We are pleased to advise you of the following important events that have taken place in the past
few months:
1) For the second year in a row, the Town Commission has lowered the tax rate. In addition, the
1984 bond issue has been refinanced which will result in a savings of over $80,000 and retirement
of the debt in 1997, a year earlier than originally structured.
2) Effective October 1 of this year, the City of Delray Beach assumed responsibility for both fire
protection and emergency medical services in Gulf Stream. The ten year agreement we have with
them represents a significant cost savings to the Town but more importantly, provides us with
better service. Delray Beach already provides our police dispatching and Emergency 911
services, so the 911 operators now will directly dispatch fire and emergency medical personnel
rather than transfer the call to another agency. Please note that because Delray Beach does not
provide hospital transport services, Bethesda Ambulance will continue to provide this service and
will be dispatched automatically by Delray Beach. As before, Bethesda will bill all transport
patients directly; however, there is no patient charge for Delray Beach's services.
3) As a result of changes in Solid Waste Authority policies and past pick up problems, a new system
has been developed for the collection of vegetative waste materials (yard trash). Effective
immediately, all yard trash will be picked up every Monday throughout the entire community. It
is no longer necessary to call County Sanitation to arrange pick-ups for yard trash. Please note,
though, that this regular pick-up applies only to vegetative waste materials. The placement of
yard clippings in plastic bags and boxes is permitted; however, bulk items such as appliances,
furniture, construction debris, and empty boxes are not Included and separate pick-ups must
be arranged with County Sanitation for their removal. All materials are to be placed at curbside
but no earlier than a day or two prior to the scheduled pick up day. Charges for this service will
continue to billed directly to the homeowner based on the amount of trash picked up. Back door
garbage pick up and recycling days remain the same.
County Sanitation has an exclusive franchise for all garbage and trash removal, with the exception
that you may use your lawn maintenance service to remove yard trash. If you use your lawn
maintenance service, all materials must be picked up within 24 hours. In an effort to keep Gulf
Stream the beautiful community we all want, curbside trash piles which sit longer than 24 hours
will be removed automatically by County Sanitation at the order of the Town and charged to the
property owner.

4) In September, we passed an ordinance to regulate more effectively the storage of boats and
recreational vehicles on residential property. The new ordinance requires that all stored vehicles
and boats stored on land be screened by a wall, fence or hedge so that they cannot be seen
from other properties or the street.
5) At the request of the North Ocean Boulevard Landscape Advisory Committee, a citizen group
formed last year to address the needs of the historic Al corridor, we have appropriated funds
to trim the Australian pines to improve their health and longevity. This will be done in concert with
the less extensive trimming to be conducted by the State sometime in the next few months.
6) Finally, town -wide water use for the fiscal year October 1991 through September 1992 was down
only slightly from the previous year. Everyone is again reminded to check their plumbing, and
irrigation systems in particular, to ensure water is not being wasted. The Town is under a state
mandate to lower water use and our first reporting date is at the end of the current fiscal year.
Over the next several months, the Town will undertake a number of new programs to assist in
achieving our goal.

PLEASE BE ADVISED OF THE FOLLOWING
The enclosed water bill reflects a rate increase which the City of Delray Beach (our water supplier) put into effect on
October 1. The increase has been passed on directly without any further mark up from the Town.
2. County Sanitation will provide a one-time, no cost Christmas Tree pick up on Tuesday, January 5. Please clean the
trees of all tinsel before placing them at the curb. The trees eventually will be ground into mulch which the Solid
Waste Authority will make available free to the public.
