Overview
Staff is recommending that the Commission: 1) Adopt the SCRRA (Metrolink) FY 1996/97
Preliminary Budget, subject to revisions reflecting desired service levels; and, 2) authorize
SCRRA's expenditure of $4,724,206 of RCTC local funds, including payments up to
$3,200,000 to the SCRRA during FY 1996/97
6. PUBLIC HEARING.
6A. 1996/97 Proposed Budget.
Overview
Staff is recommending that the Commission hold a public hearing and adopt the
proposed FY 1996/96 Budget.
7. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
7A. Draft Update of Measure A Strategic Plan.
Overview
Staff is recommending that the Commission: 1) Receive the Draft Update of
Measure A Strategic Plan following an overview presentation by staff; 2) direct
staff to forward copies of the draft document to WRCOG, CVAG, and Caltrans

for their review and comment on specific items or issues, such as the revenue
assumptions used to develop the draft, and identified by Commissioners at the
meeting; and, 3) continue the item to the Commission meeting in August at
which adequate time should be scheduled to allow for extensive discussion of
the Draft Plan and comments received from WRCOG, CVAG, Caltrans and others,
in order to approve a Measure A Highway and Rail Program Strategic Plan
to be used by the Commission and its staff to guide their development of
future budgets, STIP proposals, and project delivery work.
7B. Legislative Program.
Overview
Items included under this part of the agenda are the Sacramento Report from Smith-
Kempton and Cliff Madison, Washington, D.C. These items are recommended to the
Commission for approval as receive and file.
Additional information may be 'reported to the Commission by the Standing
Committee on Legislation, including SB160 which meets prior to the beginning of the
Commission meeting. Actions may be requested on legislative positions or policy
proposals brought forward as recommendations from that committee.
7C. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission.
8. HIGHWAYS/LOCAL STREETS AND ROADS.
8A. Request to Forgive Measure A Loan to City of Perris for State Route 74 (4th Street)
Widening Project.
Overview
Staff is recommending that the Commission approve forgiving Perris loan for Route
74, subject to the following: 1) RCTC should have Letters of Valuation prepared for
each of the remnant parcels jointly owned by RCTC and the City of Perris, with the
exception of those parcels currently developed as "pocket parks"; 2) if Perris'
contribution toward loan principal is less than its equity interest in such remnant
parcels, Perris should be required to relinquish its interest to RCTC as a condition of
forgiving the loan; and, 3) Perris should be required to accept RCTC's equity interest
in remnant parcels currently developed as "pocket parks" as a condition of forgiving
the loan.
8B. Award of the Construction Contract for the Yuma Interchange Project.
Overview
Staff is recommending that the Commission: 1) Approve award of the construction
contract to the lowest qualified bidder identified by the bid evaluation team; and, 2)
that the Commission establish a 10% contingency fund for the project for change
order work to be exercised with the written authorization of the Executive Director.

8C. Dynamic Capacity Technology.
Overview
Barrier Systems Inc. is marketing a computer controlled system for moving traffic
separation barriers as a potential means of providing dynamic capacity on highway
corridors and have provided a seven minute film to enable the Commission to visualize
operations of its dynamic capacity technology.
8D. Status Report on Route 71/91 Meetings with SANBAG.
Overview
The Bi-county Project Development Team met twice during the last month and
developed a short list of six consulting firms from which Statements of Qualifications
were solicited and received.
9. TRANSIT/RIDESHARE/PARK-N-RIDE/BICYCLE.
9A. FY 1997-2003 Short Range Transit Plan.
Overview
The FY 1997-2003 Short Range Transit Plans for the eight county bus operators and
Commuter Rail are presented for the Commission's review and approval. Staff has
reviewed the plans of the operators for compliance with the unmet transit needs
responses, reasonableness of estimated cost and ridership increases, compliance with
fare revenue to operating cost ratio requirements, and justification for capital projects.
9B. Request from RTA to Reprogram Local Transportation Funds.
Overview
The Riverside Transit Agency has identified $148,308 in excess local transportation
capital funds left over from completed capital projects. They are requesting
Commission's approval to reprogram these funds to new capital projects. Staff is still
in the process of reviewing the request for new capital projects and, as such, will
provide a final report at the Committee meeting.
10. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE).
10A. Call Box System Expansion and In -Fill.
Overview
The SAFE Board authorized staff to pursue an evaluation on possible call box
expansion and/or in -fill to Riverside County's call box system at its meeting on
September 13, 1995. TeleTran Tek Services, our call box consultant, has identified
fifty-four possible sites for additional call boxes, plus staff is recommending call boxes
be installed at the La Sierra and West Corona Metrolink stations.

