Overview
Staff is recommending that the Commission adopt the Measure A Vision and Strategy
Paper, including the recommendations of WRCOG, as the "Strategic Plan".
5B. 1995 - 1996 l Pgislative Sessinn .Summary
Overview
Included in the agenda packet are reports from Smith and Kempton, Sacramento
lobbyists, and Cliff Madison, Washington lobbyist. In addition, staff has prepared a
summary of RCTC sponsored and co -sponsored legislation in the FY 95-96 Legislative
session for discussion at the meeting..
5C. Memorandum of Understanding• Inland Fmpire Modeling Center
Overview
Staff is recommending that the Commission support the MOU, at least in concept.
However, RCTC might defer execution of the formal agreement until the issues
referenced in the staff memorandum are resolved.
5D. WRCDG Work Program and Request for FY 1996-97 LTF Planning Funds.
Overview
WRCOG has submitted a request for LTF Planning Funds for FY 1996-97, totalling
$190,000. The submittal did not include the request for information from RCTC staff
about two months ago regarding the total amount of funds currently available to
WRCOG. In the Westem County area, RCTC has identified other needs for LTF planning
funds. If the information is not received from WRCOG, it is recommended that this item
be carried over no later than the October meeting.

5E. RCTC Disadvantaged Business Enterprise IDRF) Goals fnr FY 1996/.97
Overview
Staff is recommending that the Commission: 1) Establish the DBE overall program goal
of 18.5% for FY 1996/97; and, 2) Direct staff to publish the overall goal and submit the
necessary information to Caltrans and the FTA in conformance with the RCTC DBE
Program established as adopted by Resolution #94-006.
5F. ,mint ROTC/WRCOG/CVAG Meeting
Overview
As an information, there will be a joint meeting of the Riverside County Transportation
Commission, Western Riverside Council of Governments and Coachella Valley
Association of Governments on Wednesday, October 9th, from 1 p.m. to 3 p.m.
5G. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission.
5H. Investment Report fnr C)uarter Ending Marrh 31, 19.96
Overview
For review is the Investment Portfolio Report for quarter ending June 30, 1996. This
item is for receive and file.
6. HIGHWAYS/LOCAL STREETS AND ROADS
6A. Van Buren Interchange Phase / Conctructinn
Overview
RCTC and City of Riverside staff will be making a presentation on the Phase I Van Buren
Interchange Construction project.
6B. Award of the Construction Contract for the Route 79/Lamh Canyon Rockfall Mitigation
project
Overview
Staff is recommending that the Commission: 1) Approve award of the construction
contract to the lowest qualified bidder identified by the bid evaluation team; and, 2)
establish a 10% contingency fund for the project for change order work to be exercised
with the written authorization of the Executive Director.

Overview
Staff is recommending that the Commission: 1) Approve award of the construction

7. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.
7A. Consent Calendar - Administrative/Financial Itame
7A1. nelete Staff Analyst / Position for Budget and Equivalent Increase to
Consultant Budget.
Overview
Based upon a survey of professional staff regarding utilization of this
position for support services, the Executive Director propose to deleting the
position from the budget effective October 16, 1996. The Personnel
Committee met to discuss the proposal and they recommend approval.
7A2. Recommendations for the FY 1997/98 and 1998/99 Surface Transportation
ISTPI Formula Funds Program.
Overview
This item proposes funding and programming for FY 1997/98 and 1998/99
of the Surface Transportation Program Planning Funds for Riverside County.
The Commission is asked to approve these programming recommendations.
7A3. Home Page for the Riverside County Transportation Commission
Overview
This item is to inform the Commission that an RCTC home page is being
developed and scheduled to be in place by the end of September, 1996.
The address will be HTTP://WWW.RCTC.ORG.
7A4. Monthly Cnst A Srhedule Repnrts
Overview
Presented are material that depicts the current costs and schedule status
of contracts reported by routes, commitments, and cooperative agreements
executed by the Commission. For each contract and agreement, the report
lists the authorized value approved by the Commission, percentage of
contract amount expended to date, and the project expenditures by route
with status for the month ending June 30, 1996. Due to vacation
schedules, the Quarterly Reports will not be presented until October. This
item is for receive and file.

7B. Consent Calendar - Highways/Local Streets and Rawls
7B1. Approval of Amendment Nn 4 to Agreement Nn. Rn .91-n1 with Greiner
Inc to Complete Design and Prepare the PS&E far the Route 91 Nnise Wall
Project.
Overview
Staff is recommending that the Commission approve Amendment No. 4 to
the Consultant Service Agreement RO 91-01 with Greiner, Inc. for the
completion of the design, preparation of the PS&E in the amount of
$320,000 for a revised contract base amount not to exceed
$1,872,936.67. Extra work for this amendment will remain at $78,688.40.
All other terms and conditions of the original Agreement (No. RO 91-01) and
the previous Amendments will remain in effect.
7B2. Approval of Amendment 3 to the Agreement RO-9522 with the County of
Riverside to Perform Survey and Material Testing Services for the Route 79
/amh Canynn and Gilman .Springs Grade Separation Project
Overview
Staff is recommending that the Commission authorize approval of
Amendment 3 for an amount of $56,300 to Agreement RO-9522 to
increase the total contract amount to $864,997. The existing $20,000
currently in extra work will remain available to address any future project
needs relating to survey and material testing. A standard contract
amendment will be used for this contract change.
7C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle
7C1. Transit Intelligent Transportatinn System Deployment Project
Overview
Staff is recommending that the Commission approve using our Federal
lobbyist, Cliff Madison, to promote the Riverside County Transit Intelligent
Transportation System Deployment Project to representatives in
Washington, D.C.
7C2. FPA Transpnrtatinn Partners Way Tn Got Awards
Overview
The Commission's Advantage Rideshare Commuter Incentive Program has
been selected to receive one of eight awards nationally by the United
States Environmental Protection Agency. Advantage Rideshare will be
recognized in the category of Innovative Uses of Market Incentives. EPA's
Transportation Partners will be presenting their Way to Go! Awards at the
Rail -Volution Conference in Washington, D.C. on September 10, 1996. This
receive and file staff report provides an overview of the award and its
purpose.

7D. Consent Calendar - Service Authority For Freeway Emergenries-1SAFEL
7D 1. Consent to Allow GTE Cellular Communications Corporation to Subcontract
with Comarco Wireless Technologies to Provide Cal/ Box Program Support
7D2.
Overview
GTE Cellular Communications Corportation (GTE) is in the process of selling
its call box business to Comarco Wireless Technologies (Comarco). This
item is to authorize the Executive Director to execute an agreement to
allow GTE to subcontract with Comarco Wireless Technologies for the
continuation of call box support services (maintenance and capital
equipment), pending completion of negotiations for full assignment of
agreements to Comarco.
Monthly rail Rnx flpdate
Overview
The operational statistics for the Riverside County Motorist Aid Call Box
System for the month of July 1996 will be presented to the SAFE Board.

Overview
Ridership, revenue, and activities reports from Southern California Rail
