Mayor Vandernail called the meeting to order at 7:05 p.m.

2. Approval of Agenda:
Trustee Taylor moved, and Trustee Miller seconded the motion to approve the Agenda.
Motion carried: 7-0.
3. Consent Agenda:
a) Minutes October 18, 2017
Trustee Miller moved, and Trustee Taylor seconded the motion to approve the consent
agenda. Motion carried: 7-0.
4. Fraser Winter Park Police Ceremonies
a) Bobby Rauch- Officer of the Year Award
b) Sean Curran- Promotion to Sergeant
5. Winter Park- Fraser Transit Intergovernmental Agreement
Chris Seemann
The TB discussed changes to the Transit Intergovernmental Agreement for the Winter
Park Town Council to consider.
6. Public Hearing
a) 2018 Budget
Trustee Soles moved and Trustee Waldow seconded the motion to open the public
hearing. Motion carried: 7-0.

TM Durbin and reviewed the proposed 2018 Budget.
Trustee Waldow moved and Trustee Taylor seconded the motion to continue the public
hearing to November 15, 2017. Motion carried: 7-0.
7. Discussion and Possible Action Regarding
a) Grand Beginnings Annual Update
Meagan Lokteff presented an annual update for Grand Beginnings.
b) Ordinance No. 449 Short Term Rental Registration Program
Trustee Taylor moved, and Trustee Miller seconded the motion to approve An
Ordinance Amending Chapter 6 of the Fraser Municipal Code by Adding Article 8, To
Establish Rules and Regulations Relating to the Registration and Operation Of Short
Term Rentals amended to include clarification on requirements. Motion carried 7-0.
c) Economic Development Advisory Committee Appointment
Trustee Soles moved, and Trustee Taylor seconded the motion to approve
Rochelle Gould for the Economic Development Advisory Committee Appointment.
Motion carried: 7-0
8. Open Forum
a) Mayors Managers Meeting in Granby
b) Shorefox Property
c) Recycling and Pay as you Throw Facility Location
9. Other Business-
a) When writing to the Editor of the newspaper representation should be as an
individual not the Fraser Town Board.
b) Development Code Update at the Fraser Historic Church November 2, 2017 from
4pm-7pm.
c) Joint Workshop- Development Code Update with the Town Board and Planning
Commission and Planning Tools LLC at Town Hall on November 8, 2017 6pm-8pm.
d) Go Fraser- Lions Club Presentation at Carvers on November 2, 2017 at 7am.
e) Fraser River Corridor Open Space Planning at the Fraser Historic Church with
THK Association, Inc. on December 12, 10am-12pm Stakeholders and 5-7 Open House
f) Housing Round Table will meet on November 7 at 5pm, Fraser Town Hall

Trustee Soles moved, and Trustee Meyring seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 9:00p.m.
