A RESOLUTION OF THE LYNWOOD CITY COUNCIL
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WI'Y'H
NINYO AND MOORE TO CONDUCT A HUNIAN I~EAL'~II ~2ISK
ASSESSMENT AT THE LYNWOOD SPRINGS SITE AS PAR'd' OF
T'HE BROWNFIELDS DEMONSTRATION ASSESSMENT PILOT PROGRAM
WHEREAS, The City of Lynwood received the Environmental Protection Agency
(EPA) Brownfields Demonstration Assessment Pilot Program Grant in the amount of
$200,000, and
WHEREAS, The primary purpose of the grant is to be able to characterize and
assess environmental conditions at selected sites and to put into place a plan for the city
or a potential developer to carry out any necessary cleanup activities, and
WHEREAS, The next major task associated with the approved work plan of this
grant for_the Lynwood Springs Site is to conduct a Human Health Risk Assessment, and
WHEREAS, Ninyo & Moore is being selected as the consultant to complete this
project based upon. desired qualifications and economic efficiency; and
WHEREAS, The approximate cost for the study is $28,OOO~and the EPA will fully
reimburse the City of Lynwood for these grant-approved expenditures
NOW, THEREFORE, THE C(TY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS
Section 1. The City Manager or his designee' is authorized to carry out any
necessary transactions as so ordered by this resolution
~ Section 2. That the City Council authorize the Mayor to execute an

, ~ agreement with Ninyo and Moore to conduct a Human Health Risk Assessment at the
~ ' ' Lynwood Springs Site

Section 3. That the City Council authorize the City Manager to obligate the
necessary funding to compfete this study by the end of the grant term to prevent
compromising funds
Section 4. This resolution shalf take effect immediately upon its adoption
PASSED, APPROVED, AND ADOPTED this 23rd day of October, 2002
