AGENDA ADDITIONS/DELETIONS. 4A. SCAG Request for RCTC to Co -Sponsor a Workshop on "Building Liveable Communities through Transportation" Staff is recommending RCTC approve a sponsorship donation of $1,000 to support SCAG's "Building Liveable Communities Through Transportation". 5. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS. 5A. Northwest Area Deficiency Plan. Overview Staff is recommending that the Commission: 1 I Approve the concept of a Northwest Area Congestion Management Program Deficiency Plan either as an RCTC independent study or as an augmentation to the joint RCTC/SANBAG studies related to Routes 71 /91; 2) authorize administrative amendment to SCAG's Regional Transportation Improvement Program to reprogram $150,000 of federal funds and $19,000 of matching funds from the Southwest Area, Congestion Management Program, Deficiency Plan study to this study effort; 31 authorize Riverside County members of the Route 71 /91 Project Development Team to determine if San Bernardino County members would be willing to integrate this study into the work to be performed by HDR and, if so, expedite study efforts through temporal use of demonstration funds to be replaced with the augmentation funds; and, 4) following such determination, select which option (i.e., independent RCTC study or joint RCTC/SANBAG study effort linked to Route 71 /91 work) would be most appropriate for RCTC to proceed with this study. 5B. Call for Proiects for 1997-98 and 1998-99 Surface Transportation/ Congestion Mitigation and Air Quality (STP/CMAQ) Program. Page 2 RCTC Agenda August 14, 1996 5C. SR 457 (Kelley) - Intercity Rail I egiclative Report and Rpaffirmatinn nf Appnintmentc Overview This is to inform the Commission of the enactment of SB 457 (Kelley), Passenger Rail Act of 1996. The legislation, which sponsored by RCTC, was signed by the Governor on July 22, 1996. This item requests that RCTC take action to reaffirm representatives to the policy and technical advisory groups for the implementation of the law. 5D. Use nf RCTC Land fnr Day labor Clearinghnuce in Rplatinn tn Pntentia/ Sale tn Riverside Redevelnpment Agency_ Overview Staff is recommending that the Commission: 1) Determine the property to be surplus to RCTC's needs; 2) Initiate discussions for term sale of the property to the Riverside Redevelopment Agency; and 3) In the interim, authorize a short-term (i.e. 2 year) lease of the corner portion of this property to a yet to be determined community based organization for use as a Day Labor Clearinghouse for the nominal fee of $ 1 per year. 5E. Coatmissinnerc/Fxecutive Directnr Report_ Overview This item is placed on the agenda to provide Commissioners/Executive Director the opportunity to report on activities representing the Commission. 6. HIGHWAYS/LOCAL STREETS AND ROADS 6A. Approval nf Amendment ? to the MDU with Cathedral City fnr lmprnvementc to Fact Palm Canynn Drive 1previnusly Highway 111)_ Overview Staff is recommending that the Commission approve Amendment 2, the MOU with Cathedral City for the improvements to East Palm Canyon Drive (previously Highway 111) between Cathedral Canyon Drive and Date Palm Drive, subject to: 1) Deletion of the video controlled signal system identified in the Project Description - Exhibit A-1; 2) Exhibit H-1, as revised by staff and Legal Counsel; and, final review by Legal Counsel. 6B. Measure A Streets and Rnadc Funding Cnmplianre lssuec Overview Staff is recommending that the Commission adopt as policy: 1) A requirement that uncompleted projects continue to be listed on the 5 year CIP until completed; 2) a project status report be included with the annual submission of the 5 year CIPs; 3) any Measure A balances in excess of the equivalent of three years revenues will be reviewed by the Commission Budget and Finance Committee. The project status reports will be used by staff in formulating recommendations to the Committee; and, 4) direct staff to include these policy changes in the next revision to the Program and Funding Guide. In addition to the above recommendations, staff will develop definitive courses of action available to Budget and Finance Committee for recommendation to the Commission, and bring those back for consideration. Page 3 RCTC Agenda August 14, 1996 7. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE) 7A. Consents to Assignment - Sale of GTF Cellular C.nmmunicatinns Cnrpnratinn to Cnmarco Wireless Technoingies, Inc.. Overview The Riverside County SAFE has been notified that GTE, our contractor for the purchase, installation and maintenance of our call box system, and Comarco Wireless Technologies, Inc., have entered into a Letter of Intent under which Comarco would purchase the assets of the GTE Call Box Operations. In order to complete the transaction Consents to Assignment need to be executed by the Riverside County SAFE Board. 8. SAIL. 8A. RCTC Resolutinn Regarding Intercity Rail Service Access Overview Staff is presenting RCTC Resolution No. 96-07, Intercity Rail Access, to the Commission for adoption. 9.. PERSONNELEERSONNELITEMS. 9A. Change Property Technician Title and Salary Structure Overview The Personnel Committee recommends changing the title of the Property Technician position to Property Agent and changing the salary structure from 5 steps ($3047-3704) to 7 steps ($2902-3889), thus, adding two steps (one low, one high). 9B. Fxecutive Directnr Salary, Overview The Commission, at its June 12th meeting, determined that the Executive Director's salary be discussed separate from other Commission staff. The Personnel Committee will meet prior to the Commission's August 14th meeting and will present its recommendations to the Commission at the meeting. 