Home My Public Portal About20071012 BB work sessionCOUNCIL WORK SESSION OCTOBER 12, 2007 1 CALL TO ORDER The October 12, 2007, "Brown Bag" Work Session was convened at 12:05 P.M. by President Pro Tempore Kevin Brown in the absence of Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Brown, Harvey, Klindt, Penfold, and Smith Absent: Crane, Ferguson Koon, Layton, and Medin A quorum was not present. DISCUSSION OF AGENDA ITEMS Consent Agenda: Human Resources Director Gail Strope distributed a copy of a memo and requested that a Consent Agenda item be added authorizing approval of the renewal of bids for insurance. No objections were voiced to the addition of this agenda item. 2007 -98 (council committees): Councilman Jim Penfold stated that Councilwoman Cindy Layton will offer a substitute Monday night to place the Storm Water Advisory Committee under the Public Works and Planning Committee rather than the Administration Committee. 2007 -95 (Open Burning informational ad): Councilman Jim Penfold stated he will offer a substitute which explains every portion of the petition language rather than just certain parts which he believes will more fully reflect it as educational rather than the city taking a position on the issue. 2007 -70 (budget bill): Finance Director Steve Schlueter explained the substitute bill as it reflects the directions of the city council at its last budget meeting. 2007 -91 (annexation bill): City Counselor Nathan Nickolaus stated staff would request that this be placed on the Informal Calendar to allow for more neighborhood meetings and the official public hearing before the bill is finally passed and the Plan of Intent finalized. Resolution RS2007 -28 (change order for modular furniture): Councilman Dan Klindt stated he believes the city should be able to have an office supply company draft up the specifications. Finance Director Steve Schlueter stated this might make it appear that company might have an advantage if they then bid on the project after they wrote the specifications.
