A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE ACCEPTANCE OF THE MATRICULA CONSULAR AS A
VALID FORM OF IDENTIFICATION FOR PERSONS TRANSACTING CITY
BUSINESS AND AUTHORIZING THE CITY MANAGER TO ESTABLISH
POLICY GUIDELINES
WHEREAS, the Mexican government issues the identification cards known as
A~ "Matricula Consular," to residents living abroad who can prove Mexican citizenship; and
~`-' WHEREAS, the Matricula Consular identification card is now a state-of-the-art
photo ID with safeguards similar to those of driver's licenses and identification provided
in the United States; and
WHEREAS, the use of these identity cards is being accepted by a number of
agencies and entities in California-including City of Los Angeles, City of Santa Ana,
City of Oakland, the Alameda County Sheriff's, Los Angeles County as well as the Los
Angeles County Sheriff s; and
WHEREAS, major banking institutions-including Wells Fargo and Bank of
America are also recognizing the Marticula Consular as valid identification; and
WHEREAS, the City of Lynwood's Departments of Recreation and Community
Services, Community Development, and Finance and Administration all provide services
which require appropriate identification and in certain cases a photo ID; and
WHEREAS, the Mexican government has urged all 46 consulates in the United
States to generate greater acceptance of the Matricula Consular in the year 2002; and
~`p WHEREAS, the Mexican Consulate of Los Angeles has reported in the year of
+~ 2002, thus far, there have been approximately 400 cards issued per month to persons
living in Lynwood; and
WHEREAS, it is likely that cities across the country will be considering
recognizing the Matricula Consular as a valid form of identification; and
WHEREAS, the City Manager has prepared a policy of guidelines for city
departments to adhere to for the acceptance of the Matricula Consular as a valid
identification, and
WHEREAS, the City of Lynwood will accept the Matricula Consular
identification card for a period of six months, as a pilot program to assess the overall
effectiveness relative to city services.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES RESOLVE AS FOLLOWS:
Sectiori 1. That the Lynwood City Council does authorize the
acceptance of~the Matricula Consular as a valid form of identification for transacting city
business in accordance with the attached policy guidelines (Exhibit A) for a six-month
' period.

~--~ Section 2. This resolution shall take effect immediately upon its
adoption.

POLICY
FOR ACCEPTANCE OF MATRICULA CONSULAR
AS FORM OF IDENTIFICATION
For the purpose of providing city services to Lynwood residents that are not
United States citizens, but citizens of Mexico and do not possess valid
identification issued by the state of California, the City of Lynwood will accept the
official identification cards "Matricula Consular de Alta Seguridad" (MCAS) issued
by the Mexican Consulate The Matricula Consular identification cards shall be
accepted as valid identification by city departments that provide services that
require proof of residency and age.
The Matricula Con"sular identification cards are to be used for identification
purposes onlv The Matricula Consular identification card is not proof of leqal
residencv for United States citizenship, and fherefore does not extend any new
benefits to.undocumented immigrants
Presently there are two versions of the Matricula Consular identification card
(1) The new ID card that is currently being issued by the Mexican. Consulate
has enhanced security measures making it more difficult to falsify.
(2) T'he previously issued.Consular ID, that is laminated, will remain valid until
the expiration date on the card.
Each card provides the following information:
1. ~A photograph of the bearer of the card
2 Date of birth of the bearer of the card
3 Current place of residence of the bearer of the card
4. ~ Date of card~ expiration
The new Matricula Consular provides the following security features:
1. Green security paper, with special security pattern
2. "Advantage seal," with a Mexican Official seal that appears over the
bearer's picture that changes color from green to brown when seen
with natural lights
3. Infra Read band on the back of the MCAS ~ `
IMPLEMENTATION
The Finance and Administration Department will coordinate an in-house
workshop in which the Consulate General of Mexico of Los Angeles will be
invited to present the Matricula Consular and answer questions
Each Department Head shall issue notification and instruction to his/her staff
member of the contents for this policy.

~~ If any person believes that any employee of the City has failed to com I with the
requirements of this policy, the person may file a complaint with the Department
Head The Department Head shall investigate the complaint and shall report the
findings to the City Manager
Staff will receive a policy issued by the City Manager that indicates the City's
guidelines for the~acceptance of the Matricula Consular as valid identification for
persons seeking City services that require proof of residency and age.
1. The acceptance of identification cards issued by the Mexican Consulate
does not create any new rights that are enforceable through a civil action
so that a violation of the policy by failure or refusal to accept the
identification cards will not subject the City and/or its employees to liability
for monetary damages.
2. City departments are authorized to request additional information needed
to enable the departments to fulfill their responsibilities
3 City departments are not required to accept the identification if there is
reasonable belief that the identification card is counterfeit, altered, does
not belong to the holder, or contains inaccurate information
4. City departments are not required to accept the identification where
federal or state regulations or directives preempt city policy or where they
require the City to obtain other types of identifica#ion in order to qualify for
federal or state programs/funding.

EVALUATION
~ To assist #he City in evaluating the fiscal or operational impact of this particular
program, Department Heads are directed to keep track of the number of users of
Matricula Consular to access City services. An annual report shall be provided to
the City Council on this matter. This repo`rt is intended to assist the City Council
in making policy decision to expand, modify or terminate the program.
