Area.
Overview
Staff is recommending that the Commission approve the proposed amended FY
1995-96 FTA Section 9 Program of Projects for the San Bernardino -Riverside
Urbanized Area.
5C. 1996 Regional Transportation Improvement Program - Fiscal Years 1996/97 through
2002/03.
Overview
Staff is recommending that the Commission recommend SCAG to move forward with
their final approval of the 1996 RTIP.

6. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
6A. California Transportation Commission (CTC) Report.
Overview
This item is provided as information on actions taken by the California Transportation
Commission (CTC) at its meeting on April 30 - May 1, 1996. This report is provided
as a regular update on CTC issues and actions in order to inform RCTC of the votes
taken related to projects and issues of interest to Riverside County.
6B. Legislative Program.
Overview
Items included under this part of the agenda are the Sacramento Report from Smith-
Kempton, and the Washington Reports from David Turch and Cliff Madison. These
items are recommended to the Commission for approval as receive and file.
Additional information may be reported to the Commission by the Standing
Committee on Legislation, which meets prior to the beginning of the Commission
meeting. Actions may be requested on legislative positions or policy proposals
brought forward as recommendations from that committee.
6C. Selection of Washington, D.C. Lobbyist for FY 1996-97.
Overview
This item provides the Commission with information for consideration of extension
of the contract for lobbying services with a Washington, D.C. consultant, for FY
1996-97. This item requests RCTC approval of the extension of the contract through
June 30, 1997 for one consultant, as provided for in the RCTC FY 1996-97 Budget.
6D. Establishment of DBE Goals for RCTC in FY 1996-1997 and for the Yuma
Construction Project.
Overview
Staff is recommending that the Commission: 1) Continue the present DBE program
goal of 18.5% for FY 96-97; 2) direct Staff to follow RCTC's DBE program
requirements, as adopted by RCTC resolution #94-006, to publish and establish the
adopted program goal of 18.5% for FY 96-97; 3) adopt a project specific DBE goal
for the Yuma Interchange of 18.5%; and, 4) direct Staff to follow RCTC's DBE
program requirements when advertising and awarding the Yuma Interchange project.
6E. A "Think Piece" Concerning "Transcorp ".
Overview
During our January 10, 1996 meeting in Temecula, D.J. Smith presented an
excellent paper which suggests that our Commission should be open to toll roads as
a means of financing future transportation projects. The Commission may wish to
consider this concept during a future retreat.

6F. Adoption of the 1996 STIP and the Related Impacts of Proposition 192.
Overview
This item is provided as a status report of the 1996 State Transportation
Improvement Program (STIP) adoption and the related funding impacts of Proposition
192. This item is recommended to the Commission for receive and file.
6G. Clarification of Policy Issues Related to CVAG Regional Arterial Program.
Overview
RCTC staff and Board members have been in communication to work out acceptable
clarifications of policy issues related to the CVAG Regional Arterial Program. Since
the CVAG Executive Committee will not meet until April 29th, the final language
which CVAG is expected to request as clarification is not yet available for this agenda
material. It will be included in the agenda packet material for RCTC's May 8, 1996
meeting.
6H. Norco Loan Request.
Overview
Staff is recommending that the Commission approve the Norco loan request and
authorize the Executive Director to execute a loan agreement in substantial form as
attached, subject to negotiation of final terms.
61. Recurring Contracts-96/97 Proposed Budget.
Overview
Staff is recommending that the Commission approve the list of recurring contracts
and authorize the Executive Director to -execute contract not to exceed the listed
amount and subject to Legal Counsel review.
6J. Citizen Member Alternate Recommendation. -
Overview
Citizen Member Alternate Selection Committee is recommending that the Commission
appoint Dr. Michael Barry as the Citizen Member Alternate.
6K. RCTC Committee and Commissioner Representation on Various Agency Boards and
Committees.
Overview
This item is being placed on the agenda to allow discussion and reappointments to
the Committees of the Commission such as the Budget and Finance Committee,
Legislative Committee, Property Committee, and the Personnel Committee. In
addition to Commission Committees, representation on various agency
boards/committees will be discussed and reappointed.

