HomeMy Public PortalAbout2003.059 (04-01-03)RESOLUTION NO . 2003.059 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVJNG AMENDMENTS TO THE HOUSING REHABILITATION GUIDEL~NES BY INCREASING THE MAXIMUM GRANT AMOUNT AND ESTABLISHING ELIGIBLE TYPES OF IMPROVEMENTS WHEREAS, The City of Lynwood is a participating junsdiction of the HOME ~ Program and receives an allocation of federal funds to provide affordable housinb for low ~~ income households; and, WHEREAS, The Lynwood City Council has adopted a Housing Rehabilitat~on Program to address the housing needs and enhance the overall housing cond~tions and increase affordable housing opportunities to pnncipally benefit low ~ncome households; and, WHEREAS, The HOME funded housing programs are administered by the City of Lynwood in compliance with the federal regulations established by the Department of Housing and Urban Development (HUD); and. WHEREAS, The federal regulations provides opportun~ties for the City of Lynwood to establish programs and develop program guidelines according to the local housing needs. NOW, THEREFORE, The City Council does hereby resolve as follows: Sect~on 1. That the C~ty of Lynwood Housing Rehabilitat~on Gu~delines are hereby amended to read as follows• _ SECTION III. TYPES OF FINANCIAL ASSISTANCE A. Grants ~ 1. A maximum grant amount of $10,000 is available to low income owner- occupants. 2. Grants are available on a first-come-first-served basis. 3. Grants are limited to eligible homeowners once every five (5) years. SECTION V. ELIGIBLE IMPROVEMENTS A. Mandatory Improvements 1. Hazardous conditions that present a threat to the health, safety and welfare of the occupants. 2. Code violations must be corrected to comply w~th the C~ty Building Codes and Zoning laws. 3. A11 other~tems must be ~n need of rehabilitation Section 2. That the Intenm City Manager or his/her des~gnee is author~zed to prepare and execute any such documents related to the amendment to the gu~delines. Section 3. That this resolut~on shall take effect immediately upon its adoption.
