' APPROVING THE APPLICATION_ FOR GRANT FUNDS FOR THE
CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NfIGHBORHOODS, AND ~
COSTAL PROTECTlON BOND ACT OF 2002~ FOR THE LYNWOOD
MEADOWS PROJECT. AND APPOWTS THE CITY MANAGER' OR HIS
DESIGNEE AS AGENT TO CONDUCT ALL NEGOTIATIONS, EXECUTE AND
, SUBMIT ALL DOCUMENTS.~ INCLUDING BUT NOT LIMITED ~ TO,
APPLICATIONS, AGREEMENTS, PAYMENT REQUESTS AND SO ON,
~ WHICH MAY BE NECESSARY FOR THE COMPLETION OF THE PROJECT." ~
WHEREAS, the people ofithe State of California have enacted the Clean
Water, Clean Air, Safe Neighborhoods, and Costal Protection Bond Act of 2002 wliich ~
,` ; provides funds for the San ~Gabriel and Lower Los Angeles Rives and Mountains
Conservancy (RMC) Grant Program; and . '
' WHEREAS, the (RMC) has been delegated the responsibility for the
° ~ administration of the grant program in its jurisdiction, setting up necessary procedures;
and
~ ~ . . WHEREAS, said procedures established by the RMC require the ~
~Applicants Governing Body to certify by resolution the approval of the Application before
submission of said application to the State; and ,
° WHEREAS, if the city is award a grant, the Applicant will enter into a
~ Contract with the State of California for'the~ Project. ~
• NOW, THEREFORE, the City Council of the City of Lynwood does here6y~
find, proclaim, order and resolve as follows: . `
~ Section 1. Approves the filing of the Applicafion for local assisfance frorn
-~ the RMC Grant Program under the Clean Water, Clean Air, Safe Neighborhoods, and
Costal Protection Bond Act of 2002. ~ ~
~ Section 2. Certifies that the Project is consistent with local or regional
' land use plans and programs. - '
- Section 3. Certifies that•the Project is consistent with Common Ground
and Phase II Final Reports. . ~
°. ~ ~ Section 4. Certifies the Applicant has or will have sufficient funds to
~ operate and maintain the Project.
Section 5. Certifies that the Applicant has reviewed and understands the
General Provision contained in the Procedural guide. . '

' -`Section 6. Appoints City Manager or his d"esignee as4agent to conduct
all negotiations, execute and submit all documents including but not limited to,
. applications, agreemenfs, payment requests and so on, which may be necessary for the
~completion of the project ~
~ Section 7, This resolution shall fiake effect immediately.upon ifs adoption.