10B. Proposed Phase II - FY 1996-97 Callbox Traffic Monitoring Program.
Overview
RCTC/SAFE approved Phase I of the Callbox Traffic Monitoring project for deployment
in 1995-96. The Phase I effort is nearly complete and staff is recommending
RCTC/SAFE Board approval of Phase II of the project. Additionally, there is a
recommendation to fund the preparation of a federal funding application to support
Phase III of the Callbox Traffic Monitoring project and an Intelligent Transportation
Systems (ITS) deployment integrating a data communications link between allied
police and fire agencies.
1 1. COMMUTER RAIL.
11 A. San Jacinto Branch Line Track Upgrade Study.
Overview
This item is before the Commission to amend the contract with Boyle Engineering
Corp. to conduct the study necessary to improve freight service along the San Jacinto
Branch Line at a cost not to exceed $200,000 including contingencies for extra work.

12. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.
12A. Consent Calendar - Administrative/Financial Items.
12A1. Participation with University of California, Riverside, College of
Engineering, Center for Environmental Research and Technology in
Planning, Programming and Project Development Activities.
Overview
Staff is recommending that RCTC participate with CECERT as a Public
Agency Affiliate with a one-time nonspecific purchase of full access to
CECERT's ongoing research and development efforts for $25,000 making
appropriate provision, therefore, within the FY 1996-97 Budget.
12A2. Coalition for Clean Air Sponsorship.
Overview
Staff is recommending that the Commission should authorize $250 to
sponsor the Coalition for Clean Air General Membership meeting.
12A3. Approval of Associate Membership Dues in CALCOG for FY 1996-97.
Overview
This item provides the Commission with information for consideration of
associate membership in the California Association of Councils of
Government (CALCOG) for FY 1996-97 and approve the membership
dues, up to $4800.00, as provided for in the RCTC FY 1996-97 Budget.

12A4. FY96/97 Professional Services Contract with Geographics.
Overview
Over the past several years, the Commission has worked extensively with
the Riverside based firm of Geographics for a wide variety of public
relations and marketing projects. Based on performance and cost factors,
staff seeks Commission approval to enter into a FY96/97 professional
services contract with Geographics.

12A5. California Transportation Commission (CTC) Report.
Overview
This item is provided as information on actions taken by the California
Transportation Commission (CTC) at its meeting on June 4 - 5,1996.
This report is provided as a regular update on CTC issues and actions in
order to inform RCTC of the votes taken related to projects and issues of
interest to Riverside County.
12A6. Upcoming FY 96-97 Conferences.
Overview
Staff is recommending that the Commission approve: 1) The list of
conferences; and, 2) attendance of up to two Commissioners/conference.
12A7. Filing Shirley Medina's Shoes During Maternity Leave.
Overview
Staff is recommending that the Commission authorize the Executive
Director to negotiate a personnel services agreement with SCAG for up
to four months, for a cost not to exceed $27,100 to help "fill Shirley's
shoes" during the period of reduced work hours and maternity leave. The
Personnel Committee will meet prior to the Commission meeting. This
item will be pulled from Consent Calendar if their recommendation is
different from staff.

Overview
For your review is the Investment Portfolio Report for quarter ending
March 31, 1996. This item is for receive and file.

