Vote CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD FEBRUARY 18, 2009 The regular rneeting of the of the Personnel Board of the City of Lynwood was held on Thursday, February 18, 2010 at 5:00 p.m. in the Council Chambers of City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted ` ' as prescribed by the Brown Act. , CALL TO ORDER The meeting was called to order at 5:03 p.m. by Chairperson Bradley. Roll call was taken by Diane Strickfaden, Sr. Human Resources Analyst. Commissioner Attendance: Present - Bradley, Robinson, Esparza, Espinoza, Perez a Absent - None Staff Attendance: Present - Diane Strickfaden, Sr. Human Resources Analyst PLEDGE OF ALLEGIANCE Led by Vice-Chairperson Robinson. APPROVAL OF MINUTES A motion was made by Vice-Chairperson Robinson and seconded by Commissioner Espinoza to approve the minutes of the Regular Meeting of January 21, 2009. All in favor. Motion carried ~ PUBLIC ORALS - None STUDIES AND REPORTS The swearing of new Board Member Francisco Perez was conducted by Maria Quinonez, City Clerk. The Board welcomed Commissioner Perez. The Board then briefly introduced themselves. Mrs. Strickfaden provided the Board with an overview of the recruitment process for the position of Park Superintendent. She then requested that the Board approve the Eligi6ility List. Vice-Chairperson Robinson inquired as to how long the position had been'vacant. , Mrs. Strickfaden responded that it had been vacant since July 1, 2009. Chairperson Bradley then asked if the recruitment was open or closed. Mrs. Strickfaden responded. that it was an open recruitment. , , o• . ' Tlie motion was made by Vice-Chairperson Robinson and seconded by Commissioner Espinoza to approve the eligibility list for the position of Pa~k Superintendent. All in favor. Motion carried. ~" .. - Mrs. Strickfaden then informed the Board that the Personnel Board legal counsel - Brenda Diederichs would provide the Board with an overview/refresher of the Personnel Board's role and function during the appeal process. Ms. Diederichs ~ then began ~the refresher presentation. ~ The Board then proceeded to discuss dates for an appeal heanng. The Board agreed .on available dates of Wednesday, March 17th~and Thursday, March ~18tn All in favor. 'Motion carried. ~ Commissioner Espinoza requested a hard copy ofithe power point presentation and Chairperson Bradley requested an updated Personnel Board .binder. Mrs. Strickfaden provided the Board with an update on the upcoming "Road Show". She indicated that staff'had contacted surrounding cities and concluded that most cities ~meet on an "as needed'' basis, and not monthly. Huntington Park has an upcoming' hearing but it is most likely that the appellant will request a cfosed hearing. Torrance meets. two Mondays per month at 6:OOpm. They are aware that the City of Lynwood is interested in attending their ,Civil Service Commission Meeting, Now it is a matter of the Board deciding if the date and time is good for' the Board. The Board agreed that Torrance was a destination that they would like to visit, but they want to do it after the appeal is over. ° COMMISSIONER & STAFF ORALS . - Chairperson Bradley shared with the Board ~the upcgming senior activities and she also mentioned that the seniors who worked in the community were honored. Commissioner Perez ~ briefly provided the Board with a quick history and ~ background of himself. ' ~ ,• Mrs Sfirickfaden informed the Board that the City concluded a closed/promotional ' . opportunity for the position of Development Services Manager. Since there was only one qualified applicant, staff proceeded to make an appointment to the .. position, and an eligibility list will not be established. Chairperson Bradley requested an updated Board phone list.