6L. Special Meeting.
Overview
This is to determine whether the Commission wish to schedule a special meeting
similar to the one held last year.
6M. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission.
6N. Recommendation on Executive Director Contract, Staff Position Changes and Salary
Adjustment
Overview
The Personnel Committee is recommending that the Commission:
1. Approve the contract of the Executive Director. Changes from the previous
contract are:
A. the term of the contract would be three years;
B. as allowed by State law, provide for severance payment for the remaining
term and additional PERS service credits;
C. include a clause that in the event of criminal conviction or wilful
negligence by the Executive Director, the Executive Director would not be
entitled to severance benefit; and,
D. any salary adjustment would commensurate with adjustment for RCTC
staff;
2. Approve staff position changes:
A. retitle the Controller to Chief Financial Officer;
B. adjust the salary of the Office Services Manager/Clerk of the Commission
at parity with Assistant Director;
C. retitle the Staff Analyst III and Senior Staff Analyst to Program Manager
Land II, respectively, and authorize one additional Program Manager II
position;
D. retitle the Property Technician to Property Agent and adjust the salary
from $2990-3635 to $3340-3877. There was unanimous vote on the
title change and a 2-1 vote on the salary change (Ceniceros/Kelly - yes;
Clifford - no); and,
3. Approve FY 96-97 salary adiustment for RCTC staff:
Approve a 5% salary adjustment. This was a 2-1 vote (Ceniceros/Kelly - yes;
Clifford - no).
7. HIGHWAYS/LOCAL STREETS AND ROADS.
7A. Status Report on Route 71; Meeting of Elected Officials.
Overview
Commissioners Alex Clifford, John Tavaglione, and Tom Mullen will provide a report
of the April 19, 1996 meeting of federal, state, and local elected representatives of
Riverside and San Bernardino counties regarding Route 71 issues. Possible actions

by RCTC following discussion might include authorization to Chairman Clifford, staff,
and Counsel to participate in focused discussions with SANBAG leading toward
creation of a joint powers agency to address Route 71 issues.
7B. Further Consideration of Caja/co Corridor Study.
Overview
Staff is recommending that the Commission request WRCOG to have Parsons
Brinckerhoff perform a model run assuming connection of Cajalco Corridor to the
Eastern Corridor tollroad in Orange County. The alternative Comprehensive
Transportation Plan scenario to be so modeled should be left to consideration of the
local agencies' technical group providing guidance to Parsons Brinckerhoff on the
CTP.
7C. Increase in Contract Amount -for C.A. Rasmussen to Construct the Route 79 Lamb
Canyon and Gilman Springs Grade Separation Project and Authorization to Bid Work
for Rock Fall Mitigation in Lamb Canyon.
Overview
Staff is recommending that the Commission: 1) Authorize an increase in the Contract
amount with CA Rasmussen to a value of $20,197,300; 2) direct staff to take the
appropriate action to recover the $116,700 that is believed to be attributable to errors
and omissions of the Design Engineer; and, 3) direct staff to prepare a bid package
and advertise the work required to mitigate the possible rock fall problem in Lamb
Canyon. The bids are to be evaluated by staff and brought back to the Commission
with a recommendation for award to the successful bidder.
8. TRANSIT/RIDESHARE/PARK-N-RIDE/BICYCLE.
8A. Unmet Transit Needs Hearing Testimony and Responses.
Overview
The Commission held three public hearings during January and February to identify
"unmet transit needs" in Riverside County. Comments from 53 individuals were
received and considered by the appropriate transit operator. The Commission's
Citizens Advisory Committee/Social Service Transportation Advisory Council reviewed
the requests and responses at their meeting on April 22 and recommend approval of
the responses and adoption of Resolution No. 96-02 finding that there are no unmet
transit needs that are reasonable to meet in the Palo Verde Valley area.
8B. Quick Charge Program Request for Proposal.
Overview
The Mobile Source Air Pollution Reduction Review Committee has issued a request
for proposals under its Quick Charge Program. The proposal includes minimum
requirements for participation by local agencies who seek funding to develop electric
vehicle infrastructure. A county minimum funding level has been set at $150,000.
Western Riverside Council of Governments' interest in seeking Quick Charge funding
raises a policy question regarding which agency, RCTC or WRCOG, should take lead
responsibility for the development and submittal of a proposal. Quick Charge Program
staff will make a brief presentation at the meeting. Staff will report progress to date
in working with WRCOG to prepare a coordinated proposal.