12A9. Quarterly Financial and Cost & Schedule Reports.
Overview
Presented are Combining Statements of Revenues and Expenditures and
changes in fund balances (unaudited) and the Highway and Rail Projects
Quarterly Budget Report for the quarter ending March 31, 1996. Also
attached is the cost and schedule status of the Measure A contracts. The
contracts are segregated by Measure A Plan Category and includes
highway, rail and other plans and programs. The cost information
includes Commission authorized funds to date, contractual commitments
to date, current monthly expenditures, and total expenditures to date.
The cost and schedule reports are through the month ending April 30,
1996 prepared by Bechtel Civil, Inc. This item is for receive and file.
126. Consent Calendar - Highways/Local Streets and Roads.
12B1. Approval of Amendment 2 to the Agreement RO-9522 with the County
of Riverside to Perform Survey and Material Testing Services for the Route
79 Lamb Canyon and Gilman Springs Grade Separation Proiect --
Correction of Total Approved Amount from May Commission Meeting.
Overview
Staff is recommending that the Commission authorize approval of
Amendment 2 to Agreement RO-9522 to increase the total contract
amount to $808,696.43. An additional $20,000 will be placed in extra
work to address any final project close out needs relating to survey and
material testing. A standard contract amendment will be used for this
contract change.
1262. Amendment to FY 1995-96 Measure "A" Capital Improvement Plan for
the County of Riverside.
Overview
The Measure "A" Ordinance requires each recipient of streets and roads
monies to annually provide to the Commission a five year plan of how
those funds are to be expended in order to receive disbursements for local
streets and roads. Any subsequent additions, deletions, or substitutions
to the approved Plan must also be approved by the Commission. The
County of Riverside is requesting Commission approval to amend their
previously approved FY 1995-96 Plan.
12C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle.
12C1. Management Letter Comments on RTA and SunLine.
Overview
For review are the management letter comments from Ernst & Young on
the Riverside Transit Agency and the SunLine Transit Agency. Staff is
recommending that the Commission receive and file SunLine Transit
Agency's management letter and defer action on Riverside Transit
Agency's management letter until final disposition by their Board.

12C2. Measure A Specialized Transit RFP Evaluation Recommendations.
Overview
A request for proposal was distributed regarding the availability of
Measure A Specialized Transit funds for services available to seniors,
persons with disabilities and the truly needy. An Evaluation Committee
has reviewed the proposals and the Commission is requested to approve
allocations of Western County Measure A Specialized Transit funds for
non-profit operators for the 1997 fiscal year.
12C3. Minimum Fare Revenue Ratio for the Riverside Transit Agency and
SunLine Transit Agency.
Overview
The Riverside Transit Agency and the SunLine Transit Agency serve both
urbanized and non -urbanized areas of Riverside County. Therefore, their
minimum required fare revenue to operating expense ratio required by
State Law falls somewhere between the 10% requirement for non -
urbanized area service and the 20% requirement for urbanized area
services. The Commission is responsible for calculating the intermediate
ratio and this agenda item is requesting approval of the ratios for FY
1996-97.
12C4. Third Quarter/FY 96 Transit Operations Report.
Overview
Staff presents the County -wide public transportation ridership, operating
and financial information for the third quarter of fiscal year (FY) 1996,
January 1 through March 31, 1996 in this report for receive and file.
12C5. FY 1996/97 Measure A Commuter Assistance Buspool Subsidy Funding
Continuation Requests.
Overview
Staff has received requests from three buspools currently supported by
the Commission's Buspool Subsidy Policy for another year of funding
support. The Buspool Subsidy Policy provides a $1,175 ($25/seat/bus)
monthly subsidy using Measure A Commuter Assistance funds to support
buspools used by Riverside County residents. Budget capacity exists to
continue the buspool subsidies for the three currently operating buspools
and to provide funding support for another buspool if support is requested
during FY 1996/97. Staff recommends the approval of the three subsidy
continuation requests, and the provision of funding to another buspool
during FY 1996/97 if a request is received, per the requirements of the
Measure A Commuter Assistance Buspool Subsidy Policy.

