The purpose of this study is to evaluate the traffic patterns and analyze the changes associated with the removal of a median break approximately 50 feet south of the intersection. This study includes summary of the impacts associated with the median changes, analysis of the existing conditions and alternatives, three concept drawings and recommended improvements. PURPOSE OF STUDY At the request of the City of Parkville, Missouri, Affinis Corp conducted a TEAP study south of the intersection at Lewis Street and Mo Highway 45 (Tom Watson Parkway). The median opening approximately 50 feet south of this intersection provides southbound access to the Walgreens parking lot located to the east of Lewis Street. A concern of the City of Parkville is the traffic movement that is allowed by this median opening as shown in Figure 1, when the eastbound through traffic is stopped by a red signal. The location of the development can be seen in Figure 2. The purpose of this study is to analyze the impacts of closing a median opening on the south leg of this intersection. This study includes recommendations for improvements that are needed to maintain an acceptable Level of Service (LOS). Figure 2: Vicinity Map – Parkville, Missouri Lewis Street and Mo Highway 45 TEAP Study 5 2. EXISTING CONDITIONS The study area is located in the northern part of Parkville as shown in Figure 2. The limits of the project are from the intersection at Mo Highway 45 and Lewis Street to the roundabout approximately 350 feet south, as shown in Figure 3. Mo Highway 45 at this location is a four-lane divided roadway section with curb and gutter. The eastbound traffic has two through lanes and existing left and right turn lanes at the Lewis Street intersection and the westbound traffic has two through lanes and an exclusive left turn lane and a 6 foot bike path on the right. This intersection is signalized with single family residential to the north and retail developments to the south. The Lewis Street roundabout is a single lane roundabout with four access points. The roundabout is surrounded by Walgreens on the northeast corner, retail development on the southeast corner, Price Chopper on the southwest corner, and parking on the northwest corner. Two-lane roadway sections come into the roundabout from the east, west, and south directions, while an offset three-lane median divided roadway section comes in from the north. The northbound lane of Lewis Street exiting the roundabout is a single lane with curb and gutter on each side. Southbound Lewis Street into the roundabout includes one lane that enters the roundabout and one lane that drops as a free flowing right into the Price Chopper parking lot. The roundabout has curb and gutter in and on all approaches with a grassy and flowered center as seen in Figure 3. In addition the initial concern with the movement shown in Figure 1, the movement shown in Figure 4 was observed four times within the p.m. peak hour count. Tire marks from this eastbound to northbound movement can be seen in Figure 4.This is effectively cars or truck driving through the roundabout in the wrong direction. DATA COLLECTION Turning Movement counts were taken at both intersection locations on Tuesday, February 28th from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m. The a.m. and p.m. peak hours were determined to be 7:45 a.m. to 8:45 a.m. and 4:45 p.m. to 5:45 p.m. at the intersection of Mo Highway 45 and Lewis Street. The Lewis Street roundabout peak hours were determined to be 8:00 a.m. to 9:00 a.m. and 4:45 p.m. to 5:45 p.m. Peak hour turning movement volumes for each intersection are shown in Appendix A. 4. CONCEPT ANALYSIS As requested by the City of Parkville, Affinis has evaluated three concepts that eliminate the median access along Lewis Street. This median access is within the intersection influence area and negatively impacts the intersection. The westbound to southbound traffic that would like to turn back east into Walgreens parking lot, as illustrated in Figure 5, was observed backing up into the intersection at Mo Highway 45 and Lewis Street. It is understood that the closure of an access can be disruptive to a destination business if minimal access points are available. There are currently three entrance points for the Walgreens business and all three concepts analyzed in this study maintain 3 entrances for this business. Intersection capacity analysis was performed using Synchro, Version 9.0, based on the Highway Capacity Manual (HCM). For simplicity, the amount of delay is equated to a grade, or Level of Service (LOS), based on the amount of delay experienced per vehicle. A letter grade between A and F is assigned, where LOS A represents the best operation. All three conceptual drawings can be found in Appendix B. Figure 5: Traffic Back Up Issue Lewis Street and Mo Highway 45 TEAP Study 7 Concept 1 Concept 1 evaluates the closure of the existing median opening and changing the west entrance/exit for Walgreens to Right-in/Right-out entrance. After the median change, both the roundabout and the intersection continue to operate at a LOS A. The northbound thru-left lane requires a 95th percentile queue length of 89 feet for the p.m. volumes and with only 50 feet from the stop bar to the west exit from the Walgreens parking lot, this can cause an issue between the queue and traffic exiting Walgreens and wanting to head west on Mo Highway 45. Concept 1 would be the cheapest option of the three, with a construction cost estimate of $57,000. Additionally the relocated west entrance/exit will be south of the improved northbound left turn lane. The location assumes the storm sewer will not need relocation, but there is a possibility of minor lighting relocation. This concept, similar to Concept 1, continues to allow the intersection and roundabout to operate at a LOS A. The estimated construction cost for this concept is $87,000. The major obstacle associated with this option is the storm sewer adjustments that would be required adjacent to the roundabout. As seen in Figure 6, there is an inlet located in this corner of the Walgreens parking lot that collects the parking lot runoff, this inlet would be costly to relocate as part of Concept 3. Concept 3 would also require the movement of a city pedestal lighting pole. After the median change, both the roundabout and the intersection continue to operate at a LOS A. CONCLUSIONS AND RECOMMENDATIONS The study team recommends that Concept 2 be pursued by the City of Parkville. Concept 2 provide a LOS A at both the intersection of Mo Highway 45 (Tom Watson Parkway) and Lewis Street as well as the Lewis Street roundabout. While Concept 1 is cheaper, the negative impact of having the west Walgreens right- in/right-out entrance/exit located north of the beginning of the northbound left turn lane is unacceptable. Closing the median and relocating the west Walgreen entrance is the best option. Concept 3 is the most expensive option and also has many variables that could drive the construction cost higher. Until survey of this location determines the storm sewer and utility locations, the true costs of relocation are difficult to determine. The cost estimate shown should be used as a baseline. These recommendations are to improve safety and reduce conflict, but also have a secondary benefit of reducing delay.