10. CONSENT CALENDAR'- All matters of the`ConsentCalendar will be approved in a single motion unless a Commission member requests separate action on specific items. 10A. Consent Calendar - Administrative/Financial Items 10A 1. Cycle ll/ Transpnrtatinn Fnhancement Activities (TFA Prngram) Update Overview This item provides an update on the status of the Cycle III of the Transportation Enhancement Activities (TEA) Program. The Commission is requested to adopt this item for receive and file. Page 4 RCTC Agenda August 14, 1996 10A2. / egiclative Program. Overview This item includes the State Legislative Report from Smith and Kempton, Sacramento, and the Federal Legislative Report by Cliff Madison, Washington, DC. These items are recommended to the Commission for approval as receive and file. 10A3. Property Development Consultant Overview Staff is recommending that the Commission authorize the Executive Director to enter into a contract with Ernst & Young to assist with assessing options for the Pierce and Ferguson properties, including the market viability and economic feasibility of those options, in an amount not exceed $60,000. 10A4. Appointment to Citizens Advisory Committee Overview This item requests that the Commission appoint Gary Miller to the Citizens' Advisory Committee/Social Service Transportation Advisory Council with a term expiration in January, 1999. 10A5. Audit of Planning Fund Reripientc Overview Staff is recommending that the Commission: 1) Adopt a policy requiring audits of recipients of Article 3 planning funds. Instruct staff to include the policy in the next revision of the Program and Funding Guide; and, 2) meet with affected agencies to discuss options for implementation of the policy. 10A6. Commuter Assistance 1994195 Audit Overview Ernst & Young has just completed an audit of the Commission's Commuter __Assistance incentive-Programs.—A-Gopy-of-the-Fepert-cxttlining the agreed upon procedures and results is included for your review. Grant Close -nut Prof -ems for Transit Operators Overview This item presents the proposed Operating and Capital Grants Process for Transit Operators and is in response to a Management Letter Comment included in the Commission's 1995 audit. Staff has reviewed the proposed process with the transit operators and recommends approval. Page 5 RCTC Agenda August 14, 1996 10A8. Monthly Cost R+ Schedule Reports Overview Presented are material that depicts the current costs and schedule status of contracts reported by routes, commitments, and cooperative agreements executed by the Commission. For each contract and agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures by route with status for the month ending June 30, 1996. This item is for receive and file. 10B. Consent Calendar - Highways/Lnral Streets and Snarls 10B1 . Approval of Amendment Nn 1 for Greiner, Inc for Conducting Construction Support Servir_es for the Yuma Drive/interstate 15 Interchange Project 'Agreement Nn Rn 94-2R) Overview Staff is recommending that the Commission approve Amendment No. 1 to the Consultant Service Agreement RO 94-28 with Greiner, Inc. for additional construction support services in the amount of $72,386.24 for a revised contract base amount of $1,272,386.24. All other terms and conditions of the original Agreement (No. RO 94-28) and the four (4) approved Extra Work Authorizations would remain in effect. 10B2. Measure "A" Five Year Capital Improvement Program for / oral Streets and Rnad_c for FY 1997-2001 Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five year plan of how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the approved Plan must also be approved by the Commission. 10B3. Amendment to FY 1995--2000 Measure "A" Five Year Capital Improvement Plan for the City of Hemet_ Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five year plan of how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the approved Plan must also be approved by the Commission. The City of Hemet is requesting Commission approval to amend their previously approved FY 1996-2000 Plan. Page 6 RCTC Agenda August 14, 1996 10C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle_ 10C 1. FY /996-97 FTA Spctinn 1 R Program of Project Rankingc-Cyr./P 2R Overview The FTA Section 16 Program provides capital grants for the purpose of assisting agencies to meet the needs of seniors and persons with disabilities. The program provides funding on an 80% federal/20% local match basis. Ten agencies in Riverside County have applied for funding. Staff recommends support of the Riverside County applications as ranked by the Local Review Committee. 10C2. Puirk Charge Flectrie Vehicle Corridor Communities Program Update Overview A Western Riverside County Partnership Proposal was submitted by the Commission to the Mobile Source Air Pollution Reduction Review Committee (AB 2766) in response to its Quick Charge Electric Vehicle Corridor Communities Program. This update report provides an overview of the proposal requesting grant funds in the amount of $ 142,396 for the construction of 34 charging stations at 16 sites throughout western Riverside County. 10C3. Inland Fmpire Clean FueLs Corridor Project llpdate Overview The first electric vehicle charging station has been installed in Lake Elsinore as part of the Commission's Clean Fuels Corridor Project in partnership with San Bernardino Associated Governments. This update report provides information regarding the station and identifies the location of eight addition sites to be constructed over the next two months. 10D. Mnnthly Call Rnx llpriate Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the month of July 1996 will be presented to the SAFE Board. 10E.
