INITIATION:
CITY OF TEMPLE CITY
CITY COUNCIL
MINUTES
MAY 16, 1978

T, CALL TO ORDER:
Mayor Tyrell called the regular meeting of the City Council to
order at 7:34 p.m,. on Tuesday, May 16, 1978, in the Council
Chamber of the City Hall,
2. INVOCATION:
The invocation was given by Reverend Norlyn Brough, Church of the
Nazarene, 9953 Las Tunas Drive,
3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell.
4. ROLL CALL:
Present: Councilmen- Atkins, Dennis, Cillanders, Merritt, Tyrell
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Assistant
City Manager Pucci, Planning Director Dragicevich,
Parks and Recreation Director Kobett, Marie Evitt,
Temple City Times
5. APPROVAL OF MINUTES:
Councilman Atkins moved to approve the minutes of the regular City
Council meeting held May 2, 1978, as written, seconded by Councilman
Gillanders and carried.
Mayor Tyrell, in honor of the City`s.l8th birthday, May 25th, reviewed
some of the activities accomplished by the City since incorporation, all
without imposing a City tax,
6. CONSENT CALENDAR:
On motion by Councilman Atkins, seconded by Councilman Merritt and
carried, Items A through E were approved as recommended.
A. FINAL TRACT MAP NO.. 33529 - Temple City. Boulevard and Longden Avenue
Approved Final Tract Map No. 33529, accepted the easements and
abandonment of access rights as offered for dedication, approved
an agreement to construct sanitary sewers, and an agreement to
construct a water system..
B. CLAIM FOR DAMAGES - John Poss, 9111 E. Camino Real, San Gabriel
Denied claim and referred to City's insurance carrier.
C. CLAIM FOR DAMAGES - Christine O'Gara, 4847 Glickman Avenue
Denied claim and referred to Joint Powers insurance Authority,.
D, RESOLUTION NO 78- 1731: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 78 -1731 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPOINTING PERSONNEL,
E, RESOLUTION NO, 78 -1732: WARRANTS & DEMANDS
Adopted Resolution No 78-1/32 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$78,433.80, DEMAND NOS. 9390 THRU 9518.

UNFINISHED BUSINESS:
7, ORDINANCE NO. 78 -464: 2nd read. AMENDING THE ZONING CODE RELATING
TO DEVELOPMENT STANDARDS FOR R-1 AND R -2 ZONED PROPERTIES
City Attorney Martin presented Ordinance No. 78 -464 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 9333(7)
AND 9352(8) OF THE TEMPLE CITY ZONING CODE for second reading by title
only. Councilman Merritt moved to waive further reading and adopt,
seconded by Councilman Dennis and carried,
8. ACCEPTANCE OF BID: CAMINO REAL ET AL
City Manager Koski presented background information, stating plans
and specifications for subject improvements were approved by City
Council at their regular meeting held April 18, 1978 and authorization
was given for the advertising and receiving of bids. Following the
advertising of bids, six bids were received and opened by the City
Clerk on May 12, 1978. The apparent low bidder is West Coast Paving
Company of Covina in the amount of $62,923,20. The engineer's
estimate was $70,000.00. A letter recommending acceptance of the
low responsible bidder' was received from Valcon, Inc., engineers for
the project
In answer to Councilman Atkin's question whether the West Coast Paving
is a qualified bidder, City Manager Koski advised`Valcon, Inc, has
reviewed the qualifications of the bidders and advised the contractor
is a responsible bidder; that the paving will be accomplished by a
sub- contractor with class 12 license.
Councilman Atkins moved to accept the low bid from West Coast Paving
Company in the amount of $62,923,20 and authorize the Mayor and
City Clerk to sign the agreement, seconded by Councilman Dennis and
carried,
9, COMMUNICATIONS:
None.
10, TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Marianne Milch, Secretary to the Chamber of Commerce, stated the list
of accomplishments reviewed by the Mayor was outstanding and commended
the City Councils who were able to accomplish so much for the City as
a whole without imposing a property tax.
RECESS TO CRA:
City Council recessed at 8:47 p.m, to meet as the Community Redevelopment
Agency, all members being present; approved the minutes of the regular
meeting held May 2, 1978; approved speed bumps in the Rosemead Boulevard
Redevelopment Project area in front of Builder's Emporium; denied request
for approval of southwest corner of Rosemead Boulevard and Las Tunas Drive
for fireworks stand; and adopted resolution approving warrants and demands.
Minutes of the Agency meeting will be set forth in full in the records of
the Agency.
RECONVENE AS CITY COUNCIL:
11, ACTION ON REQUEST BY CRA:
There was no action to be taken.
12, MATTERS FROM CITY OFFICIALS:
A, Proposed Amendment to Temple City Zoning Code relating to Number
of Domestic Animals in R -Zones
On motion by Councilman Gillanders, seconded by Councilman Atkins,
the Planning Commission recommendation on proposed amendment to the

Zoning Code relating to number of domestic animcals in R -zones was
set for public hearing June 20, 1978.
B. Sultana Avenue: Broadway to Southerly Terminus
Councilman Atkins moved to set public hearing June 20, 1978 to
consider petitions for curb and gutter within subject limits,
seconded by Mayor Tyrell and carried.,
C, We T.I,P, Program
Councilman Merritt moved to endorse the We T,I.P. program to combat
drug and criminal element, and to consider monetary support during
1978 -79 budget deliberations, seconded by Councilman Gillanders and
carried,
D. Councilman Atkins moved to endorse the concept of an initiative
measure known as the "Abatement of Moral Public Nuisances Law" which
would properly place pornographic material, lewdness and prostitution
under local government control, and instructed the City Attorney to
prepare a resolution for consideration at the regular meeting of the
City Council June 6, 1978, seconded by Councilman Dennis and carried.
E. Home Fixer's Program
Having reviewed a report of the Home Fixer's Program which is funded
in part by the Los Angeles County Area Agency on Aging, at their
study session held May 15, 1978, Councilman Atkins moved to refer to
Planning Commission for their study and determination of need,
seconded by Mayor Tyrell and carried,
F, Complaint: 5548 Welland Avenue
City Council received a status report on the property located at
5548 Welland Avenue resulting from a complaint by resident at their
meeting held May 2, 1978, Staff report advised reasonable cooperation
has been received from the tenant at subject location and it would
appear the problem has been resolved.
Councilman Dennis moved to continue to June 20, 1978 for review,
seconded by Mayor Tyrell and carried.
13. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Gillanders,
meeting adjourned at 8:03 p,m. Next regular meeting of the City
Council will be held Tuesday, June 6, 1978, 7:30 p.m. in the Council
Chamber of the City Hall.
