Subject: Price and Population Information Appropriations Limit The Calffomia Revenue and Taxation Code, Section 2227, mandates the Department of Finance (Finance; to t.ansmit a.. estimate of the per~.entage change in population to local gcremments. Each local jurisdiction uses their percentage change in population factor for January 1, 2002, in conjunction with a change in the cost of living, or price factor; to calculate their appropriations limit for fiscal year 2002-03. Enclosure I provides the change in California's per capita personal income and an example for utilizing the price factor and population percentage change factor to calculate the 2002-03 appropriations limit. Enclosure II provides city and unincorporated county population percentage changes, and Enclosure IIA provides county and incorporated areas population percentage changes. The population percentage change data excludes federal and state institutionalized populations and military populations, as noted. Population Percent Change for Special Districts Some special districts must establish an annual appropriations limit. Consult the Revenue and Taxation Code, Section 2228, for the various population options available to special districts to assess population change in their district. Article XIII B, Section 9, of the State Constitution exempts certain special districts from the appropriations limit calculation mandate. Special districts required by law to calculate their appropriations limit must present the calculation as part of their annual audit. No State agency reviews the appropriations limit. Population Certification The population certification program applies only to cities and counties. Revenue and Taxation Code 11005.6, mandates Finance to automatically certify any population estimate that exceeds the current certified population with the State Controller's Office. Finance will certify the higher estimate to the State Controller by June 3, 2002. Address questions about the price and population data to the Demographic Research Unit at (91fi) 323-4086. Sincerely, (a ~ r • ~ - O IILJ, u ~~ B. TIMOTHY GAGE Director ~ ~ ~ ~ ~ Enclosure OF LrNwooD May 1 ~ 2002 Enclosure I A. Price Factor: Article XIII B specifies that local jurisdictions select their cost-of-living factor to compute their appropriation limit by a vote of their governing body. The cost of living factor provided here is per capita personal income. If the percentage change in per capita personas income is selected, the percentage change to be used in setting the 2002-2003 appropriation limit is: Per Capita Personal Income Fiscal Year Percentage change (FY) over prior year 2002-2003 -1.27 B. Following is an example using sample population change and the change in California per capita personal income as growth factors in computing a 2001-2002 appropriations limit. 2002-2003: Per Capita Change = -1.27 percent Population Change = 1.83 percent Per Capita converted to a ratio: -1.27 + 100 = 0.9873 100 Population converted to a ratio: Calculation of factor for FY 2002-2003: 1.83±100 = 1.0183 100 0.9873 x 1.0183 =1.0054 .~. .r Enclosure II Mnuai Percent Change in Population Minus Exclusions (•) January 1, 2001 to January 1 , 2002 and Total Population January 1, 2002 Total County Percent Chanas - Population Minus Exclusions - Population City 2001-2002 1-1-01 1-1-02 1-1-2002 LA HABRA HEIGHTS 2.26 5,804 5,935 5.935 LAKEWOOD 1.39 80,263 81,376 81,376 LA MIRADA 1.34 47,303 47,935 47,935 LANCASTER 2.30 116,384 119,060 123,147 LA PUENTE 1.42 41,561 42,153 42,153 LA VERNE 1.54 32,020 32,512 32.512 LAWNDALE 1.34 32,062 32,491 32.491 LOMITA 1.59 20,270 20,593 20,593 LONG BEACH 1.34 466,860 ~ 473,131 473,131 ~ LYNWODD 1.46 70 729 71 765 71 765 MALIBU 1.95 12,799 13,048 13,048 MANHATTAN BEACH 2.70 34,542 35,475 35,475 MAYWOOD 1.41 28.413 28,813 28,813 MONROVIA 1.55 37,382 37,960 37,960 MONTEBELLO 1.41 62,862 63,750 63,750 MONTEREY PARK 2.05 61,371 62,629 62,629 NORWALK 2.18 103,139 105,389 106,650 PALMDALE 3.29 119,771 123,717 123,717 PALOS VERDES ESTATES 1.89 13,502 13,757 13,757 PARAMOUNT 1.44 55,903 56,710 56,710 PASADENA 2.50 135,448 138,839 138.839 PICO RIVERA 1.57 64,159 65.168 65.168 POMONA 1.45 151,100 153,264 153,939 RANCHO PALOS VERDES 1.42 41,728 42.322 42,322 REDONDO BEACH 2.32 64,165 65,656 65,656 ROLLING HILLS 1.05 1,896 1,916 1,916 ROLLING HILLS ESTATES 1.59 7,794 7,818 7 91B ROSEMEAD 1.40 54,528 55,289 55.289 SAN DIMAS 1.43 35,440 35,947 35,947 SAN FERNANDO 1.41 23,892 24,230 24.230 SAN GABRIEL 1.56 40,322 40,950 40.950 SAN MARINO 1.54 13,079 13,281 13.281 SANTA CLARITA 2.93 153,776 158,289 158.289 SANTA FE SPRINGS 1.78 17,628 17942 17942 SANTA MONICA 2.88 85,489 87,954 87,854 SIERRA MADRE 1.52 10,692 10,855 10.855 SIGNAL HILL 3.25 9,620 9,933 9,933 SOUTH EL MONTE 1.53 21,387 21,715 21,715 SOUTH GATE 1.72 97,492 99,172 99,172 SOUTH PASADENA 1.42 24,603 24,952 24.952 (') Exclusions include residents in state mental institutions, federal military installations, and state and federal correctional institutions.