12C6. San Bernardino Associated Governments FY96/97 Commuter Assistance
Program Contract.
Overview
Under contract with the San Bernardino Associated Governments
(SANBAG), the Commission has implemented and managed a Commuter
Assistance Program serving San Bernardino County residents and
employers for the past three years. At the request of SANBAG, RCTC
developed a FY96/97 budget for the continuation of the Program including
the Option Rideshare and Inland Empire Commuter Services projects.
Staff seeks Commission approval to execute a contract between SANBAG
and RCTC for FY96/97 services.
12C7. Resolution No. 96-05, "Resolution of the Riverside County Transportation
Commission Amending Guidelines for the Administration of the Measure
A Funded Commuter Incentive Projects under its Commuter Assistance
Program".
Overview
Annually staff reviews and recommends changes as may be necessary to
the guidelines governing the administration of the Commission's
commuter incentive projects - Advantage Rideshare and Club Ride. Staff
recommends the adoption of Resolution No. 96-05 for FY96/97 which
amends Resolution 95-005.
12C8. Riverside County FY 1995/96 SB 821 Request.
Overview
The County of Riverside was allocated $40,950 in FY 1995/96 SB 821
funds for the construction of various access ramps as part of the Sun City
Access Barrier Removal Project. As a result of a lower than expected bid,
the County has a remaining balance of $8,350 from the project funding
award: The County requests approval to use the remaining funds to
expand the Sun City Access Barrier Removal Project by constructing
additional ramps at four additional intersections in Sun City.
12C9. SB 821 Bicycle and Pedestrian Facilities Program - Request from the City
of Riverside.
Overview
The City of Riverside was awarded $35,000 in FY 1995/96 SB 821 funds
to construct a sidewalk along Arlington Avenue between Western Hills
Drive and Western Avenue. After receiving a lower than expected bid for
the construction of the sidewalk, the City requests that it be allowed to
use the remaining $11,000 balance to construct an adjoining 900 foot
section of sidewalk between Western Avenue and Valley Drive as part of
the awarded contract.

12C10. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request
from the City of San Jacinto.
Overview
The City of San Jacinto was allocated $22,500 in FY 1995/96 SB 821
funds for the construction of a Sidewalk and Pedestrian Access
Improvement project along Seventh Street and Santa Fe Avenue. The
City has requested a three (3) month extension to September 30, 1996
to complete the project.
12C11. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request
from the City of Riverside.
Overview
The City of Riverside was allocated $70,000 in FY 1994/95 SB 821 funds
for the construction of a bicycle facility along Jackson Street between
California Avenue and Victoria Avenue. The project has been delayed as
a result of changes made to its scope of work. The City requests that the
Commission grant a six (6) month extension to December 31, 1996 to
allow it to complete the project according to its current scope of work.
12D. Consent Calendar - Service Authority For Freeway Emergencies (SAFE).
12D1. Amendment to Cooperative Agreement Between the State of California
Department of Transportation and Riverside County Service Authority for
Freeway Emergencies for Freeway Service Patrol Program in Riverside
County.
Overview
The amendment to the agreement with the State of California Department
of Transportation provides for continued funding for the Riverside County
Freeway Service Patrol program for FY 1996-97 in the amount of
$561,600 and extends the term of the agreement to June 30, 1997.
12D2. Funding Agreement Between Department of California Highway Patrol and
Riverside County Service Authority for Freeway Emergencies.
Overview
The Riverside County Freeway Service Patrol program is operated as a
joint venture between Caltrans, the CHP, and the Riverside County
Service Authority for Freeway Emergencies. RC SAFE is responsible for
administering the program and Caltrans and CHP jointly provide field
supervision to ensure service performance. The funding agreement
provides for reimbursement from RC SAFE to the CHP of those reasonable
overtime expenses necessary to support the Riverside County FSP
program.

12D3. Agreement with California Highway Patrol for Operation of Freeway Call
Box System.
Overview
The Riverside County SAFE and the State of California, Department of
Highway Patrol, entered into an agreement on May 11, 1987 and
November 11, 1992 to reimburse the California Highway Patrol for all
costs associated with the implementation and operation of the call box
system. The attached agreement provides for the continuation of those
services for three (3) years from July 1, 1996 through June 30, 1999.
12D4. Budget Augmentation for FY 1995-96 Phase / Callbox Traffic Monitoring
Project.
Overview
The SAFE Board approved the Phase I Callbox Traffic Monitoring Project
for deployment in FY 1995-96. After review of the project and budget,
staff is recommending the Board to approve an additional $4,991.00 of
unallocated SAFE funds to complete the Phase I work.

12D5. Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box
System for the month of April 1996 will be presented to the SAFE Board.
12E. Consent Calendar - Commuter Rail.
12E1. Request from California Truss Company to Lease Rail Right-of-way.
Overview
Staff is recommending that the Commission authorize the Executive
Director to explore the various options, and if the third option is the most
viable to return with a lease agreement and a plan of finance for tenant
improvements (i.e., construction of railroad spur).
12E2. Metrolink Monthly Report.
Overview
Ridership, revenue, and activities reports will be included in the
Commission's agenda packet. This item is for receive and file.
