1. Call to Order.
2. Approval of February 1, 1989 and February 16, 1989 Minutes.
3. Public Comments.
9. Public Hearing on Unmet Transit Needs.
A public hearing to receive testimony on unmet transit needs
is scheduled. No action is required from the Commission at
this time.
5. Consent Calendar.
(All matters on the consent calendar will be approved in a
single motion unless a Commission/SAFE member requests
separate action on specific items.)
A. Reconciliation of the 1988 State Transportation
Improvement Program.
Authorize staff to work with SCAG to administratively
reconcile the FY 1989-93 Federal RTIP with the 1988
STIP.
B. D.J. Smith - Monthly Sacramento Report.
For information only.
C. Quarterly Financial Report.
Receive and file.
6. Consultant Selection for Performance Audit of the Riverside
County. Transportation Commission and Riverside County
Transit Operators.
The Finance and Budget Commission will meet prior to the
Commission meeting to develop recommendation(s).

7. SAFE - Callbox Coverage Revisited.
Review and discuss additional callbox coverage.
8.. Preliminary Screening of Light Rail Concept in Riverside.
Approve a sole source agreement with Art Bauer to conduct a
preliminary screening of light rail potential in Riverside
with costs to be split with the City of Riverside to a
maximum of $1,250. Transfer $1,250 from the Commission's
Contingency Account to the Professional and Services
Account.
9. Proposal to Seek Legislation to Increase TDA Funding to RCTC
(CVAG and Western County) for Transportation Planning.
Support legislation to increase TDA funding for
transportation planning from 2% to 3% subject to the
understanding that 50% of total revenues would be passed
through to CVAG and Western County area studies (or
organization).
10. Measure A Program Items.
A. Amendment to Contract with Parsons Brinckerhoff Related
to Route 91 Survey_ and Geotechnical Work.
Approve proposed amendment to contract with Parsons
Brinckerhoff for conceptual design studies for Route 91
from Magnolia Avenue in Riverside County to Route 57 in
Orange County.
B. Agreements with the State Board of Equalization.
Approve agreements with the State Board of Equalization
to: 1) cover costs for initial setup of the Measure A
tax collection program at costs not to exceed $175,000;
and, 2) administer collection of Measure A tax
revenues.
C. Advance Right-of-Wav Acquisition Agreement Between
Caltrans and RCTC.
Approve proposed agreement between Caltrans and RCTC
related to advance right-of-way acquisition subject the
understanding that some revisions related to form may
be made as it is reviewed by Caltrans attorneys.
Authorize the Executive Director and Chairman to
execute the revised agreement.
D. Report on Route 86 Project/Caltrans District 11.
Staff recommendation is for the Commission to: 1)
concur with the selection of CH2M Hill as the design

consultant for the portion of the Route 86 project
which it is funding; and, 2) authorize the Executive
Director to negotiate contracts or agreements with
Caltrans District 11 related to this project which
reserves the right for RCTC to assume project
development responsibility for the portion of the
project that it is funding.
E. Federal Aid Urban/Measure A Trade Proposal
Direct RCTC's Legal and Financial Advisors to review
the Technical Advisory Committee's (TAC) recommendation
and forward comments along with the TAC recommendation
to the Commission's Policy AdvisorykCommittees.
11. SCAG Related Items
A. Regional Planning Organizational Issues.
That the Commission endorse the creation of a SCAG
Intra-Regional Relations Task Force and support concept
of Senator Bergeson's proposed legislation as cited in
the staff report.
B. Other Items.
12. RCTC Office Lease.
Authorize the Executive Director to execute the proposed
office lease agreement for 5709 sq. ft. at 3550 University
Avenue.
13. RCTC/SAFE Budget Amendments.
Approve staff proposal for RCTC/SAFE budget amendments.
14. Authorization to Initiate Recruitment for Staff Analyst.
Approve staff proposal to initiate recruitment and establish
an eligibility list for the position of Staff Analyst.
15. Executive (Closed) Session.
A. Instruct Negotiators Regarding Acquisition of Property.
B. Compensation Package for Executive Director.
16. Adjournment.
The next meeting is scheduled to be held at 1:00 P.M., on
Wednesday, April 5, 1989, at the Riverside County
Administrative Center, 4080 Lemon Street, Riverside.
