NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T & M Associates for the above described engineering services, as outlined in T & M's proposal dated August 7, 2007, at a total cost not to exceed $6,500.00 is hereby approved; 2. This action is approved as an award of a professional services contract pursuant to N.J.SA 40A:II-5(1)(a) iu accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and T & M Associates. At this time, the majority of work on the Pond Renovation project is complete. Other than wildlife signage and the dedication plaque, only punchlist items remain. Accordingly, our financial review of the renovation project shows the project will be approximately $200,000 under budget. Therefore, these funds are available for new walkway lighting. 1.0 Proposed Improvements As discussed, it is understood the Borough is interested in installing new decorative Borough style streetscape lighting at Carteret Park, specifically around the perimeter of the pond, to replace PSE&G pole mounted cobra head lighting that was removed prior to the recent pond renovations. Using the standard Borough streetscape light pole and fixture, we estimate approximately 16 to 20 lights will be necessary to circle the pond. As in the Waterfront Park Phase II design, we envision the lights will be installed at 75 feet on center and will be placed outside of the walkway. We fUlther anticipate the electric service for the new lights will run from Carteret Avenue and connect to the existing Borough Street Light System. If PSE&G does not permit connection to the street light system because the park lights will be outside of the ROW, the electric service will be connected to the Recreation Building Service. The total estimated construction cost for the project is approximately $ 125,000. As discussed and agreed, the project design will be completed and added as a formal Change Order to the Pond Renovation Contract currently held by V &K Contracting. V &K Contracting has verbally agreed to the contract change. 2.0 Scope of Services Based on the above scope of work, we will provide the following engineering design and construction inspection administration services for the project: I. We will prepare base maps for the project. 2. We will conduct a site visit to check for changed conditions on the base map as a result of the pond renovation project. 3. We will evaluate existing PSE&G electric service conditions and consult with PSE&G regarding our design plans. 4. We will prepare final engineering plans and technical specifications for the proposed lighting and to support V&K Change Order. We anticipate that the following plans will be required, along with the technical specifications: . Existing Conditions Plans (30 scale) . Construction Plans (30 scale) . Construction Details 5. Upon completion of final engineering plans, a construction cost estimate will be prepared. 6. Upon completion and approval of the final design documents by the Borough, T &M Associates will provide the documents to V &K contracting and solicit a cost proposal. We will review the quote provided by V &K, review same, and prepare a formal Change Order for the additional work. Once the Change Order is approved by the Borough we will instruct V &K to proceed with the work. 8. We will provide construction administration services, including review of shop drawings, review and preparation of contractor payment certifications and change orders, and part-time construction observation. 3.0 Summary of Fees and Schedule The fees for the scope of work listed above are summarized as follows.
