Mayor
A Special Meeting of the Bal Harbour Village Council was held Tuesday,
Marcha, 1978 at 9:30 A.M. in the Village Hall.
Present: Messrs. Davis, Krez, Printup and Taplin
Absent: Mr. Beatty
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and William Berger, representing the Village Attorney.
Mayor Printup said the purpose of this meeting was to consider an
extension of the building moratorium in the Business District. Mr. Maley
explained that the first moratorium began May 31, 1977 and had been extended
for professional review. This review is not complete or adequate in his and
Mr.. Gold's opinion. It is on this basis that the manager is certifying to
the council that the need exists for an additional 120 day moratorium. Mr.
Maley then read

extending the moratorium for 120 days. Mr. Berger read Mr. Gold's legal
opinion and recommendation concerning an extension of the moratorium. Mr.
Weyersberg and Mrs. Rowe of the Bal Harbour Enviromental Protective Assoc-
iation requested that the moratorium be extended for 360 days to conduct an
polution study.
Questions were directed to Messrs. Boris Jramov and John Fernsler of Wallace
McHarg Roberts and Todd, who were being recommended for an additional zoninr
study. Mr. Stanley Whitman of the Bal Harbour Shops read a statement ohject.i,ntr
to the extension of the moratorium. After discussion, on motion of Mr. Davis,
seconded by Mr. Taplin and voted Resolution No. 2S6 was adopted.
Mr. Maley said he recommended that two firms be retained to do a final
Business District zoning study. Along with "apace Mcfarg Roberts and Todd
he would like to have the firm of Charles Kober & Associates. He said he had
talked to both firms and they have agreed to work together. Inasmuch as the
specifics had not been worked. out it was moved by Mr. Davis, seconded by Mr.
Taplin and voted that the appointments be deferred until March 28th.
Mayor Printup read a letter from Mrs Robert C. Graham, Sr, thanking the
the village for the flowers sent on the occasion of her 90th birthday.
On motion of Mr. Davis, seconded by Mr. Taplin, the meeting was adjourned
at 10:30 A.M.

the meetings of February 28, March 1L, and March 21, 1978 were approved as
submitted.
