 14.
