A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DENYING GENERAL PLAN AMENDMENT NO.
2002-04, THAT THE GENERAL PLAN LAND USE MAP BE
'°~"` ~ AMENDED FROM SINGLE-FAMILY RESIDENTIAL TO
MANUFACTURING FOR THE PURPOSE OF DEVELOPING
A VEHICLE TOWING AND IMPOUND YARD ON CITY
OWNED PROPERTY COMPRISED OF THREE (3) VACANT
LOTS LOCATED ON THE EAST AND WEST SIDES OF
ESTHER STREET, SOUTH OF LYNWOOD ROAD, NORTH
GF CEDAR AVENUE, WEST OF STATE STREET, AND
EAST OF BELLINGER STREET, FURTHER DESCRIBED
AS ASSESSOR PARCEL NUMBERS 6169-014-903, 6169-
016-900 & 6169-016-901, MODJESKA ACRES, CITY OF
LYNWOO~, CALIfORNIA.
WHEREAS, the Lynwood City Council, pursuant to law, on February 4, 2003
conducted a public hearing on General Plan Amendment No 2002-04, and
WHEREAS, th.e Pianning Commission of the City of Lynwood, pursuant to law, on
January 14, 200~ , r~eld a put~iic hearing on General Plan Amendment No 2002-04, and
,' WHEREAS, the Lynwood Planning Commission, pursuant to law, on December
~ ~ 10, 2002 held a public hearing on General Plan Amendment No 2002-04 and continued
~--- the item to the next regular meeting, and
WHEREAS, the Lynwood City Council has carefully considered all pertinent
testimony offered at the public hearing; and
WHEREAS, the Lynwood City Council has determmed that amending the General
Plan Land Use Map from Single-Family Residential to Industrial to develop and operate a
vehicle towing and impound yard is not appropriate for the subject properties and would
not be consistent with the goals, poliaes and of the General Plan, and
WHEREAS, the Community Development Department has determined that the
proposal is may ha~e substantial environmental impacts as indicated in an Initial Study ~
that was performed pursuant to the California Environmental Quality Act (CEQA) as '~__
amended, and

Section 1. The City Council of the City of Lynwood hereby finds and determines
as follows~ r
A. Amending the Lynwood General Plan Land Use Map from Single-Family
" Residential to Industrial to develop and operate a vehicle towing and
impourid yard would not be consistent with the residential properties
_„ adjacent to the subject property and in the vicinity
B. The aroposed general plan amendment would be inconsistent with goals
and policies set forth in the Lynw~od General Plan

C An Industrial General Plan Land Use designation may be detrimental to the
properties surrounding the site and may negatively impact the public health,
safety, or general welfare.
D. The proposal to develop and operate a vehicle towing and impound yard
may have significant impacts on the environment pertaming to land use and
planning, geological problems, water, transportation/circulation, hazards,
noise, aesthetics, and mandatory findings of significance
Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations, hereby DENIES General Plan Amendment
No 2002-04, and therefore denies changing the land use designation for the sub~ect
properties from Single-Family Residential to Industrial
PASSED, APPROVED and ADOPTED on the 4th day of February , 2003