9. CONGESTION MANAGEMENT
9A. Amendment to Resolution No. 96-01 - Riverside County Transportation Improvement
Program FY 1996-2003 Financial Plan Resolution No. 96-01.
Overview
Minor changes have been made to some projects in the 1996 TRIP which require
adjustments to the amounts shown in the financial plan. This item amends the 1996
RTIP financial plan for Riverside County to reflect updated numbers.
10. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE).
10A. Contract Award for Freeway Service Patrol Tow Truck Service.
Overview
The Riverside County Service Authority for Freeway Emergencies (RC SAFE)
advertised a Request for Proposal to contract for tow truck service for the Freeway
Service Patrol (FSP) program on four selected segments or beats in Riverside County.
Bids were due and opened on April 8, 1996, and a selection committee conducted
site visits on three firms who submitted proposals.
11. COMMUTER RAIL.
11 A. Riverside/San Bernardino Counties Metrolink Station Pairing for Transit Connections.
Overview
Staff is recommending that the Commission authorize Schiermeyer and Associates
to initiate the proposed analysis, charging one-half of the costs to RCTC.
11B. Amendment to SCRRA Joint Powers Agreement.
Overview
When the Southern California Regional Rail Authority was established in 1991, the
five members (LAMTA, OCTA, SANBAG, RCTC, VCTA) agreed that administrative
staff be provided by LAMTA for the Metrolink Program for the first seven years. After
this time period, current MTA staff working on the Metrolink Program would become
SCRRA employees. It is now being proposed that this change occur.
12. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.
12A. Consent Calendar - Administrative/Financial Items.
12A1. Commission Owned Surplus Property.
Overview
The Property Development Committee and staff are recommending that
the Commission authorize staff to take the necessary steps .to: 1) Notice

the public agencies of the "Intention to Sell" Pierce & Ferguson
properties, and to retain a sales agent to market the properties; and/or,
2) pursue possible joint development opportunities.
12A2. RCTC Office Space.
Overview
The Property Development Committee and staff are recommending that
the Commission: 1) Direct the Executive Director to proceed with a two-
year lease with Riverside Commercial Investors for the Caltrans space at
$1.45/sq. ft., no CPI increase, and with the understanding that
improvements to the space be at no cost to the Commission; and, 2)
review office needs next year.
12A3. Monthly Cost & Schedule Reports.
Overview
Presented are material that depicts the current costs and schedule status
of contracts reported by routes, commitments, and cooperative
agreements executed by the Commission. For each contract and
agreement, the report lists the authorized value approved by the
Commission, percentage of contract amount expended to date, -and the
project expenditures by route with status for the month ending March 31,
1996. This item is for receive and file.
12B. Consent Calendar - Highways/Local Streets and Roads.
12B1. Approval of Amendment 2 to the Agreement RO-9522 with the County
of Riverside to Perform Survey and Material Testing, Services for the
Route 79 Lamb Cannon and Gilman Springs Grade Separation Project.
Overview
Staff is recommending that the Commission authorize approval of
Amendment 2 to Agreement RO-9522 to increase the total contract
amount to $758,696.43:--.An additional $20,000 will be placed in extra
work to address any final project close out needs relating to survey and
material testing. A standard contract amendment will be used for this
contract change.
12C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle.
12C1. Section 16 Local Review Committee.
Overview
Staff is recommending that the Commission designate an Ad -Hoc
Committee of the Commission's Citizens Advisory Committee/Social
Service Transportation Advisory Council as the Section 16 Local Review
Committee.

12C2. Request for Measure A Specialized Transit Funds from the City of
Corona.
Overview
Staff is recommending that the Commission allocate $49,385 in Measure
A Specialized Transit funds to the City of Corona as capital matching
funds for the purchase of four vehicles.
12C3. SB 821 Extension Request - County of Riverside.
Overview
The County of Riverside requests that the Commission consider an one
year extension for its FY 1993-94 SB 821 funded Santa Ana River
Bikeway Phase IIIB Class I Bike Path construction project. The County
has experienced delays with the obligation of Federal TEA funds for which
the SB 821 funds were provided as a local match. The Federal TEA funds
are expected to be obligated within the next 3 - 6 months. Staff
recommends that the Commission grant the County's request for an one
extension to June 30, 1997, for this project.
12C4. Resolution of Support for an Intelligent Transportation System
Demonstration Project.
Overview
Staff is recommending that the Commission adopt Resolution No. 96-03
supporting application to the Federal Transit Administration for a Transit
Intelligent Transportation System Demonstration Project on behalf of the
Riverside Transit Agency.
12C5. FY 96/97 Commuter Assistance Program Discussion and Budget
Consideration.
Overview
Based on guidance received from the Commission at its April 1996 meeting
regarding rideshare issues at the state, regional and local levels, this follow-
up agenda item documents the Commission's conclusions. In addition, it
provides a summary review of the Commission's FY96/97 Commuter
Assistance Program by project and includes an incentive project cost
analysis chart to assist the Commission's in its review of the Program.
12D. Consent Calendar - Congestion Management.
12D1. STP/CMAQ Call for Projects for FY 1997-1999.
Overview
This item is provided as information about the current call for projects for
the Surface Transportation Program/Congestion Mitigation and Air Quality
(STP/CMAQ) Discretionary Funding Programs for Riverside County, for
Federal FY 1997 - 98 and FY 1998 - 99. This item is presented to the
Commission for receive and file.
